Bogus ‘Kyoto University’ cancer doc sentenced to 5 years after treating 169 patients without license

OSAKA (TR) – A 67-year-old former company executive who posed as a licensed physician for decades has been handed a five-year prison term by a court here after conducting hundreds of unlicensed medical consultations and swindling an acquaintance out in a fake cancer vaccine investment scheme, reports the Mainichi Broadcasting System (Oct. 29).

The Osaka District Court on Thursday sentenced Shinichi Harada, 67-year-old former company executive, to five years in prison after finding him guilty of practicing medicine without a license and fraud.

Harada, a man with no medical qualifications, spent roughly eight months treating patients at a cancer specialty clinic in Kita Ward, Osaka City, conducting 417 consultations and writing prescriptions for 169 patients between September 2023 and April 2024, according to prosecutors.

He held himself out throughout as a graduate of the Kyoto University School of Medicine.

Prosecutors told the court that Harada first adopted the false identity as a Kyoto University-trained physician around 30 years ago, reportedly to impress women he wished to date. The deception, once started, never stopped.

Among Harada’s most serious offenses was his role in determining which patients were eligible for cancer immunotherapy vaccines, a high-stakes medical decision the court described as a “critically important medical act.” The presiding judge said the conduct “shook public trust in medical institutions” and amounted to a grave crime.

Beyond the clinic, Harada also approached an acquaintance with a fabricated investment pitch tied to a cancer vaccine he claimed to be manufacturing and selling. The scheme netted him approximately 30 million yen, police said. Prosecutors branded the fraud “cowardly,” noting that Harada had exploited the false impression he had created as a physician to extract the money.

Throughout the proceedings, Harada acknowledged the unlicensed medical practice charges but pushed back hard on the fraud counts, telling the court “most of it is wrong” and insisting he had explained the risks involved to investors. In his final statement before sentencing, he declared, “I strongly want to say that I have not deceived anyone at all.”

The court was unmoved. The judge found that Harada had “repeatedly made false statements even in the courtroom” and showed no sign of remorse, factors cited in the sentencing decision. Prosecutors had sought six years, arguing the case was ‘malicious enough to damage the public’s trust in the medical profession as a whole.’

大阪（TR）——据《每日放送》10月29日报道，一名67岁的前公司高管冒充执业医师数十年，在进行数百次无证医疗咨询并以虚假癌症疫苗投资计划诈骗熟人后，被当地法院判处五年监禁。

大阪地方法院周四判处67岁的前公司高管原田真一五年有期徒刑，罪名是无证行医和欺诈。

据检方称，原田是一名没有行医资格的男子，他在2023年9月至2024年4月期间，在大阪市北区的一家癌症专科诊所为病人治疗了大约8个月，进行了417次咨询，并为169名病人开了处方。

他始终声称自己是京都大学医学院的毕业生。

检方告诉法庭，原田大约30年前首次冒充京都大学毕业的医生，据称是为了博取心仪女性的欢心。一旦开始，这种欺骗就从未停止过。

原田最严重的罪行之一是参与决定哪些病人有资格接受癌症免疫疗法疫苗，这是一项事关重大的医疗决定，法院称之为“至关重要的医疗行为”。主审法官表示，这种行为“动摇了公众对医疗机构的信任”，构成严重犯罪。

除了诊所之外，原田还向一位熟人兜售他捏造的投资项目，声称自己正在生产和销售一种癌症疫苗。警方称，他通过这套骗局骗取了约3000万日元。检察官称这种诈骗手段“卑鄙”，并指出原田利用自己伪装成医生的身份骗取钱财。

在整个庭审过程中，原田承认了无证行医的指控，但对欺诈指控极力否认，他告诉法庭“大部分指控都是错误的”，并坚称他已向投资者解释过其中的风险。在宣判前的最后陈述中，他宣称：“我要郑重声明，我没有欺骗任何人。”

法庭对此无动于衷。法官认定原田“屡次在法庭上作伪证”，且毫无悔意，这些因素被列入量刑决定。检方则寻求判处原田六年监禁，理由是此案“恶意严重，足以损害公众对整个医疗行业的信任”。
