Tokyo police have arrested a 37-year-old manager of an adult entertainment shop in Saitama Prefecture for allegedly paying illegal cash kickbacks to a street recruiter

TOKYO (TR) – Tokyo Metropolitan Police have arrested a 37-year-old manager of an adult entertainment shop in Saitama Prefecture for allegedly paying illegal cash kickbacks to a street recruiter, reports Nippon News Network (Oct. 15).
Makoto Honda, who operates a fuzoku (commercial sex) business in Tsurugashima City, is accused of handing over 153,000 yen in cash to a male “scout” in January of this year.
During police questioning, Honda refused to comment on the allegations, reportedly telling investigators, “I don’t want to say anything right now.”
The illicit payment, known within the industry as a “scout back,” was provided as a reward for introducing a female worker to the establishment.
The male recruiter involved in the transaction has also been referred to prosecutors. Police investigators believe the scout had an ongoing arrangement to siphon off 10 percent of the recruited woman’s total sales at the shop.
