Kla Tham part of Coalition not Opposition

Pictures of Prime Minister Anutin Charnvirakul and the convicted drug dealer and the de facto leader of Kla Tham Party – Thammanat Prompao, went viral after they were seen dining at an Indian restaurant in Sukhumvit Soi 13.

The picture showed Anutin and other Bhumjai Thai party’s power broker Chada Thaised, fueling speculation about a potential cabinet reshuffle following the October 27–29 no-confidence debate.

A potential agreement could see Kla Tham joining the ruling coalition, with Bhumjai Thai surrendering certain ministerial posts to accommodate Kla Tham while preserving Pheu Thai’s quota, potentially affecting ministries such as Tourism and Sports, Commerce, and Industry.

Talks about integrating Kla Tham’s 58 MPs have already been in the works and Thai Enquirer had reported on October 8, 2026 ( https://www.thaienquirer.com/75051/Bhumjai Thai-govt-very-strong-and-stable-kla-tham-kept-outside-coalition-to-teach-them-a-lesson/ )

Such a coalition would bolster the government’s parliamentary majority from 292 to 350 seats, providing a significant cushion for the upcoming October 30 censure vote and reducing Pheu Thai’s bargaining leverage within the coalition.

Although Anutin previously dismissed reshuffle rumors to focus on flood relief efforts, Kla Tham’s recent voting support alongside the government—which led to its removal from the opposition whip committee—signals a shifting alignment regardless of when a formal coalition deal is finalized.

Suphachai Jaismut, a party-list MP from the Bhumjai Thai Party, hit back at People’s Party MP Rangsiman Rome over his remarks referencing a “Natasha” (an insider leak) behind government information. Suphachai urged Rome to clarify who actually leaked the data and questioned whether Rome was acting on verified facts or merely repeating unverified claims for political gain.

He emphasized that the role of an MP and house committee chair is to investigate genuine facts, not use unverified government information to launch political attacks. He urged Rome to focus on verifying his sources and evidence rather than relying on scripted political narratives.

Online Gambling and Connection to Bhumjai Thai party

Rangsiman Rome, MP and Chair of the House Committee on Law, Justice, and Human Rights, questioned the silence of government agencies two days after Bhumjai Thai Party MP Suchada Zhang Thaensap admitted her husband held shares in an online gambling website.

He urged authorities to take action, questioning whether officials are avoiding the case out of fear that the investigation might implicate cabinet ministers.

The House Committee has scheduled a meeting for October 22, summoning key agencies—including the SEC, Central Investigation Bureau, and DES Ministry—along with Suchada and her husband. Rangsiman emphasized that holding shares in an illegal gambling platform warrants immediate legal scrutiny, citing the prosecution and asset seizure of Kla Tham Party MP Chonnaput Naksua as a precedent.

Bhumjai Thai MP Suchada Zhang Thaensap addressed public allegations, clarifying that her husband, Zhang Taiyang, holds only a 1% stake in a legal overseas gambling business and denying any ties to illegal gambling websites, scams, or transnational crime.

She stated that Prime Minister Anutin Charnvirakul personally encouraged her to speak publicly to dispel speculation, while also refuting claims that her party had abandoned her or that her husband had fled the country.

Meanwhile former Democrat MP Sirichok Sopha called on authorities to investigate why Thai users were recently blocked from Shuffle.com and to trace the recipients of over 600 million Baht in declared dividends. He questioned whether Zhang Taiyang, husband of Bhumjai Thai MP Suchada Zhang Thaensap, held greater operational control than his acknowledged 1% stake, citing his preferred shares, close ties to executive management, and over 130% surge in the platform’s SHFL token price.

He urged agencies like the NACC, AMLO, and DSI to review decision-making logs and financial flows to determine if any profits were tied to the family’s declared assets or political contributions. Sirichok also warned that the Bhumjai Thai Party could face dissolution if Suchada ’s political donations are found to involve illegal funds. He urged the Election Commission to trace her 150,000-Baht in contributions, which rose from 10,000 to 30,000 Baht monthly after she entered parliament.

