Lim Guan Eng submits ‘Malaysia Agenda 12’ package to Anwar, proposes RM25b in interest-free MSME loans

Bagan MP Lim Guan Eng has submitted a 12-point proposal to Prime Minister Datuk Seri Anwar Ibrahim aimed at fostering economic growth and enhancing national unity ahead of Malaysia Day.

Key proposals include RM25 billion in interest-free loans for MSMEs, an interest moratorium on existing bank loans, equitable financial allocations for non-Bumiputera communities, and a return of revenue to Sabah and Sarawak to uphold autonomy agreements.

Additional recommendations include changes to tax relief, foreign worker policies, and a standardised university admission examination.

KUALA LUMPUR, Sept 9 — Bagan MP Lim Guan Eng has formally submitted a 12-point proposal to Prime Minister Datuk Seri Anwar Ibrahim aimed at promoting economic prosperity and strengthening national unity ahead of Malaysia Day.

In a hand-delivered letter yesterday, the DAP adviser proposed RM25 billion in interest-free and collateral-free loans for 500,000 micro, small and medium enterprises (MSMEs), alongside a one-year interest moratorium on their existing bank loans.

“The banking industry can afford to bear the cost of the interest moratorium on existing MSME loans for one year,” he said.

Lim estimated that financing the interest-free loans would cost RM1 billion annually at a 4 per cent interest rate, citing the banking industry’s RM54.8 billion profit before tax in 2025 — a 13.5 per cent increase from 2024.

He also proposed giving non-Bumiputera communities an amount equivalent to 10 per cent of government allocations for Bumiputeras without reducing existing Bumiputera funding.

“A special taxpayers’ tribunal should also be established for individuals and MSMEs, while individual tax relief should be increased by RM3,000 to RM12,000,” he said.

Lim also urged Putrajaya to immediately return 40 per cent of the net revenue derived from Sabah annually as a special grant and provide Sarawak with an equitable grant in accordance with the Federal Constitution.

He called for the autonomy safeguards contained in Sarawak’s 18-point agreement and Sabah’s 20-point agreement to be implemented to strengthen national integration with Peninsular Malaysia.

Other proposals included approving additional foreign workers, digitising their applications and visa approvals, and abolishing the mandatory 2 per cent Employees Provident Fund contribution for foreign workers.

Lim also called for a review of the expanded Sales and Service Tax, measures to encourage purchases of local goods and changes to SST imposed on raw materials used by the steel industry.

His final proposal was a standardised examination for admission to public universities to replace the separate STPM, foundation and matriculation assessments.

昨天，民主行动党顾问亲自递交了一封信函，提议向 50 万家微型、小型和中型企业 (MSME) 提供 250 亿令吉的无息无抵押贷款，同时对其现有银行贷款实行一年的利息延期支付。

他说：“银行业完全有能力承担现有中小微企业贷款一年利息延期支付的成本。”

林氏估计，以 4% 的利率计算，为这些无息贷款提供融资每年将耗资 10 亿令吉。他援引了银行业 2025 年税前利润 548 亿令吉的数据——比 2024 年增长 13.5%。

他还提议向非土著社区提供相当于政府拨给土著的10%的资金，同时不减少现有的土著资金。

“还应该为个人和中小微企业设立专门的纳税人法庭，同时将个人所得税减免额度提高3000令吉至12000令吉，”他说道。

林冠英还敦促布城立即将每年从沙巴获得的净收入的 40% 作为特别拨款返还给砂拉越，并根据联邦宪法向砂拉越提供公平的拨款。

他呼吁落实砂拉越 18 点协议和沙巴 20 点协议中包含的自治保障条款，以加强与马来西亚半岛的国家一体化。

其他提议包括批准更多外国劳工入境、将其申请和签证审批数字化，以及取消外国劳工2%的强制性雇员公积金缴款。

林冠英还呼吁审查扩大后的销售和服务税、鼓励购买本地商品的措施以及对钢铁行业使用的原材料征收的销售和服务税的改革。

他最终提出的方案是，用标准化考试来取代单独的STPM、预科和大学入学考试，作为公立大学入学的一项标准考试。
