No Confidence Debate Set for December 7-10

Government and opposition whips, alongside a Cabinet representative, have provisionally agreed to schedule a no-confidence debate against Prime Minister Anutin Charnvirakul and 17 other ministers from December 7 to 10, 2026, with the censure vote set for December 11.

The preliminary timeframe for the debate, as agreed upon by the three-party whips, is “4+1” comprising four days for debate and one day for the vote.

A total of 72 hours has been allocated: 51 hours for the opposition, 17 hours for the Cabinet and the government, and 4 hours for the presiding officer.

However, opposition chief whip Parit Wacharasindhu and government chief whip Korrawee Prissanantakul noted that the Cabinet has been requested to review the schedule and consider bringing the proceedings forward if ministers are available sooner.

The censure motion, signed by 145 MPs and submitted on October 8, 2026, targets 18 key administration officials under Section 151 of the Constitution. Alongside Prime Minister Anutin Charnvirakul, high-profile figures named in the motion include Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn, Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, and Deputy Prime Minister and Commerce Minister Suphajee Suthumpun, as well as several ministers attached to the Prime Minister’s Office and deputy ministers.

The opposition’s allegations center on government administration failures, alleged abuse of official power, corruption, and favoritism toward political associates. Specific focus areas include scrutiny over the Senate selection process, civil service recruitment examinations and appointments, and the administration’s broader handling of issues directly impacting the public.

Reports indicate that the opposition, led by the People’s Party, is considering a motion for a general debate without a vote under Section 152 of the Constitution in November. Under constitutional rules, both Section 151 (no-confidence motion with a vote) and Section 152 debates can be held within the same parliamentary session, though each type can only be submitted once per year. Some opposition figures proposed this move to lay the groundwork for the scheduled December 7–11 no-confidence debate before Parliament closes its session on December 22.

However, the proposal remains an internal idea among select People’s Party leaders, and its leak to the media reportedly caught party key figures by surprise. Official clarity regarding whether the opposition coalition will proceed with the Section 152 motion is expected following a formal explanation from Chief Opposition Whip Parit Wacharasindhu.

Thai cyber police arrested a 26-year-old man named Chairat on October 28, 2026, under an arrest warrant linked to the Facebook page “Godd Dam,” which had circulated a purported 7 million Baht bank transfer slip targeting Prime Minister Anutin Charnvirakul.

Accompanied by lawyers from Thai Lawyers for Human Rights at the Cyber Crime Investigation Bureau, Chairat denied owning the Facebook page or having any involvement with the disputed slip, while law enforcement pursue charges under the Computer Crime Act and for document forgery.

The controversy stems from a viral post on the “Godd Dam” page displaying a fraudulent 7-million-Baht transfer receipt labeled as a “tea money” bribe to an account bearing Prime Minister Anutin’s name.

Kasikornbank previously clarified that the account number did not exist in its system and noted that its mobile banking daily transfer limit is capped at 5 million Baht, making the 7 million Baht transaction impossible. Prime Minister Anutin has strongly denied the allegations, reserving his legal rights to protect his reputation against the fabricated claims.

Rukchanok Srinork, a People’s Party MP, hit back on Facebook at Bhumjaithai MP Suphachai Jaismut over his NACC ethics complaint against her. Questioning his integrity, Rukchanok criticized Suphachai for previously spreading fake news in parliament by falsely accusing MP Parit Wacharasindhu of leaking Senate fraud documents without ever offering an apology.

Addressing her shared Facebook post, Rukchanok clarified she did not endorse it as fact but shared it because the government needed to clarify the issue, adding that she accepts public scrutiny. She also accused Suphachai and Bhumjaithai leader Anutin Charnvirakul of repeatedly spreading misinformation, calling for ethics complaints to be filed against both of them as well.

Yesterday Prime Minister and Interior Minister Anutin Charnvirakul visited the Thai Parliament after completing an official engagement at Muang Thong Thani. Upon arrival in the House chamber, he walked around to greet members of parliament from both the coalition and opposition parties, including Democrat Party leader Abhisit Vejjajiva and MPs from various other political factions.

The Prime Minister also greeted the MPs from the Kla Tham Party and engaged in an informal conversation with them, amid ongoing speculation as to whether the Kla Tham Party might join the government.

