Bangkok’s Tourist Police launched a major Halloween security operation on Saturday as 60,000 revellers were expected to descend on Khao San Road. Tourist Police Commissioner Police Lieutenant General Phongsayam Meekhanthong personally led a 95-strong deployment to protect visitors and maintain order. Meanwhile, police warned of theft, suspicious drinks, dangerous crowds and six common tourist scams. Organisers forecast spending exceeding ฿200 million across the two-night festival. However, the celebrations come amid a police corruption investigation, a midnight closing crackdown and a bitter licensing dispute. Only four of more than 30 surveyed venues hold proper entertainment licences, while officials examine reforms affecting over 1,000 Bangkok nightlife and entertainment businesses.

Bangkok’s Tourist Police launched a major Halloween security operation on Saturday, deploying 95 officers and volunteers to Khao San Road. Up to 60,000 revellers are expected across the two-night festival, with organisers forecasting spending exceeding ฿200 million.
Tourist Police Commissioner Police Lieutenant General Phongsayam Meekhanthong personally led the mobilisation and inspected the famous nightlife district. Meanwhile, national police issued urgent warnings over theft, suspicious drinks, tourist scams and dangerous crowds.
The operation comes amid a police corruption investigation, a midnight closing crackdown and a growing battle over entertainment licences.
Tourist Police chief leads 95-strong Halloween deployment and inspects crowded Khao San Road
The security operation began outside Chana Songkhram Police Station on Saturday, October 31. Phongsayam assembled senior commanders and officers ahead of the evening celebrations.
Alongside him was Police Major General Surapong Thaiprasert, commander of Tourist Police Division 1. Other senior officers joined the mobilisation, which brought together four separate security and public assistance groups.
The deployment comprised 40 Tourist Police officers and 30 officers from Chana Songkhram Police Station. Additionally, Phra Nakhon District supplied 10 municipal officers, while 15 Tourist Police volunteers completed the contingent.
The combined force was assigned crime prevention, public order and visitor assistance duties. Its responsibilities also extended to residents, entertainment establishments and businesses operating in the crowded district.
Following the assembly, Phongsayam personally led an inspection of Khao San Road. He met foreign tourists, Thai visitors, business owners and entertainment venue staff. During the inspection, the commissioner questioned operators about conditions and the atmosphere surrounding the Halloween celebrations. He also sought feedback on tourism activity and the situation facing businesses.
Officers ordered to patrol proactively as Tourist Police expand direct assistance to visitors and firms
Officers received instructions to maintain direct contact with visitors and respond promptly to requests for assistance. In particular, Phongsayam ordered personnel to take a proactive approach rather than wait for incidents.
They were also directed to remain accessible to tourists and members of the public. The deployment placed senior Tourist Police commanders directly inside one of Bangkok’s busiest nightlife districts.
The operation follows the Royal Thai Police’s crime prevention policy for fiscal year 2027. That programme prioritises crime suppression, public assistance and closer engagement with local communities.
As part of this, officers are expected to work directly with businesses and residents. The Tourist Police have also incorporated two established public assistance initiatives into their operations.
The first is One Team One Strongest for Safety Tourism, which promotes coordinated security work. The second, Your First Friend, encourages tourists to approach officers directly when they need assistance. Both programmes form part of the Tourist Police’s wider visitor protection strategy. Their emergency assistance hotline, 1155, operates 24 hours a day.
Khao San Road braces for 60,000 Halloween revellers as police issue nationwide warnings over crime
The mobilisation coincides with a massive Halloween celebration organised by the Khao San Road Business Association. The two-night festival, One Halloween: Creature of the Night, began on Friday, October 30. Celebrations continue on Saturday, with approximately 30,000 visitors expected each evening. Consequently, organisers anticipate total attendance reaching 60,000 across the weekend.
Association president Sanga Ruangwattanakul said organisers had committed more than ฿5 million to the celebrations. The programme includes elaborate horror installations, street performances, a parade and major costume competitions. Nearly ฿1 million has been allocated to competition prizes. Furthermore, American specialists were hired to help create the Halloween decorations.
The event is expected to attract substantial numbers of international tourists alongside Thai visitors. Organisers also anticipate spending exceeding ฿100 million each evening. Across both nights, that places projected commercial activity above ฿200 million. These figures are organisers’ forecasts, rather than confirmed attendance or revenue.
