Excise Tax set to be Cut for E20 and B20

Deputy PM and Finance Minister Ekniti Nitithanprapas announced that Cabinet will consider planned excise tax cuts for E20 petrol and B20 diesel, along with installation subsidies for household solar systems, on October 27.

The proposed tax cuts aim to boost demand for agricultural products like sugarcane, cassava, and palm oil while easing the Oil Fuel Fund’s 100-billion-Baht deficit burden, though lower taxes may replace existing subsidies rather than directly reduce pump prices.

Regarding the Ministry of Energy’s request for the Ministry of Finance to guarantee additional loans as the Oil Fuel Fund faces a deficit of over 100 billion Baht, Ekniti stated that both ministries need further discussions.

He noted that managing excise taxes and the Oil Fuel Fund is like shifting money between “left and right pockets.” Since Thailand is currently running a budget deficit, reducing excise taxes would only widen the deficit and reduce revenue, requiring the government to borrow more money.

Instead of broad tax cuts, he emphasized that using borrowed funds to directly benefit citizens is a more targeted approach. This reasoning forms the background for the People’s Solar program, which is set to be submitted to the Cabinet for approval on October 27.

For the solar initiative offers 50,000-Baht subsidies to 1 million households alongside low-interest loans from three state banks, with surplus electricity sales helping fund repayments.

Yesterday the Oil Fuel Fund Executive Committee has issued an announcement adjusting the rates for subsidies and contributions to the Oil Fuel Fund, effective from October 27, 2026.

The opposition People’s Party has urged the government to reduce diesel excise tax by 6 Baht per litre and cut retailers’ marketing margins by 1 Baht to help ease soaring living costs.

Opposition MP Supachot Chaiyasat highlighted that diesel prices have climbed to 43.54 Baht per litre—up over 5 Baht since September 1—while criticizing the government’s response as the Oil Fuel Fund’s deficit surpasses 100 billion Baht.

The proposed tax cut would cost the state an estimated 12 billion Baht per month in lost revenue. To address energy market inequities, the party has drafted a windfall tax bill targeting excess corporate profits for parliamentary submission, while demanding fuel pricing reforms and an update on the government’s study into refinery windfall taxes.

The Bank of Thailand (BOT) has announced new risk-management regulations requiring financial institutions to enforce enhanced due diligence (EDD) for cash transactions of 5 million Baht or more within a single day. Effective November 1, 2026, the measures apply to physical branch activities—such as large cash deposits, currency exchanges, and financial product payments—while leaving electronic channels unaffected.

If a financial institution detects a transaction that is unusual or inconsistent with a customer’s typical behavior, it must report the matter to the Bank of Thailand (BOT) to prevent the institution from being used as a conduit for wrongdoing or illegal activities.

BOT Governor Vitai Ratanakorn stated that the policy aims to curb illicit financial flows and improve transparency in line with the “Bangkok Blueprint” anti-fraud initiative. Under the new rules, banks must verify the source and purpose of funds for large transactions and report any suspicious behavior to authorities, while ensuring customer convenience remains supported.

Thailand’s passenger car and truck imports surged by 129.4% in September 2026, reaching $475.83 million. This growth was heavily driven by electric vehicles (EVs), which spiked by 138.2% to $421.01 million—accounting for nearly 90% of total automotive imports. China remained the dominant source, supplying 98.7% of these imported EVs.

Nanthapong Jira-leartpong, Director of the Trade Policy and Strategy Office (TPSO), noted that this upward trend has continued for six consecutive months since April, reflecting rising domestic demand and the expansion of Chinese EV brands in the Thai market. In contrast, imports of traditional internal combustion engine passenger cars dropped significantly by 81.6%.

Analysts attribute part of the dramatic month-on-month import jump—nearly doubling from August—to anticipatory buying ahead of a proposed Ministry of Finance excise tax hike. The government is currently considering raising the tax on completely built-up (CBU) imported EVs to at least 30%, effective January 1, 2027.

2026 Exports set to rise by 15-16% and could rise to 19%

Thailand’s international trade for September 2026 showed strong export performance, with exports reaching US$38.4 billion—a 24% year-on-year surge that surpassed market expectations of 18%. For the year 2026 it could rise between 15-16% and at best case as high as 19%.

This growth was primarily driven by accelerated shipments of electronics tied to global AI and digital infrastructure investments, as well as high demand for fresh southern fruit, while imports rose 50.4% to $44.3 billion, resulting in a monthly trade deficit of $5.86 billion.