His presence drew considerable attention—particularly amidst ongoing discussions about potential political alignments and opposition calls for the prime minister to regularly address parliamentary inquiries. After spending about an hour interacting with legislators in the chamber, Prime Minister Anutin departed to resume his official schedule.

The Department of Local Administration (DOLA) has issued an official explanation regarding the additional call for 396 successful candidates from the 2025 local government examinations to report for duty. The discrepancy arose because the LCR data processing system initially followed conventional practices, which failed to account for individuals who had previously waived their rights or missed reporting under the old list, as permitted by committee resolutions.

DOLA confirmed that all 3,963 candidates who originally received notification letters retain their full rights without anyone being disqualified. The newly added 396 individuals—comprising 395 previously waived candidates and 1 person skipped by the system—have been promptly notified via postal mail and email to report for duty on October 30–31, ensuring that all available vacancies and candidate rights are fully and fairly managed.

On October 28, the Royal Gazette published a royal command appointing Pinsak Suraswadi—son of Plodprasop Suraswadi—as Director-General of the Department of Fisheries. He moves to this position from his previous role as Director-General of the Department of Marine and Coastal Resources, with the appointment taking effect immediately.

Prime Minister and Interior Minister Anutin Charnvirakul addressed reports from certain media outlets that disclosed a list of operators registered with the Provincial Electricity Authority (PEA) or the Metropolitan Electricity Authority (MEA) for the installation of residential solar power systems.

The list includes several major corporations, among them Sino-Thai Engineering and Construction PCL. Anutin asked, “Who is criticizing? I must ask that first.”

He explained that these master vendor lists encompass contractors qualified for large-scale projects like hundred-megawatt solar farms rather than individual residential installations, emphasizing that it is impractical for massive corporations to handle small household setups.

Asserting a zero-tolerance policy toward corruption and specification manipulation, Anutin recalled experiencing unfair treatment from similar practices during his time in the private sector, vowing to prevent any such misconduct under his administration. Strict qualification standards are strictly necessary to guarantee equipment safety and prevent fire hazards within residential electrical systems.

Furthermore, he encouraged small operators facing any perceived unfairness to file formal complaints or appeals with relevant anti-corruption and oversight agencies such as the NACC, State Audit Office, or DSI.

Meanwhile Polapee Suwanchawee, Deputy Minister of Interior, held a press conference to clarify misunderstandings regarding the “People’s Solar Project,” addressing concerns over the requirement for vendors to provide a 50,000 Baht guarantee per household installation. He explained that this measure is intended to prevent vendors from abandoning jobs, emphasizing that the guarantee will be refunded within 7 days once installation, electrical connection, and meter replacement are completed by the electricity authorities, rather than being held for 6–7 months as reported.

Currently, around 1,000 potential solar installers have registered, and the selection list remains open to allow the public to choose quality service providers.

Lavaron Sangsnit, Permanent Secretary of the Ministry of Finance, dismissed concerns that the rules favor major corporations, stating that a sufficient number of vendors exists and citizens can freely select installers from the official list.

Furthermore, the two electricity authorities will offer a standard reference price for a 5-kilowatt (kW) solar installation capped at 140,000 Baht. This standard pricing framework encourages healthy competition among vendors in terms of both affordability and service quality.

Starting October 29, 2026, Thailand is implementing a new refinery-gate fuel-pricing formula that removes long-standing assumed costs—such as hypothetical freight, insurance, and transportation losses from Singapore—which Energy Minister Akanat Promphan stated are not actually incurred for domestically refined fuel.

Approved by the Committee on Energy Policy Administration, the structural reform also reduces oil reserve allowances to two-thirds of previous levels, collectively lowering refinery-gate prices by 8.75 to 35.48 satang per litre and saving consumers an estimated 10.84 billion Baht annually.

Energy Minister Akanat described this change as a permanent structural overhaul rather than a temporary crisis measure, noting that these embedded costs will permanently be kept off consumers’ fuel bills. B7 diesel will see the largest reduction at 35.48 satang per litre (saving about 6.79 billion Baht a year), followed by Gasohol 95 at 32.03 satang per litre. This policy follows earlier government interventions that recovered nearly 32 billion Baht in excess refinery benefits and mirrors previous efforts to strip hidden public-lighting costs from household electricity bills.