In parallel, the Royal Thai Police issued a nationwide Halloween security advisory on Saturday. Police Lieutenant Colonel Boonyanuch Phongiswaranan, deputy spokesperson for the Royal Thai Police, announced the warning. She identified large public gatherings as potential targets for criminals. The advisory specifically highlighted theft, suspicious drinks, crowd dangers and road accidents.
Police warn of suspicious drinks, theft and fires as Tourist Police launch six-scam Halloween campaign
Police urged visitors to secure their belongings while moving through crowded entertainment districts. They also advised against travelling alone through unfamiliar areas. Of particular concern were drinks offered by strangers or left unattended. Officers warned partygoers to remain alert to suspicious beverages during Halloween celebrations.
Another warning addressed fires and smoke inside crowded venues. Police instructed visitors to leave dangerous areas immediately rather than stop to record videos. Likewise, groups were encouraged to establish meeting points before entering large gatherings. This would allow separated friends to regroup if crowds disrupted contact.
Road safety formed another part of the police advisory. Officers warned against drink-driving and encouraged the use of public transport. Separately, police issued video guidance specifically for foreign visitors attending Halloween celebrations. The national police emergency hotline remains 191, while the Tourist Police can be contacted on 1155.
On another front, Tourist Police Commissioner Phongsayam launched a Halloween campaign targeting six common tourist scams. The initiative, entitled Six Ghosts of Fraud, uses the festival’s imagery to identify established criminal practices. Its warnings cover transport, tourist attractions, rental services, restaurants, nightlife businesses and retail outlets. Foreign visitors were urged to check prices and conditions before handing over money.
Taxi overcharging, nightlife fees and rental disputes targeted in Tourist Police Halloween fraud warning
The first warning concerns taxi and transport overcharging. Police highlighted drivers refusing meters and operators imposing unclear or excessive fares. The second targets fraudsters falsely claiming popular tourist attractions are closed. These claims are used to redirect visitors towards alternative destinations or businesses.
Rental disputes form the third category, particularly those involving boats and jet skis. Police identified contested damage claims and unclear rental contracts among the principal problems. The fourth warning concerns restaurants and service providers concealing prices. It also covers unexpected charges imposed after customers have received services.
Nightlife businesses feature prominently in the fifth category. Police warned about undisclosed entrance fees, drink prices and additional charges at entertainment establishments. Finally, the sixth category targets gemstone and tailoring scams. These include misleading sales claims, expensive purchases and disputes involving refunds.
Phongsayam urged tourists to establish prices and contractual conditions before making payments. The campaign accompanies the Tourist Police’s wider Halloween security operations across Thailand. It also places particular emphasis on financial scams affecting international visitors. Tourists experiencing difficulties can contact the 1155 hotline at any hour.
Ghost-faced Tourist Police greet Halloween crowds as Bangkok imposes traffic restrictions near Khao San
Notably, some Tourist Police officers adopted an unusual appearance for their Halloween duties on Khao San Road. Video published by Thairath News on Saturday showed officers wearing ghost makeup while welcoming visitors. They continued assisting tourists while participating in the festival atmosphere. Their appearance formed part of the visible police presence during the celebrations.
The footage showed Tourist Police engaging directly with visitors in the entertainment district. Their activities accompanied the larger security mobilisation led by Phongsayam and his senior commanders. Officers were also instructed to maintain contact with entertainment operators throughout the festivities. The combined operation brought local police, municipal authorities and volunteers into the same security effort.
Elsewhere in central Bangkok, police introduced extensive traffic restrictions on Saturday. The measures were connected to a royal ceremonial procession rehearsal near the Grand Palace and Ratchadamnoen Avenue. Both areas are close to the Khao San Road nightlife district. Altogether, 16 roads were subject to restrictions, with 23 alternative routes identified.
The restrictions covered morning and afternoon periods, with evening movements expected to continue until approximately 7.30 pm. As a result, motorists travelling towards the Halloween celebrations could encounter difficulties accessing the historic centre. Police advised drivers and taxi passengers to consider alternative routes. The traffic police hotline, 1197, remains available for assistance.
Khao San nightlife scandal deepens as ministers confront corruption and widespread licensing breaches
The Halloween operation also comes amid a major controversy surrounding Khao San Road’s entertainment businesses. The district has become the focus of investigations into suspected police corruption and illegal payments. At the same time, midnight closing restrictions have intensified a dispute over entertainment licensing. Business operators are pressing for changes to the regulations governing nightlife establishments.