For the first nine months of 2026, total exports expanded by 19.6% to $304.6 billion, against imports of $348.3 billion, bringing the overall trade deficit to $43.7 billion. Trade Policy and Strategy Office raised the full-year export growth forecast to 15–16%, noting it could reach a record high of 19.6% ($404.9 billion), despite ongoing geopolitical tensions in the Middle East and crude palm oil export restrictions acting as key headwinds.

The Ministry of Tourism and Sports reports that from January 1 to October 24, 2024, Thailand welcomed a cumulative total of 24.93 million international tourists—a 4.4% year-on-year (YoY) decrease—generating 1,214,740 million Baht in revenue, down 2.7% YoY. Meanwhile, domestic tourism reached 165.54 million person-trips, an increase of 2% YoY, generating 971,838 million Baht in revenue 2.6% YoY rise.

Overall, the market is in a recovery phase, particularly regarding long-haul markets such as Europe and the Americas, where confidence has strengthened following Thailand’s hosting of various international conferences.

Prime Minister Anutin Charnvirakul has insisted that the high-speed railway project linking three airports must strictly follow its original contract, urging the State Railway of Thailand (SRT) and private partner Asia Era One (led by CP) to resolve their differences in court. The statement follows SRT’s 13.34-billion-Baht lawsuit against Asia Era One for unpaid Airport Rail Link concession fees and default interest dating back to October 2021.

The legal battle comes as Asia Era One attempts to terminate the contract over alleged unfulfilled pre-construction conditions, a claim SRT denies while arranging for its subsidiary to take over operations in February 2027. Meanwhile, PM Anutin also pushed for faster progress on the U-Tapao Airport and Eastern Aviation City project, where developer UTA is currently seeking investment partners backed by government incentives.

Deputy Prime Minister and Minister of Finance Ekniti Nitithanprapas revealed that the government’s “Aom Plus” bond issuance via the Pao Tang application’s Sbme Wallet was well received, fully selling out its 2 billion Baht allocation to over 3,100 investors. The distribution comprised 277.03 million Baht bought by 548 investors for the 3-year tranche and 1.72 billion Baht bought by 2,593 investors for the 10-year tranche. An additional 2 billion Baht quota will be available via the Bond Connect system from October 27–29, 2026, through designated commercial banks, securities firms, and the Streaming application, using a “Small Lot First” allocation method in increments of 1,000 THB to ensure broad public access.

For investors who miss this round, the Public Debt Management Office (PDMO) plans to launch the second “Aom Plus” government bond issuance for fiscal year 2027 starting November 20, 2026, offering a secure savings opportunity, with further details and terms to be announced later.

The SET Index closed at 1,579.03 points yesterday, up 16.36 points, with a total trading value of 63,532.30 million Baht. The index rose on the back of buying in large-cap stocks—most notably PTT, which led the energy sector following an increase in crude oil prices—drawing investor interest toward energy-related equities.

There was also sustained buying in commercial bank stocks, while shares of DELTA saw an intraday rally, likely driven by speculative buying ahead of the company’s third-quarter 2024 earnings announcement. Furthermore, tourism-related stocks performed well, providing additional support to the overall Thai stock market.

This resulted in a robust gain for the index, even as the global investment climate remained pressured by uncertainties surrounding the conflict in the Middle East—a key risk factor that investors continue to monitor closely.

As for the outlook for the Thai stock market today, the index is expected to trade sideways within a specific range. Investors remain focused on the ongoing release of third-quarter 2024 earnings from listed companies, which will help in assessing profit trends and future investment direction.

Nevertheless, the market remains exposed to risks stemming from tensions in the Middle East, which could impact oil prices and overall market sentiment. Support is estimated at 1,560 points, with resistance at 1,590 points.

Yesterday the stock price of Delta Electronics (DELTA) rose by 7 Baht, or 2.99%, closing at 241 Baht with a trading value of 2,849.22 million Baht. The rally was driven by continuous buying pressure ahead of the company’s Q3/2026 earnings release scheduled for October 27.

Investors are closely monitoring DELTA’s financial performance and future business outlook. Key factors influencing the company’s growth trajectory include increasing demand for power solutions and infrastructure supporting data centers and artificial intelligence (AI) technologies.

Kasikorn Securities expects DELTA to report a Q3/2026 net profit of 8,700 million Baht, representing a 17% YoY increase and a 43% QoQ growth. Consequently, DELTA’s cumulative net profit for the first 9 months of 2026 is projected to reach approximately 67% of the full-year net profit forecast, which stands at 35,700 million Baht.