Thailand’s Oil Fuel Fund Executive Committee approved adjustments to fuel fund subsidy rates effective October 29, 2026, lowering retail prices for key fuels. The subsidy for B7 diesel was reduced by 0.38 Baht to 2.93 Baht per litre, dropping its retail price by 1 Baht to 42.54 Baht per litre.

Additionally, subsidies for Gasohol E10-95 and Gasohol E10-91 were both reduced by 0.16 Baht to 1.61 Baht per litre, cutting their retail prices by 0.50 Baht to 41.54 Baht and 41.17 Baht per litre, respectively.

This price reduction stems from Energy Policy Administration Committee reforms that removed hypothetical Singapore-route freight, insurance, and transportation loss costs from Thailand’s refinery-gate pricing formula and reduced oil reserve requirements to two-thirds.

Despite high global market volatility—with Singapore prices on October 28 reaching around $171 per barrel for diesel and $139 per barrel for gasoline, forcing the fund to absorb roughly 253 million Baht daily in subsidies—the committee opted to maintain retail prices for other fuel types to alleviate the public’s cost of living.

Today, Bangchak and PTT Station have lowered their retail fuel prices: Gasohol 91 and Gasohol 95 have been reduced by 50 satang per liter, diesel by 1 Baht per liter, and Hi-Premium diesel by 74 satang per liter.

The Thai Securities and Exchange Commission (SEC), in collaboration with the Anti-Money Laundering Office (AMLO) and the Royal Thai Police, has cracked down on a transnational money laundering network involving online scammers who funneled illicit funds through foreign accounts and multi-layered funds into the Thai stock market. Authorities successfully seized and froze assets valued at over 26 billion baht, including 16 billion baht tied to shares in three listed companies: BCP, VGI, and MFC.

Yesterday SEC Secretary-General Pornanong Budsaratragoon emphasized that the rigorous enforcement and asset seizure demonstrate the transparency and accountability of Thailand’s capital market. She noted that uncovering and prosecuting wrongdoers reinforces investor confidence rather than undermining it, proving that regulators can effectively trace complex offshore structures to find ultimate beneficial owners.

Paiboon Nalinthrangkurn, Chairman of the Federation of Thai Capital Market Organizations (FETCO) confirmed that the crackdown has not negatively impacted the Thai stock index, with foreign institutional investors viewing the decisive legal action as a positive signal. To further prevent illicit capital from infiltrating the market, experts have proposed establishing a centralized Know Your Customer (Central KYC) system to strengthen screening mechanisms and safeguard the financial system.

Thailand’s rubber prices have reached their highest levels in 10 years, with Grade 3 smoked rubber sheets peaking at 97.90 baht per kilogram as of October 27, 2026. In response, Agriculture Minister Suriya Juangroongruangkit has instructed the Rubber Authority of Thailand (RAOT) to manage the entire rubber supply chain, including production volumes, market mechanisms, quality standards, and trade monitoring. The government is also tightening controls on illegally sourced rubber that could increase domestic supply and put downward pressure on prices.

RAOT expects rubber prices to remain high during the fourth quarter of 2026, supported by tight global supply and government measures. In fiscal year 2027, the authority plans to introduce Smart CESS, using GPS technology to track rubber transportation and verify export levy information. Authorities will also promote quality standards and monitor global demand and production levels to stabilize prices. The overall goal is to ensure fairer prices, more stable incomes, and long-term sustainability for Thai rubber farmers.

Anutin Charnvirakul, Deputy Prime Minister and Minister of Interior, responded to comments by Korn Chatikavanij, Deputy Leader of the Democrat Party, who argued that reducing excise taxes on B20 and E20 fuels was an ineffective solution, given their low usage rates. Smiling and laughing while shaking his head, Anutin replied that the priority must be to help those suffering the most.

