Rubio says there was no US pause in intelligence sharing with Ukraine

United States Secretary of State Marco Rubio has denied any suspension of intelligence-sharing with Ukraine after President Volodymyr Zelenskyy said Washington has resumed providing critical ⁠intelligence to help Kyiv defend against Russian missile strikes.

“There has been no pause,” Rubio told reporters while on a visit to Uzbekistan on Monday. “What [Zelenskyy] should be focused on and what we want to be focused on is bringing an end to this war.”

Ukraine has ⁠relied on US intelligence through Starshield , the military-grade version of the Starlink satellite service, to detect the fast-moving ballistic missiles that Russia has fired in waves at its cities.

Asked about a possible ‌meeting between US President Donald Trump, Russian President Vladimir Putin and Chinese leader Xi Jinping to negotiate an end to ⁠the more than four-year Ukraine war, ⁠Rubio said: “There’s been talks of a meeting. I don’t know ⁠whether it’s been finalised, but ⁠the president [Trump] ⁠has been clear. He’d like the war in Ukraine and Russia ‌to end.”

The comments were made after Ukrainian officials said some Russian strikes had occurred without warning. Speaking to the NBC TV network’s Meet the Press programme on Sunday, Zelenskyy said intelligence-sharing had been interrupted but was later “deblocked”.

“We are very thankful for this,” he said. “Now it works.”

Waiving sanctions on Russia

Zelenskyy also said ‌other US actions, such as signing a deal to import Russian diesel and waiving sanctions on Russia that had been slated to take effect this week, will hurt Ukraine.

“If the United States will officially take the side of Russia, of course if these two countries will be together, of course, we will not prevail, and we will not be able to stand,” he said.

Trump on Sunday defended his decision to waive some sanctions on Russia while accusing Zelenskyy of not wanting to end the war.

“My decision on Russia is a very simple one. I am in the process of negotiating Peace in the war between Russia and Ukraine, and don’t want to do anything that will drive, foolishly, Russia away from the bargaining table,” Trump wrote on his Truth Social platform.

He claimed that “Zelenskyy doesn’t care” about ending the conflict. “Frankly, with all of the money that Europe is famously giving him … he doesn’t want to end this war, and probably never did.”

Trump has temporarily waived sanctions on Russian diesel, allowing large quantities to flow into global markets in a bid to lower fuel prices.

The US president also reiterated his accusation that Ukraine was purposefully targeting Russian refineries to try to hurt Trump’s Republican Party in the November 3 midterm elections.

Polling has suggested Trump’s party is heading for a likely defeat in the elections as many voters are upset by fuel costs, which have soared since the US and Israel launched a war on Iran in late February.

US Treasury Secretary Scott Bessent spoke with Meet the Press after it ‌aired Zelenskyy’s interview, saying the Ukrainian president “presents a false binary this morning that Ukraine must ‌win”.

“The war must end, and that will be with some kind of a negotiated settlement,” he said.

Bessent slammed the claim that the US government was behind the slowing of the SpaceX satellite communications. “President Trump and Secretary Rubio have categorically said that no one in the Trump administration did that,” he said. “And I think it is very reckless for President Zelenskyy to make such a charge.”

Meanwhile, in Ukraine, a Russian missile attack ⁠killed ⁠a woman and wounded several people in the capital, Kyiv, overnight, Mayor Vitali Klitschko said on Telegram on Monday.

The attack also damaged a metro station, a medical facility, an educational institution and a nonresidential building, according to the State Emergency Service.

此前，乌克兰官员称俄罗斯的一些空袭行动是在没有预警的情况下进行的。泽连斯基周日接受美国全国广播公司（NBC）“会见媒体”节目采访时表示，情报共享一度中断，但后来已恢复。

“我们对此非常感激，”他说。“现在一切正常了。”

豁免对俄罗斯的制裁

泽连斯基还表示，美国的其他一些举措，例如签署进口俄罗斯柴油的协议以及取消原定于本周生效的对俄罗斯的制裁，都将损害乌克兰的利益。

“如果美国正式站在俄罗斯一边，如果这两个国家走到一起，我们当然不会获胜，我们也站不住脚，”他说。

特朗普周日为他豁免对俄罗斯部分制裁的决定辩护，同时指责泽连斯基不想结束战争。

“我对俄罗斯的决定非常简单。我正在就俄罗斯和乌克兰之间的战争进行和平谈判，不想做任何愚蠢的事情，把俄罗斯赶出谈判桌，”特朗普在他的“真相社交”平台上写道。

他声称“泽连斯基根本不在乎”结束冲突。“坦白说，欧洲给了他那么多钱……他根本不想结束这场战争，而且可能从来就没想过要结束。”

特朗普暂时取消了对俄罗斯柴油的制裁，允许大量俄罗斯柴油流入全球市场，以降低燃油价格。

美国总统还重申了他的指控，即乌克兰蓄意袭击俄罗斯炼油厂，试图在11月3日的中期选举中打击特朗普所在的共和党。

民调显示，由于许多选民对燃油价格不满，特朗普所在的政党很可能在选举中落败。自2月底美国和以色列对伊朗发动战争以来，燃油价格飙升。

美国财政部长斯科特·贝森特在《与媒体见面》节目播出泽连斯基的采访后表示，这位乌克兰总统“今天早上提出了一个错误的二元论，即乌克兰必须获胜”。

“战争必须结束，而结束战争只能通过某种形式的谈判解决，”他说。

贝森特驳斥了美国政府幕后操纵SpaceX卫星通信速度放缓的说法。他说：“特朗普总统和卢比奥部长已经明确表示，特朗普政府中没有人做过这件事。我认为泽连斯基总统提出这样的指控非常鲁莽。”

与此同时，乌克兰首都基辅市长维塔利·克利奇科周一在 Telegram 上表示，一枚俄罗斯导弹袭击导致一名妇女死亡，多人受伤。

据州紧急服务部门称，此次袭击还损坏了一个地铁站、一家医疗机构、一所教育机构和一栋非住宅建筑。