Recently, the Thai Digital Asset Operators Association (TDO) has clarified that none of its member businesses provide trading or investment services for the “SHFL” token. This statement follows public attention after the cryptocurrency appeared on the Thai Securities and Exchange Commission’s (SEC) risk assessment list used for Net Capital (NC) calculations.

TDO explained that the SEC’s risk assessment list serves to evaluate digital assets for capital adequacy requirements rather than granting automatic approval for trading. The association emphasized that member platforms do not list or trade the token, remaining fully compliant with regulations prohibiting the trading of illegal digital assets.

NIDA Poll has released the results of a survey titled “No-Confidence Debate: Who Will Face the Toughest Challenge?” conducted between October 12–14. When asked about the issues raised during a no-confidence debate against individual cabinet ministers that would cause the greatest stress for the government, respondents identified the following:

Accusations of incompetence in addressing economic problems 34.27%

All issues would cause significant stress 28.93%

Allegations of collusion in the Senate election 26.26%

Accusations of incompetence in handling the cost-of-living crisis 25.88%

Allegations of corrupt behavior 23.97%

The top five ministries expected to face the toughest challenge during a no-confidence debate against individual ministers are:

Ministry of Interior 38.78%

All ministries 23.05%

Office of the Prime Minister 21.37%

Ministry of Commerce 18.63%

Ministry of Finance 16.26%

When asked for their opinions regarding how the MPs from the Kla Tham Party might cast their votes, the respondents expressed :

Vote of confidence for all 18 ministers 30.38%

Vote of confidence for some ministers 18.32%

Finally, when asked for their opinions on the situation following the individual no-confidence motions against the ministers, the responses were as follows:

Nothing will change 40.84%

Cabinet reshuffle 26.34%

Dissolution of the House of Representatives for a new election 19.39%

On October 17, Phiphat Ratchakitprakarn, Deputy Prime Minister and Minister of Transport, along with Niphon Bunyamanee (former Deputy Minister of Interior and former Chief Executive of the Songkhla Provincial Administrative Organization), Sanphet Bunyamanee, Worasit Liangprasit (Member of Parliament for Satun, Bhumjai Thai Party), and Somyot Phlaiduang (Member of Parliament for Songkhla, Bhumjai Thai Party), welcomed Newin Chidchob, President of Buriram United, as well as the club’s players and staff. The team arrived in Songkhla in preparation for their match against Pattani FC—the fifth fixture of the 2026/27 Thai League season—in an atmosphere filled with great enthusiasm.

Deputy Transport Minister Siripong Angkasakulkiat announced plans to consider extending the 40-Baht daily flat-fare scheme for the SRT Red Line and MRT Purple Line beyond its November 30 expiration.

The Department of Rail Transport is finalizing a suitable extension timeline to present to the Cabinet in November, supported by steady ridership averaging 72,000 daily trips on the Purple Line and 40,000 on the Red Line.

The Ministry is also evaluating the 40-Baht flat rate alongside a proposed 17–45 Baht joint-fare structure targeted for launch on January 1, 2027. The 40-Baht option may be retained for passengers traveling exclusively within these two lines, while crossline commuters would use the joint fare. The Ministry plans to request up to 5.8 billion Baht in central funding from the Cabinet to support the joint-fare policy for one year.

The House Committee on Political Development, Mass Communications, and Public Participation—chaired by People’s Party MP and spokesperson Pakamon Nunanan—has scheduled a meeting for October 22 to examine the proposed amendments to the Thai Public Broadcasting Service (Thai PBS) Act. The committee will scrutinize two main areas: the revenue structure implications of the proposed legislative changes and the preservation of public media independence.

To review these issues, the committee has summoned key figures, including current and former Thai PBS executives, NBTC commissioners, TDRI President Somkiat Tangkitvanich, media academics, and senior officials from financial and budgetary agencies such as the Fiscal Policy Office and Bureau of the Budget.