He remarked that someone could never truly understand the situation, as he has never lived in a rural area—engaging in only small-scale, hobbyist-style farming, perhaps merely to build a personal brand for selling packaged rice. Such an experience is worlds apart from the lives of actual farmers who toil under the sun, facing genuine hardship where every single Baht counts as a production cost. By lowering the price of fuels like B20 and E20—which offer a price difference of as much as 10 Baht—the government provides direct relief to these farmers.

Korn responded by stating that he and his friends have been working to support rice farmers since 2013—an effort that continues to this day. He expressed his pleasure that even the Prime Minister has taken note of this work. Over the past 13 years, he has learned a great deal from the local people about rice cultivation and the way of life in the Northeast. Although he is a city dweller and has never experienced the hardships of farmers—who toil under the sun with their backs to the sky—he has never viewed this as a limitation in finding ways to help improve the lives of farmers. It is encouraging to see the Prime Minister acknowledge the difficult lives of these agriculturalists; given the authority at his disposal, it would certainly be within the Prime Minister’s capacity to provide meaningful assistance.

“Since the Prime Minister has been kind enough to help promote the ‘Khao Im’ (ข้าวอิ่ม) project, I’ll take this opportunity to continue the promotion, anyone interested in high-quality organic Jasmine rice from Thai farmers can reach out via the ‘Khao Im’ Facebook page.”

Deputy Prime Minister and Commerce Minister Suphajee Suthumpun announced a collaborative agreement between the government, the Trade Competition Commission (TTC), and three major e-commerce platforms—Shopee, TikTok Shop, and Lazada—to temporarily reduce mandatory commission (GP) fees. Starting December 1, 2026, these platforms will roll back their fees to the rates applied on January 1, 2026, for a period of six months. This measure is projected to alleviate financial burdens on small and medium-sized enterprises (SMEs) by approximately 1.93 billion Baht, giving online vendors much-needed breathing room to adjust and manage their operational costs.

In the long term, the Ministry of Commerce will utilize this six-month window to gather comprehensive feedback from all stakeholders to draft and refine the Digital Platform Economy Act.

In response, Shopee, TikTok Shop, and Lazada agreed to temporarily reduce their mandatory sales fee rates back to the levels used on January 1, 2026. This relief measure will run for six months, effective from December 1, 2026, to May 31, 2027. Under the new agreement, Shopee’s fee range drops from 8.03–19.26% to 8.03–13.91%, TikTok Shop’s reduces from 13.38–21.94% to 11.24–17.66%, and Lazada’s decreases from 9.00–17.50% to 7.50–11.60%. These reductions aim to lower operating costs for online vendors, particularly SMEs, thereby enhancing their market competitiveness and expansion opportunities.

The SET Index closed at 1,566.10 points yesterday, down 8.92 points or 0.57%, with a total trading value of 65,443.68 million Baht. The index underperformed regional peers, weighed down by domestic factors—specifically within the energy and refinery sectors. This followed a government announcement regarding the restructuring of oil pricing, which involves removing “hypothetical” (non-incurred) costs from the pricing formula, effective October 29, 2026.

The news triggered a sell-off in these stocks as investors grew concerned about the potential impact on future earnings. Meanwhile, shares in the tourism and hospitality sector, such as ERW and CENTEL, also declined following reports of a slowdown in the number of Chinese tourists, raising concerns about the recovery trajectory of Thailand’s tourism sector toward the end of the year.

Conversely, the Thai stock market found some support from the banking sector. This followed the Monetary Policy Committee’s (MPC) decision to keep the policy interest rate unchanged—in line with market expectations—while simultaneously raising the GDP growth forecast for 2026. The banking sector remains a focus for foreign investors, as signs of capital inflows back into the Thai stock market have begun to emerge.

The SET Index is expected to move sideways today, as investors await the outcome of the U.S. Federal Reserve’s monetary policy meeting and statements regarding the future direction of interest rates—factors that could influence short-term fund flows. The support level for the SET Index is projected at 1,560 points, with resistance at 1,585 points.

Thai refinery and petrochemical stocks dropped sharply on October 28, driven by investor concerns over government measures to reduce refinery-gate diesel prices by 2 Baht per litre from November 1 to 30, 2026. Market participants worried that the new fuel-pricing structure and direct government price intervention would negatively impact refining margins and overall operating performance.