On Friday, October 30, Prime Minister’s Office Minister Paradorn Prissananantakul chaired a high-level meeting at Metropolitan Police Bureau headquarters. Bangkok Governor Chadchart Sittipunt attended alongside Metropolitan Police Commissioner Police Lieutenant General Siam Boonsom. The discussions examined proposed changes to nightlife regulations affecting Khao San Road and neighbouring Rambuttri Road.
Central to the talks was a proposed Khao San–Rambuttri Sandbox. The arrangement could permit qualifying entertainment establishments to remain open later. However, the discussions followed investigations into suspected illegal payments involving nightlife businesses and police officers. The corruption controversy has brought renewed attention to licensing and enforcement practices.
A recent inspection exposed the extent of the licensing problem. Only four of more than 30 surveyed establishments possessed proper entertainment licences. The findings revealed that most venues examined lacked the required authorisation. They also raised questions about existing arrangements governing entertainment businesses outside designated nightlife zones.
More than 1,000 Bangkok venues face scrutiny as officials consider new safety rules and later opening
The problem extends far beyond Khao San Road. Authorities have identified more than 1,000 entertainment-style businesses across Bangkok. Many operate in areas affected by entertainment zoning and licensing requirements. Consequently, the proposed reforms are being examined against a much wider regulatory problem.
Officials are considering how qualifying establishments could operate under revised arrangements while meeting safety requirements. A 17-point safety checklist forms part of the proposed assessment process. Businesses seeking to benefit from later opening hours would face scrutiny against those standards. In addition, authorities are examining licensing conditions affecting entertainment establishments outside designated zones.
The government has given participating agencies 15 days to develop further proposals. Those discussions will determine the next stage of the proposed Khao San–Rambuttri Sandbox. For the moment, existing restrictions remain in place. Meanwhile, investigations into suspected police corruption continue alongside the licensing review.
The dispute has brought together senior government officials, Bangkok municipal authorities and Metropolitan Police commanders. Their discussions cover opening hours, entertainment licences, safety controls and enforcement practices. The proposed sandbox is intended to establish new operating arrangements for qualifying businesses. However, the plan remains under development following Friday’s meeting.
Halloween crowds converge on Khao San Road amid licensing crackdown and expanded police operation
The timing places Halloween directly alongside a major examination of Bangkok’s nightlife industry. Khao San Road is hosting tens of thousands of visitors while its businesses face licensing scrutiny. Furthermore, the corruption investigation has placed police enforcement practices under examination. The controversy extends to entertainment establishments elsewhere in the capital.
Against that background, Saturday’s security operation brought the Tourist Police commissioner personally onto Khao San Road. His deployment assembled 95 officers and volunteers from four participating groups. Their duties cover crime prevention, public order, tourist assistance and contact with local businesses. The mobilisation also places Chana Songkhram Police Station at the centre of the local operation.
The national Halloween advisory adds warnings about theft, suspicious drinks, fire hazards and dangerous driving. In addition, the Six Ghosts of Fraud campaign targets financial scams involving transport, shopping and nightlife services. These measures operate alongside the Tourist Police’s direct engagement with visitors on Khao San Road.
Organisers expect the two-night festival to attract 60,000 visitors and generate spending exceeding ฿200 million. Nearly ฿1 million in competition prizes forms part of an event costing more than ฿5 million. The celebrations include international tourists, street performances, horror displays and elaborate costumes.
Tourist Police maintain 95-strong Halloween security operation as nightlife licensing dispute continues
Yet the festivities are taking place during a major licensing dispute and continuing investigations into suspected police corruption. Senior officials have begun examining new arrangements for the district’s entertainment businesses. Meanwhile, existing operating restrictions remain in force as agencies prepare their proposals.
For Saturday night’s celebrations, the immediate police priority is maintaining order and protecting visitors. Phongsayam has personally inspected Khao San Road and directed officers to work closely with tourists and operators. The 95-strong contingent has been mobilised for security and public assistance duties throughout the festivities.
The Tourist Police have also confirmed that assistance remains available around the clock. Their 1155 hotline operates continuously, while national police emergencies can be reported through 191. With 30,000 visitors expected on Saturday evening, Khao San Road remains the centre of Bangkok’s Halloween celebrations.
