Sabah is short of nearly 245 medical officers, and Ranau Hospital feels it most

KOTA KINABALU, Oct 31 — Sabah is facing a shortage of nearly 245 medical officers following the implementation of the Phase 2 Permanent Appointment exercise on September 28, with Ranau Hospital among the healthcare facilities affected by the transfer of existing medical officers.

The Sabah State Health Department (Sabah JKN) said the shortage was partly due to 67 per cent of replacement candidates from outside Sabah failed to report for duty after accepting offers of permanent appointment, hindering efforts to fill vacancies in the state.

Ranau Hospital is currently operating with only nine medical officers, including the hospital director, after 11 of its 19 medical officers were transferred out under the exercise.

“Although the Ministry of Health Malaysia (MOH) identified seven replacement officers from outside Sabah, only one has reported for duty,” the department said in a statement today.

It said the situation at Ranau Hospital reflected a broader shortage of medical officers across Sabah, with several other healthcare facilities facing similar challenges.

As an immediate measure, Sabah JKN will deploy three temporary relief medical officers, or ‘floater’ officers, to Ranau Hospital in stages, beginning on October 28 and November 11.

Meanwhile, the MOH will conduct a special permanent appointment exercise for Grade UD10 medical officers to meet the staffing needs of healthcare services in Sabah and Sarawak.

Sabah JKN said the placement of medical officers under the special exercise, with reporting for duty, was expected to begin as early as February 2027.

哥打基纳巴卢，10 月 31 日讯——沙巴州在 9 月 28 日实施第二阶段永久任命计划后，面临近 245 名医务人员的短缺，拉瑙医院等医疗机构也受到现有医务人员调动的影响。

沙巴州卫生局（Sabah JKN）表示，人员短缺的部分原因是，来自沙巴州以外的67%的替代候选人在接受永久任命后未能到岗，阻碍了该州填补空缺的努力。

拉瑙医院目前只有九名医务人员在岗，其中包括医院院长，此前该院 19 名医务人员中有 11 名被调离。

“尽管马来西亚卫生部从沙巴州以外地区选拔了七名接替官员，但只有一人到岗，”该部门今天在一份声明中表示。

报告称，拉瑙医院的情况反映了沙巴州普遍存在的医务人员短缺问题，其他几家医疗机构也面临着类似的挑战。

作为一项紧急措施，沙巴州卫生厅将从 10 月 28 日和 11 月 11 日开始分阶段向拉瑙医院派遣三名临时支援医务人员，或称“流动”医务人员。

与此同时，卫生部将对UD10级医务人员进行特别的永久任命，以满足沙巴和砂拉越医疗保健服务的人员配备需求。

沙巴州卫生厅表示，特别演习中医务人员的部署和报到工作预计最早将于 2027 年 2 月开始。