Acting NBTC Secretary-General Trairat Viriyasirikul submitted an urgent letter to the Prime Minister’s office clarifying the agency’s role in convening NBTC meetings on October 1–2 following a Central Administrative Court ruling. He emphasized that the NBTC Office acts strictly as an administrative body without any intent to oppose the court’s judgment or any authority to certify individuals’ legal statuses. Under relevant telecommunications law, its mandate is purely administrative support. The October meetings were arranged under the directive of the NBTC Chairman, who continues to perform his duties and holds sole regulatory authority to schedule meetings.

Regarding the status of the NBTC Chairman following the Central Administrative Court’s judgment and the rationale behind scheduling the meetings, the NBTC Office stated that these matters directly involve the duties and exercise of authority of the NBTC Chairman. As an administrative and supporting body, the office is not in a position to fully clarify all the facts and reasoning behind these decisions. To ensure comprehensive and well-rounded information for the Prime Minister’s consideration, the office suggested that it would be appropriate to request a direct explanation regarding these matters from the NBTC Chairman as deemed suitable.

On Thursday, October 15, the Stock Exchange of Thailand (SET) index closed at 1,573.01 points, down 2.87 points or 0.18%, with a total trading value of 58,483.65 million Baht. During the session, the index reached a low of 1,557.67 points and a high of 1,573.01 points. The index declined in line with global markets, driven by a sell-off in the technology sector.

After a sharp drop in the morning, the index managed a partial rebound during the day, supported by buying interest in defensive stocks—particularly within the banking and hospital sectors—as the market began to digest the negative factors. Consequently, the index held up better than expected toward the end of the session, ahead of the long holiday weekend.

Regarding the market outlook for today, investors are monitoring U.S. economic data, specifically the Producer Price Index (PPI)—following an acceleration in the Consumer Price Index (CPI)—as well as the movement of U.S. Treasury yields; if yields do not surge, it could support a market rebound. Domestically, attention is focused on the ongoing release of Q3/2026 earnings results from commercial banks, following TISCO’s report, which came in largely in line with expectations. The support range is estimated at 1,550–1,560 points, with resistance at 1,580–1,595 points.

Thailand’s Securities and Exchange Commission has issued rules allowing crypto ETFs to invest directly in either Bitcoin or Ethereum from October 16, 2026. Each fund must invest in only one of the two cryptocurrencies, with average net investment over its accounting year accounting for at least 80% of its net asset value.

The notification was published in the Royal Gazette on October 15. It specifies eligible cryptocurrencies under the Capital Market Supervisory Board’s fund investment rules.

Bank of Ayudhya Public Company Limited (BAY) has announced the successful completion of its two-stage acquisition of Vietnam’s SFinance, securing all necessary regulatory approvals from the State Bank of Vietnam and the Japanese Financial Services Agency.

On October 15, 2026, BAY finalized the purchase and transfer of the remaining 50% charter capital, making SFinance a wholly owned subsidiary holding 100% of its capital. This milestone concludes a process that began when BAY’s shareholders approved the acquisition from Saigon-Hanoi Commercial Joint Stock Bank in October 2021. Following the first 50% stake acquisition completed and reported in May 2023, this final step fully integrates the Vietnamese consumer finance provider into the bank’s operations.

On October 15, True Corporation PCL (TRUE) stock gained 4.13% to close at 12.60 THB (+0.50 THB) with a trading value of 2,518.90 million THB, bucking the broader Thai stock index (SET) which fell 0.18% to 1,573.01 points. The stock’s strong upward momentum was driven by buying demand following a recent price consolidation, alongside speculative buying ahead of robust Q3/2026 earnings expectations.

Analysts project TRUE’s Q3/2026 net profit to hit a record quarterly high of 6,990 million THB, representing a 334% YoY and 7% QoQ surge. This record growth is supported by rising revenues in mobile and broadband services, improved average revenue per user (ARPU), efficient Selling, General, and Administrative (SG&A) cost management, and economic stimulus from tourism recovery and government co-pay schemes.

