A construction company and its general manager were on Thursday (Oct 29) charged for allegedly operating an unlicensed dormitory at its premises in Sungei Kadut.

The Ministry of Manpower (MOM) said in a press release that its officers conducted an inspection at LBD Engineering's premises at 58A Sungei Kadut Road on Jan 6, where they found approximately 300 bed spaces there.

Its investigations found that the company had converted part of its premises into a foreign employee dormitory sometime between July 2025 and January this year.

The illegal accommodation was used to house 173 migrant workers from four companies without a valid licence.

LBD's general manager Alvin Lim Yee Hong, 35, was charged with knowingly allowing the company to operate a foreign dormitory without a valid licence, while LBD Construction was charged with operating a foreign employee dormitory without a valid licence.

The offences carry a penalty of up to $500,000, jail of up to two years, or both.

MOM reiterated that it takes a serious view of the operation of such illegal dormitories, highlighting that licensing requirements are in place to ensure that dormitories provide safe and proper living conditions for migrant workers.

"Operating a foreign employee dormitory without a valid licence circumvents these safeguards, and may put the safety and well-being of migrant worker residents at risk," the ministry said.

Members of the public who are aware of suspected unlicensed foreign employee dormitories or other infringements involving migrant worker accommodation can report the matter to MOM through its “Report an Infringement” eService .

All information provided will be kept strictly confidential, MOM said.