Gulf Development PCL (GULF) has announced that Yupapin Wangviwat has resigned from her positions as Director, Chief Financial Officer (CFO), and other corporate roles, effective October 26, 2026, to pursue other missions. Concurrently, the company appointed Smith Banomyong as the new CFO and promoted President Ratthaporn Cheundchit to fill the vacant board seat, alongside nominating Bang-on Sutthipatthanakit to the Advanced Info Service (ADVANC) board in her place.

Reports indicate that Yupapin’s resignation stems from an invitation to join the board of Siam Commercial Bank (SCB), pending approval from the Bank of Thailand. All executive and board changes within GULF take immediate effect as of October 26, 2026.

Finansia Syrus Securities expects PTT Oil and Retail Business (OR) to post a strong third-quarter 2026 net profit of 5.0 billion Baht, rebounding from a 1.8 billion Baht loss in the previous quarter and hitting a two-year high. This recovery is driven by higher global crude prices that enabled inventory gains and reversed previous inventory write-downs, alongside a steady performance from the Lifestyle segment led by Café Amazon.

Despite a slight downward revision to its 2026–2028 core profit forecasts, Finansia maintains a “Buy” rating on OR with a 2027 target price of 15.00 Baht per share based on a SOTP valuation. The brokerage highlights an attractive annual dividend yield of about 4% and low valuations, with 2027 EV/EBITDA trading well below its long-term average.

TMBThanachart Bank (TTB) has finalized the terms for its 5 th financial management share repurchase program via a General Offer, capping total spending at 14 billion Baht. CEO Piti Tantakasem announced that the repurchase price is set at 2.60 Baht per share to buy back up to 5,384,713,624 shares, representing 5.52% of total issued shares, with the tender period scheduled for November 16–27, 2026.

Combined with previous buybacks, TTB’s total treasury shares will reach 15.81% (15,423,002,198 shares), remaining within the legal 20% limit.

The offering price was determined based on a 30-day volume-weighted average price of 2.96 Baht per share and capped within the board-approved ceiling of 1.0x price-to-book value. TTB maintains a robust financial position, backed by 76.1 billion Baht in unappropriated retained earnings and 450.2 billion Baht in liquid assets as of June 30, 2026, ensuring ample capacity to cover upcoming debt repayments over the next six months alongside the 14 billion Baht buyback scheme.

Roy Chan, CEO of i-Tail Corporation PCL (ITC), announced the successful acquisition of US-based pet food and treat manufacturer Phelps Industries, LLC (Phelps Pet Products) for an enterprise value of US$ 160 million, approximately 5.3 billion Baht. The transaction adds local US manufacturing capabilities and strengthens ITC’s retail distribution networks, with final accounting adjustments expected within 2–3 months.

ITC will consolidate Phelps’ revenue starting November 2026, targeting a US$ 12–13 million contribution in Q4/2026. Phelps posted US$ 70.3 million in 2025 revenue with a 25.6% CAGR from 2023 to 2025, underscoring strong growth potential in the North American pet care market.

Srisuwan Janya, leader of the “Love the Nation, Love the Land” organization, has filed a petition with the National Anti-Corruption Commission (NACC). He requests an investigation and a ruling on whether researchers from Kasetsart University (KU)—who developed four new varieties of holy basil (*kaphrao*) from indigenous strains and facilitated their registration by a private company—engaged in favoritism, created a conflict of interest, or committed acts amounting to malfeasance or abuse of official authority.

Scrap Metal Dumping Ground in Thailand

Data from the Thai Customs Department reveals that between 2024 and 2026, Thailand imported over 7.82 million tonnes of scrap metal worth 213 billion Baht across 391,393 containers, with aluminium scrap being the highest by value at 134.2 billion Baht. Imports grew steadily from 1.97 million tonnes in 2024 to 3.18 million tonnes in 2026.

This massive volume has prompted Customs and the Department of Foreign Trade to urge the Pollution Control Department to expedite a total legal ban on scrap metal and rubber imports to close legal loopholes, block smuggled electronic waste and prevent Thailand from becoming a “global dumping ground.”

Customs Department Director-General Phantong Loykulnanta announced that details regarding seven implicated companies and violating containers will be handed to the Department of Special Investigation (DSI) for criminal prosecution and potential money-laundering charges through AMLO.

Additionally, officials accused of soliciting bribes will be referred to the National Anti-Corruption Commission (NACC) for investigation. Offending importers and freight forwarders will face blacklisting, subjecting all their future import containers to mandatory detention and exhaustive searches.

Prime Minister Anutin Charnvirakul stated that the no-confidence debate against 18 ministers could occur in early December at the earliest, citing a crowded November schedule. While the government had cleared time for late October, talks over the debate’s timeframe collapsed, prompting Anutin to argue that one or two days should be sufficient if the opposition presents solid evidence instead of dragging out proceedings.