Grand Royal Orchid Hospitality Real Estate Investment Trust (GROREIT) has successfully secured a six-month debt repayment extension from the Government Savings Bank for its 1.35 billion Baht credit facility, shifting the maturity date to January 2027. Under the agreement, the trust must set aside over 23 million Baht in default interest and penalties.

However, the restructuring comes with a strict condition imposed by the lender, GROREIT is prohibited from paying any dividends to trust unitholders until the entire outstanding debt and obligations are fully settled, ensuring all cash flow is prioritized toward loan clearance.

Department of Intellectual Property (DIP) has ordered the applicant of the “NENE ROYAL” trademark to provide an explanation and proof of authorization for using the name of Thai singer Rattikarn Amloy, widely known as Nene Royal.

The applicant, a Chiang Mai business owner who filed for the trademark covering printed T-shirts on July 22, claimed the filing was intended as a “gift” to help the singer build her own business. However, representatives for the singer stated the filing was unauthorized, and the DIP emphasized that submitting an application does not automatically grant rights. The department is rigorously reviewing the case to prevent the bad-faith exploitation of public figures’ names, while the singer’s team is reportedly preparing legal action to protect her trademark rights.

The 2026 IMF–World Bank Meetings

The 2026 IMF and World Bank Group Annual Meetings in Bangkok concluded with the IMF forecasting global economic growth of 3.1% for this year, down from 3.5% in 2025, before recovering to 3.4% in 2027.

IMF Managing Director Kristalina Georgieva noted that while rapid investment in artificial intelligence (AI) is driving activity, economic progress is heavily constrained by mounting public debt and energy supply shocks stemming from the war in the Middle East, which continue to fuel inflation. This steady global growth headline masks sharp economic divergence across countries. Gulf Cooperation Council economies are projected to contract by 4.8% due to the ongoing Middle East conflict, whereas economies deeply tied to AI supply chains—such as Taiwan 10.7% and Vietnam 8.4%—received significant growth upgrades. Meanwhile, Thailand’s economy is forecast to grow by just 2.1%, highlighting the uneven global recovery.

Kristalina remarked in an interview at the conclusion of the conference that Thailand is a wonderful country and that this event would be long remembered by all who attended. She highlighted two things that left the deepest impression on her: the delicious Thai cuisine and Thai silk. Regarding Thailand’s trajectory over the next decade, she noted that the country is highly dynamic, with a creative population capable of adapting effectively to a rapidly changing world. Furthermore, Thailand is among the nations that have been able to integrate quickly into the artificial intelligence (AI) value chain.

“One thing I hope never changes is the smile of the Thai people, for Thailand is truly the ‘Land of Smiles.’ This has been the ‘Olympics’ of the financial world, and Thailand has certainly taken home the gold medal,” she said.

Thailand’s Finance Minister Ekniti Nitithanprapas stated that the country aims to leverage the event’s momentum to strengthen its economic foundation. The government and private sector set three main targets: boosting GDP growth above 3%, increasing investment to 30% of GDP, and ranking among the world’s top 20 most competitive nations, backed by upcoming international roadshows to Hong Kong and Davos.

Prime Minister Anutin Charnvirakul expressed confidence that Thailand’s successful hosting of the 2026 IMF-World Bank Annual Meetings will significantly advance the country’s bid to join the Organisation for Economic Co-operation and Development (OECD). The smooth event allowed Thailand to showcase its strong infrastructure, logistics, and economic stability to delegates from 191 countries. During discussions with international financial leaders, including the OECD secretary-general and US Federal Reserve Chair Kevin Warsh, officials received positive feedback regarding Thailand’s economic potential.

Anutin emphasized that securing OECD membership will serve as a crucial “springboard for exponential development” and help improve the overall welfare and opportunities of Thai citizens.

Prime Minister Anutin Charnvirakul played the saxophone at a government reception for the 2026 IMF–World Bank Annual Meetings at One Bangkok Forum on Friday evening, October 16. About 3,000 guests attended, including IMF Managing Director Kristalina Georgieva and World Bank Group President Ajay Banga. The event featured Thai food, music and cultural performances.

