Toa Payoh will finally get its first shopping mall near Caldecott MRT station under HDB's new master plan for the Toa Payoh West area unveiled on Saturday (Oct 31).

Toa Payoh West, dubbed the town's "second heart", will accommodate more than 6,000 homes after it is fully developed in the coming decade.

National Development Minister Chee Hong Tat launched the master plan at HDB Hub, where an exhibition showcasing town models will be on display till Nov 2.

"Toa Payoh holds a very special place in Singapore's housing story," Chee said.

"It was one of our earliest HDB towns and generations of Singaporeans have grown up here, raised their families, and built strong community ties."

Chee, MP for Bishan-Toa Payoh GRC, said the major transformation of Toa Payoh West is part of the Government's continued rejuvenation efforts to ensure a good living environment for all residents.

The upcoming shopping mall will provide more retail and dining options for residents.

The mixed-use building will be of a similar scale to Woodleigh Mall, said HDB, and connect to a new 1.2ha park featuring nature-themed playgrounds, a jogging track and spaces such as a butterfly trail, sensory alcove and rain gardens.

BTO project next to mall, MRT station

Next to this development will be the area's first new Build-To-Order (BTO) project, Toa Payoh Hillside.

About 1,600 flats across five blocks ranging from 31 to 43 storeys high will go on sale in the November 2026 BTO sales exercise.

The varying building heights are part of a larger landscape design with the concept of a "Hillside Gardens" neighbourhood, inspired by the area's hilly terrain, said HDB.

A series of parks and precinct greens known as the Central Green Valley will connect homes and amenities.

Complementing this, a corridor lined with greenery will be a path between Caldecott MRT station and the rest of Toa Payoh.

Toa Payoh Hillside also includes 260 senior-friendly Community Care Apartments (CCAs), which have never been offered in Toa Payoh.

"We have also designed the environment around the CCAs with seniors in mind," Chee said.

The CCA block will boast a sheltered connection to Caldecott MRT station and provide convenient access to nearby amenities, including an Active Ageing Centre and Residents' Network Centre.

The eligibility age for CCAs will be lowered to 55, from the current 65, starting with the November 2026 BTO sales exercise.

Other amenities that residents of Toa Payoh Hillside will enjoy include a supermarket, shops, a food court, and sky terraces.

Chee added: "Plans for a school in the area are also being studied to meet the growing demand from new families moving into Toa Payoh West."

Meanwhile, the 12ha Toa Payoh Integrated Development along Lorong 6 Toa Payoh is on track to be completed by 2030, with sports facilities including swimming pools and a stadium, a polyclinic, library and a park.

The minister assured that there will be sheltered and barrier-free access between Toa Payoh MRT station and Toa Payoh Integrated Development, and within the complex.

"Toa Payoh has transformed over the decades, especially in recent years, but I am glad it has retained the strong community spirit and sense of belonging that make our town special," Chee said.

"When we innovate, we don't forget the past, but we infuse elements of our heritage into the new developments that we want to put it into," he added, expressing his confidence in doing so.

After the launch exhibition, selected exhibits on the Toa Payoh West Master Plan will remain displayed at HDB Hub until mid-2027.