Major sector stocks recorded notable declines, with TOP dropping 3.33% to 65.25 Baht, SPRC falling 4.05% to 14.20 Baht and BCP sliding 3.88% to 49.50 Baht. Additionally, IRPC decreased by 4.11% to 2.80 Baht, while PTTGC posted the largest loss, dropping 5.99% to close at 51.00 Baht.

Krungsri Securities assesses that the government’s restructuring of the refinery-gate oil pricing formula, effective October 29, 2026, may exert short-term pressure on investor sentiment in the refining sector due to the removal of certain expense components from the previous formula.

However, the impact on operating performance and target prices for refinery stocks in 2027 is expected to be limited, as actual selling prices are already referenced to market prices and incurred costs. Meanwhile, the 2–5% decline in energy and petrochemical stock prices yesterday was not solely driven by government policy. It was also influenced by market concerns surrounding the progress of ceasefire negotiations between the United States and Iran.

Today, Thammasak Sethaudom, President and CEO of Siam Cement PCL (SCC), will provide an update on the company’s financial performance and business direction for the remainder of the year. He is also expected to share progress regarding the potential petrochemical business partnership between SCC and PTT Global Chemical PCL (PTTGC).

Yesterday SCC announced to the Stock Exchange of Thailand that its subsidiary, SCG Chemicals (SCGC), and PTT Global Chemical (PTTGC) have reached key agreements on a potential joint venture to integrate their olefins and polyolefins businesses in Thailand.

Following confirmation due diligence, PTTGC will hold a 56% majority stake while SCGC will hold 44%.

The transaction remains subject to official regulatory approvals. The partnership aims to establish a regional leader in petrochemicals and enhance the global competitiveness of Thailand’s petrochemical industry.

The joint venture is expected to generate recurring annual synergies of approximately 5.1–6.8 billion Baht, combining PTTGC’s upstream production strengths and refinery linkage with SCGC’s downstream capabilities, high-value added (HVA) products, and proprietary technologies.

In Q3/2026, SCC generated 122,666 million Baht in sales revenue (+1% YoY, -10% QoQ) and recorded a net profit of 2,385 million Baht, recovering from a net loss of 669 million Baht in the same period last year.

For the first nine months of 2026, total sales revenue reached 382,236 million Baht (+3% YoY) with net profit rising 13% YoY to 20,143 million Baht, while adjusted profit (excluding inventory valuations and special items) stood at 14,437 million Baht.

T.A.C. Consumer Public Company Limited (TACC) is set to transfer its listing from the mai to the Stock Exchange of Thailand (SET) on October 29, 2026, trading under the Agro & Food Industry sector (Food and Beverage category).

Co-CEO Trithip Sivakriskul highlighted the company’s strong financial growth for the first half of 2026, which generated 1,321.5 million Baht in sales revenue—up 19.3% year-on-year. Net profit reached 204.0 million Baht, representing a 34.1% increase from 152.2 million Baht in H1 2025. Performance was bolstered by core B2B and B2C operational expansion, new product developments alongside key strategic partner 7-Eleven, and effective cost management.

At an extraordinary general meeting (EGM) on October 28, unitholders of the Royal Orchid Hotel Thailand Real Estate Investment Trust (GROREIT) voted by roughly 91% to reject a 4.873 billion Baht deal for Royal Orchid Hotel (Thailand) PCL (ROH) to buy back the property. Instead, approximately 97.66% of unitholders approved selling the asset to a new buyer, Orchid Hospitality Co., Ltd., for a higher price of 5.300 billion Baht.

Following the vote, SCB Asset Management (acting as the trust manager) will terminate the agreement with the previous buyer and sign a contract with Orchid Hospitality, requiring a 100 million Baht deposit and the remaining 5.200 billion Baht payment within 14 days. If the transaction is successfully completed, the trust aims to return funds to unitholders and dissolve the trust by the end of November 2026. However, should the new buyer fail to meet payment deadlines, the trust is authorized to proceed with a newly approved public auction process.

1% REPO Rates unchanged

The Bank of Thailand’s Monetary Policy Committee (MPC) unanimously voted to keep the policy rate at 1.00% per annum to support an uneven economic recovery.