The opposition, led by Natthaphong Ruengpanyawut, offered to compromise by reducing its proposed five-day debate to four days starting November 7, while accusing the government of trying to evade oversight.

House Speaker Sophon Saram assured that the debate will definitely happen before the parliamentary session closes on December 22, favoring a four-day debate followed by a voting day.

Busy Schedule of Prime Minister in November

Prime Minister Anutin has said that he is likely to be very very busy in November with

A false claim that Prime Minister Anutin Charnvirakul received a 7-million-Baht bribe has prompted questions over the speed of Thai law enforcement. The Godd Dam Facebook page posted a purported transfer slip that Kasikornbank rejected as false, saying the account number did not exist in its K PLUS system and highlighted that the platform enforces a maximum daily transfer limit of 5 million Baht.

Following an investigation by the Ministry of Interior, the Ministry of Digital Economy and Society, and the Royal Thai Police, authorities identified the individual behind the “Godd Dam” alias as 26-year-old Chairat Rekhawatthana. A native of Nakhon Sawan Province holding a bachelor’s degree in Business Computer and a former member of the Move Forward Party, Chairat currently resides in Bangkok’s Bang Khen district, where police are now taking legal action against him.

Meanwhile Natthaphong Ruengpanyawut, List MP and leader of the People’s Party, addressed the controversial Facebook post by “Godd Dam” featuring a fake 7-million-Baht transfer slip to Prime Minister and Interior Minister Anutin Charnvirakul. He urged caution, stating that the party needs time to thoroughly investigate the facts first, while assuring that any wrongdoing will inevitably face scrutiny once verified.

Regarding People’s Party MPs who shared the post prior to verification, Natthaphong explained that online shares and comments generally stem from an intent to hold the government accountable. The rapid viral spread might reflect a underlying lack of public trust in the government’s past behaviour, though he advised against further amplifying the story until full details are confirmed.

Prime Minister and Interior Minister Anutin Charnvirakul announced that he has reserved his legal rights to take action against the “Godd Dam” Facebook page and individuals who shared its fabricated post alleging a 7-million-Baht bribe transfer. Emphasizing the need to protect his reputation, Anutin stated that legal steps will extend to MPs who amplified the fake news, while clarifying that he did not personally order the police crackdown on the page administrator.

Addressing criticism from opposition figures like former Democrat MP Sirichok Sopha —who questioned why authorities acted swiftly against the page while online gambling networks face delays—Anutin dismissed the remark by asking if an answer was even necessary. He reiterated that the police are handling their duties independently based on standard reporting procedures.

In a Facebook post, Bhumjaithai Party MP for Ang Thong and coalition whip Korrawee Prissananantakul delivered a scathing critique regarding recent political rumors, using the harsh words “stupid, useless, and evil” to describe those involved.

He condemned both the originators and consumers of the false information, accusing them of underestimating the intelligence of their own supporters and engaging in irresponsible political attacks lacking proper evidence or integrity. He further criticized individuals who knowingly spread false rumors solely for political gain, personal satisfaction, or entertainment.

Deliberately amplifying misinformation despite being aware of its inaccuracy reflects a permanent flaw in character, cautioning against political tactics that intentionally inflict harm on others.

The Cyber Crime Investigation Bureau (CCIB) clarified that authorities have not yet made any arrests regarding the “Godd Dam”. CCIB Commissioner Pol. Lt. Gen. Tinnakorn Rangmat stated that the investigation is currently in the process of gathering evidence and verifying facts, while warning that individuals—including politicians—who share or amplify fake content face legal liability under the Computer Crime Act.

Police officials reiterated that the bank slip in question is entirely fictitious and nonexistent within banking systems. Addressing public criticism over why the case is being handled swiftly, authorities explained that the incident severely impacts national administration and public stability, ensuring that police are acting impartially within their legal duty without selective enforcement.

Thaksin’s Plea for Amnesty to be deliberated ‘Next Month’

The Peaceful Society Promotion Committee (PSPC) is expected to review former prime minister Thaksin Shinawatra’s petition for a comprehensive amnesty next month. The petition aims to clear his name, expunge his criminal record, and erase all legal liabilities from past convictions. Permanent Secretary of Justice Piyasiri Wattanavrangkul, who heads the PSPC screening subcommittee, stated that a meeting will be convened promptly once the formal petition is received.

Piyasiri noted that the committee, which meets monthly, will determine the scope of the amnesty and whether it should apply strictly to cases stemming from political protests. While PSPC chairman Pakorn Nilpraphan has instructed that such petitions be handled swiftly, academics remain divided over how broad the coverage should be. Piyasiri added that he feels no pressure regarding the matter, though he is currently aware of only two related cases under investigation by the Department of Special Investigation.

