Hassan called for respect for the state's constitutional procedures, legal channels, and the royal institution's dignity to ensure any changes are legitimate.

SEREMBAN, Sept 9 — Rembau Undang Dato’ Sedia Raja Haji Hassan bin Haji Ab. Hamid today said the Menteri Besar’s signature could not validate a proclamation concerning the position of the Yang di-Pertuan Besar of Negeri Sembilan if the process leading to it was flawed.

In a statement, Hassan said the main question was not whether the proclamation existed or how many people had signed it, but whether the process complied with the Negeri Sembilan Constitution and Adat Perpatih.

“The royal institution cannot be changed through shortcuts. A proclamation is not a substitute for the strict process laid down by the state constitution,” he said.

He said Article 10(1) of the state constitution required a full and complete inquiry before any recommendation could be made for Tuanku Muhriz ibni Almarhum Tuanku Munawir to abdicate as Yang di-Pertuan Besar of Negeri Sembilan.

“Was a full and complete inquiry conducted? Was Tuanku Muhriz given the right to be heard? And did those making the decision have the lawful authority?” he asked.

Hassan also questioned whether several individuals who reportedly signed the proclamation had the lawful authority to do so as members of the Undang Yang Empat.

In Rembau’s case, he maintained that Haji Abdul Rahim Yasin had never been proclaimed the 22nd Undang of Rembau, while he himself was proclaimed to the position on June 27.

Hassan said Menteri Besar Datuk Ismail Lasim’s claim that he was forced to sign the proclamation and subsequently lodged a police report should also be taken seriously.

He added that the Menteri Besar’s signature alone could not correct or conceal any fundamental flaws in the earlier process.

“Until these fundamental questions are resolved through lawful constitutional and legal channels, no party should act as though a lawful and complete change in the position of the Yang di-Pertuan Besar has taken place,” he said.

Hassan called on all parties to respect the state constitution, Adat Perpatih, the rule of law and the dignity of the royal institution.

哈桑还质疑，据报道签署该宣言的几名人士作为 Undang Yang Empat 的成员，是否具有合法权力这样做。

在林茂的案例中，他坚持认为哈吉·阿卜杜勒·拉希姆·亚辛从未被宣布为林茂第 22 任酋长，而他自己则于 6 月 27 日被宣布担任该职位。

哈桑表示，内政大臣拿督伊斯迈·拉西姆声称自己被迫签署公告，随后向警方报案，这一说法也应该认真对待。