Anutin thanked delegates for their work and called for continued cooperation after the meetings. He highlighted the economic opportunities offered by Thai cuisine, cultural heritage and the wellness sector, and welcomed international partnerships. Thailand last hosted the annual meetings 35 years ago.

The People’s Network Against the World Bank and IMF concluded a two-day protest in Bangkok on October 16, accusing the institutions and the Thai government of pursuing policies that harm farmers and communities. Organizers condemned police for injuring marchers on October 15 and presented six core demands, including canceling farmers’ debts, scrutinizing state borrowing, and shifting subsidies to sustainable agriculture.

In their closing “Khlong Toei Declaration,” protesters criticized the government and global lenders for prioritizing corporate profit over public welfare and environmental protection. Calling for an end to corruption and the creation of a truly democratic constitution, the demonstrators pledged to unite their movements before dispersing peacefully.

Thailand’s Metrological Department (TMD) came out to warn of possible heavy rain across the country over the next couple of days.

Prime Minister and Interior Minister Anutin Charnvirakul inspected flood management operations in Suphan Buri province on October 18, emphasizing the urgent need to advance a long-term mega-project for water management spanning “Chainat-Pa Sak-Gulf of Thailand.”

Noting that recurring floods cost the state 40,000 to 50,000 Baht annually in short-term relief without permanent solutions, Anutin stated that the Cabinet will push forward the infrastructure project starting in fiscal year 2027, with an estimated completion time of seven years. He dismissed critics labeling him “Mr. Project,” stressing that his administration focuses entirely on aiding citizens without partisan divides.

Disaster Prevention and Mitigation Department Director-General Nirat Pongsitthaworn defended the government’s flood relief budget management against opposition criticism. He explained that utilizing the final 4.7 billion Baht of the 2026 central budget allowed for faster initial payouts based on provincial data from September 29 and confirmed that additional funds will be requested from the 2027 budget to ensure no affected household is left behind.

On Tuesday, October 20, the DDPM will seek Cabinet approval for an additional 10.51 billion Baht budget sourced from Fiscal Year 2027 emergency central funds to assist 1,481,401 households. Once approved, the DDPM will transfer the funds to the Government Savings Bank (GSB) to deliver relief payments directly to eligible residents based on verified data provided by Bangkok and provincial authorities.

Flood victims in Bangkok encountered long queues and administrative delays when registering for government compensation on Sunday, as limited daily quotas filled up rapidly and technical glitches plagued the online “Thang Rath” application. At district offices such as Sai Mai , Khlong Sam Wa and Lat Krabang, residents began reserving spots before dawn—with thousands of tickets distributed early in the morning—leaving many stranded or unable to register and prompting complaints that victims were forced to endure further hardship.

People’s Party MP Suphanant Minchainunt criticized the government over flood relief payouts, claiming that compensation funds have been depleted and victims must wait for the Cabinet to approve a budget extension on October 20 because funds were not adequately prepared in advance. He argued that the temporary pause in transfers reflects poor financial planning by the administration.

Government spokesman Ekkapob Pianpises dismissed the criticism as a continuous attempt to distort facts, explaining that the relief funds utilized so far came from the remaining central budget of fiscal year 2026, which was deliberately allocated to prevent returning funds to the treasury. He noted that because relief funds have been disbursed rapidly, the government is simply following standard fiscal procedures by requesting an additional 10 billion Baht from the 2027 central budget, maintaining that this is the fastest relief effort in the country’s history.

Department of Disaster Prevention and Mitigation (DDPM) has alerted 35 provinces and Bangkok to possible flash floods, landslides and waterlogging from October 18 to 25, 2026, as heavy to very heavy rain is forecast across several regions. DDPM director-general Nirat Pongsitthaworn said authorities had been instructed to prepare emergency response teams and equipment.