MPC secretary Don Nakornthab said the MPC forecasts GDP growth at 2.4% in 2026 and 2.1% in 2027, driven by tech and AI-related exports, though overall growth remains constrained by high household debt and fragile SME performance.

Headline inflation is expected to average 2.1% in 2026 and 1.3% in 2027, with temporary cost pressures from rising oil prices and El Niño. While bank lending to large businesses expands for new investments, SME credit continues to contract as commercial banks remain cautious toward higher-risk borrowers.

The Thai Baht has weakened against the U.S. dollar due to shifting Fed policy expectations and geopolitical risks in the Middle East. Don Nakornthab and the MPC emphasized that monetary policy will remain accommodative while closely monitoring inflation risks, household debt burdens, and overall financial stability.

Bangkok Governor Chadchart Sittipunt submitted an ordinance motion to the Bangkok Metropolitan Council on October 28, 2026, requesting an additional 1.139 billion Baht in supplementary budget allocations. This funding will be drawn from accumulated surplus funds to bolster disaster relief and home repair assistance for residents affected by recent floods, bringing the total relief fund target to approximately 1.5 billion Baht. The Bangkok Metropolitan Council subsequently voted to accept the draft ordinance in principle and appointed a 28-member ad-hoc committee for detailed review.

Chadchart reported that Bangkok has already achieved a 95.25% success rate in disbursing flood relief funds, with over 541,000 households submitted to the Department of Disaster Prevention and Mitigation and around 23,300 households still awaiting disbursement. While emphasizing that BMA’s central emergency fund has dwindled down to 28 million Baht after heavy spending on relief packages and government support, the governor reassured the public that cooperation with the central government remains strong and streamlined to ensure all impacted citizens receive prompt assistance.

The weather forecast for October 29, 2026, predicts continuous rainfall in the Southern region, with heavy to very heavy rain in some areas. Upper Thailand—particularly the Central region, including Bangkok and its vicinity, and the Eastern region—will continue to experience thunderstorms with localized strong wind gusts. Residents in these areas are advised to beware of the dangers from thunderstorms, heavy rainfall, and accumulated rain, which may trigger flash floods and runoff, especially along mountain slopes near waterways and low-lying areas.

These weather conditions are driven by a low-pressure cell covering the Andaman Sea, combined with easterly winds prevailing over Thailand and the Gulf of Thailand. Meanwhile, a high-pressure system or cold air mass from China continues to cover upper Thailand and the South China Sea.

China Airlines flight CI840, operated by a Boeing 737-800 (B-18665), reportedly experienced a ground-surface issue at Bangkok Suvarnabhumi Airport on October 28, 2026, when a large depression allegedly formed in the pavement near the landing gear, preventing the aircraft from moving.

Passengers were reportedly asked to disembark, with hotel accommodation arranged. Although heavy rain had affected the Bangkok area, no verified evidence has confirmed that rainfall caused the alleged pavement failure.

Permanent Secretary for Interior Unsit Sampuntharat announced the establishment of a fact-finding committee to investigate a Ministry of Interior official allegedly involved in the illegal sale of land to Got Athip, the husband of celebrity Panadda “Boom” Wongphudee. Headed by Deputy Permanent Secretary Arocha Nanthamontri, the committee has been given a 7-day timeframe to uncover the facts regarding the transaction.

The official, a division director (C8-level), faces potential disciplinary action if found guilty of involvement in the unlawful land dealings. The Interior Ministry affirmed that officials engaged in such misconduct will not be permitted to remain in their positions, as authorities are moving swiftly to ensure transparency and accountability.

Meanwhile Panadda Wongphudee went live on social media to address online controversies regarding her ” Ongkorn Thamdee Foundation” financial accounts and contractor payments. She explained that construction budgets totaled around 50 million Baht for multiple buildings intended for a disaster relief center, emphasizing that all land deeds and constructed structures have been legally transferred directly to the foundation for public benefit rather than personal ownership.

Regarding recent online allegations, Boom stated she was previously unaware of contractor kickback issues and her husband’s mounting debts until creditors began tracking him down. She also clarified that the foundation operates with transparent financial records and has properly submitted reports to the Revenue Department for two consecutive years following its official registration in 2022.