The Department of Disaster Prevention and Mitigation (DDPM) has heightened its surveillance for natural disasters. During the 4th Situation Assessment Team (SAT) meeting for 2027, officials addressed the impact of a monsoon trough moving across Southern Thailand, which is expected to bring heavy to very heavy rainfall from October 27–28, 2026, creating a risk of flash floods and forest runoff. Meanwhile, Upper Thailand should remain alert for thunderstorms and strong gusts.

The DDPM has directed its regional centers (Regions 11, 12, and 18) to ready emergency machinery and equipment. Furthermore, it has emphasized the need to promptly declare disaster-affected zones, ensuring that residents can file claims under the national disaster insurance scheme in a timely manner.

Yesterday a flash flood has occurred, with water surging from the Wang Huai Wua area into the Tha Lao Canal in Thung Song District, Nakhon Si Thammarat Province. The floodwaters are moving rapidly toward downstream areas. Residents living along the Tha Lao Canal and in low-lying areas are advised to move their belongings to higher ground and avoid traveling through these locations.

Assoc. Prof. Dr. Seri Supharatid, Director of the Climate Change and Disaster Center at Rangsit University, has issued an urgent warning regarding a massive storm system building up in the Andaman Sea. According to the latest NowCast models, the system is gathering energy and heading toward coastal areas, prompting warnings of severe flash floods and community inundation in provinces such as Phuket, Krabi, Trang, Phang Nga, and Satun.

Residents in vulnerable areas have been strongly advised to immediately move their vehicles, belongings, and valuables to higher ground. Additionally, the Southern Meteorological Center (East Coast) has warned of heavy downpours, strong gusts, and high waves exceeding 2 meters in several districts of Nakhon Si Thammarat.

Somkuan Tonjan, Director of the Aeronautical Meteorology Division, ECMWF models indicate changing wind patterns across Thailand. Upper Thailand will see a reduction in rainfall, though high daytime temperatures and unchanged morning lows persist as the incoming cold air mass remains weak, delaying the official start of winter. Weather fluctuations are expected to continue through early November.

Conversely, southern Thailand—from Chumphon downward—faces an increased risk of scattered heavy rainfall and flash floods. This heightened wet weather is driven by a monsoon trough lying across the central region of the south, alongside a depression in the Andaman Sea.

Bangkok Governor Chadchart Sittipunt is seeking City Council approval to draw 1.139 billion Baht from accumulated funds for flood relief after the city’s emergency budget dropped to just 28 million Baht. Addressing friction over funding demands, Chadchart denied any rift with the central government and confirmed Bangkok has contributed 210 million Baht to the relief efforts. Meanwhile, Prime Minister Anutin Charnvirakul assured that inter-agency agreements are nearly finalized to cover all eligible victims, as Bangkok has already disbursed assistance to over 349,000 households out of 525,000 approved applicants.

The Democrat Party is preparing a lawsuit against the Bangkok Metropolitan Administration (BMA) and disaster prevention agencies, accusing them of faulty water pumps, poor drainage prep, and delayed warnings that exacerbated flooding. The party contends that current government compensation remains grossly inadequate relative to actual household damages. In response, Governor Chadchart defended the city’s operational response and declared that he is fully prepared to face public and legal scrutiny.

Meanwhile DDPM has provided an update on the disbursement of flood relief payments for the 2024 rainy season, in accordance with a Cabinet resolution. On October 26, the Government Savings Bank (GSB) transferred relief funds to 45,512 households, totaling 312,464,000 Baht, covering five provinces and Bangkok.

Tourists from all directions headed to Rattanawapi District in Nong Khai Province to witness the “Naga Fireball” phenomenon. Key viewing locations—including Ban Nam Pe, Ban Tha Muang, Ban Tan Chum, Ban Nong Kaeo, and Ban Phon Phaeng—became the primary spots where visitors gathered to await the spectacle.

At 6:03 PM, crowds at the Ban Phon Phaeng viewing point erupted in cheers as the first fireball of the year rose from the Mekong River, followed by others appearing at various locations. Unofficially, a total of 155 Naga fireballs were recorded across Rattanawapi District—a decrease of 82 from the previous year, when 237 fireballs were observed. The number of tourists visiting Rattanawapi District for the event reached approximately 48,300, a decline of over 26,000 compared to the previous year, which saw 74,300 visitors.

Look no further, Bangkok saw a congregation of bartenders from across the world as awards were given out with many of the Bars that won the best bar in Bangkok being ones that most of us hop around.