Flooding affected 5.84 million people across 50 provinces and Bangkok from September 16 to October 17, killing 80. About 2.18 million people remained affected in 21 provinces and parts of Bangkok. Communities along the Prachin Buri–Chachoengsao border have endured nearly a month of flooding, with some roads still impassable. Residents said local funding shortages had cut cooked meal deliveries from twice a day to once, while relief supplies and basic medicines remained difficult to access.

The Thai Meteorological Department (TMD) said heavy to very heavy rain will hit southern and eastern Thailand on October 18–20 before spreading to the lower Northeast, Central region, Bangkok and surrounding provinces, the East and upper South on October 21–25. The department warned of flash floods, runoff, landslides and strong wind gusts. People near foothills, waterways and low-lying areas should remain alert and avoid flood-prone routes.

Waves could exceed three metres during thunderstorms in the Andaman Sea and Gulf of Thailand. Mariners should proceed with caution and avoid storm areas.

TMD has provided an update on Typhoon “CHAMPI,” stating that it currently shows no signs of moving toward Thailand. The typhoon is presently located in the Western Pacific Ocean and is trending in a northwesterly direction, heading toward Taiwan.

Industry Minister Varawut Silpa-archa visited Prachinburi Province today to inspect the oil spill cleanup at Green Environment Technology Co., Ltd. and investigate MY Metal Co., Ltd. following legal actions against electronic waste recycling facilities. He previously ordered the temporary closure of two factories under Sections 37 and 39 of the Factory Act after rainbow chemical slicks leaked into surrounding farmland and public waterways during recent floods, severely impacting local residents.

On October 18, over 2,000 residents gathered at a community health park in Sri Maha Phot District for an awareness forum on factory waste pollution organized by the Thung Bang Phluang Mother’s Health Network. The meeting addressed growing local anxieties over the environmental hazards of waste recycling plants and the widespread contamination of black water across the flood-affected area.

Flood debris has piled up to 10 metres high across more than 1.6 hectares beside Srinakarin–Rom Klao Road in Bangkok’s Lat Krabang district. The waste consists mainly of damaged furniture, appliances and household items from Rom Klao housing estate, one of the areas hardest hit by flooding. Trucks continue dumping debris around the clock. Nearby residents have raised concerns about foul smells, sanitation and the growing rubbish pile.

The superintendent of Pluak Daeng District Police Station, Pol. Col. Nawin Sinthurat, was transferred to an inactive post following joint raids on four illegal karaoke bars targeted at Chinese nationals. The operation, led by Deputy Interior Minister Polapee Suwunchwee, revealed that the venues operated without licenses, offered hidden prostitution, catered exclusively to Chinese clients using digital payment platforms like WeChat Pay and Alipay, and allegedly paid monthly bribes to state officials.

Following the raids, the Public Sector Anti-Corruption Commission (PACC) has launched a formal investigation to prosecute any state personnel involved in accepting bribes from these illegal operations. Meanwhile, the Rayong Provincial Police ordered the immediate transfer of the district police chief to the provincial operations centre while inquiries continue.

Meanwhile, Rayong Governor Traipop Wongtrairat has issued an order for Kantaphon Suksong, the Pluak Daeng District Chief, to be reassigned to the Rayong Provincial Administration Office, effective from October 17, 2026, until further notice.

The Anti-Money Laundering Office (AMLO) will auction the seized 51-meter yacht “ATLAS” and its tender “ATLAS STRIDER” on October 22, with starting prices set at 600 million Baht and 8.1 million Baht, respectively. The luxury vessel, originally valued at 1.125 billion Baht upon seizure, was owned by the wife of businessman Benjamin Mauerberger (also known as Ben Smith) and was confiscated during money laundering investigations linked to Smith and Cambodian banker Yim Leak.

Smith and his wife, Katreeya Beaver, were involved in a cross-border investment fraud scheme that caused over 1 billion Baht in losses, using international accounts, properties, and assets to launder criminal proceeds. While AMLO continues its legal proceedings, Yim Leak’s family denies the allegations and is actively contesting the asset seizures.
