SINGAPORE - Sim Hui Ting will be the next Commissioner of Charities and Executive Director of the Registry of Co-operative Societies, the Ministry of Culture, Community and Youth (MCCY) announced on Sept 3.
She will take on the role of designate for the two roles from Oct 1, before officially taking over both positions on April 1, 2027.
Sim succeeds Desmond Chin, who will relinquish his appointments on April 1 after 39 years of public service.
He was appointed commissioner in November 2020, after 30 years with the Singapore Prison Service.
“He has provided steady leadership to both sectors during the Covid-19 pandemic,” said the MCCY.
“Mr Chin and his team worked to support charities and co-operatives through relief measures, digitalisation, and capability-building efforts, ensuring organisations could continue serving their communities when it mattered most.”
His successor, Sim, is currently Chief Financial Officer at the Skills and Workforce Development Agency (SWDA). She began her public service career in 2012 as the Assistant Commissioner of Charities, and was promoted to deputy commissioner in 2016.
“In her role, she was instrumental in driving key policy, legislative and digital transformation initiatives to strengthen governance and resilience in the charity sector,” MCCY said.
“She also played a notable part in supporting charities through the Covid-19 pandemic.”
Sim brings experience spanning the social service and workforce development, said MCCY, notably through her secondments to the National Council of Social Service and the then-Workforce Singapore (WSG).
WSG merged with SkillsFuture Singapore on July 1 to form SWDA.
“(Sim’s) experience across the Public Service, including in the charities sector, will serve her well in this role,” said Minister for Culture, Community and Youth David Neo, adding that he looks forward to working with her to support Singapore’s charities and co-operative sectors.
Neo also thanked Chin for his years of service and contributions to the charities and co-operative community.

新加坡——文化、社区及青年部(MCCY)于9月3日宣布,沈慧婷将出任下一任慈善事务专员兼合作社注册局执行董事。
她将于 10 月 1 日起担任这两个职位的候任人选,并于 2027 年 4 月 1 日正式接任这两个职位。
沈志强将接替陈志明,陈志明在为公众服务 39 年后将于 4 月 1 日卸任。
在新加坡监狱署工作 30 年后,他于 2020 年 11 月被任命为专员。
“在新冠疫情期间,他为这两个部门提供了稳定的领导,”文化、社区及青年部表示。
“陈先生和他的团队通过救济措施、数字化和能力建设工作,为慈善机构和合作社提供支持,确保这些组织能够在最关键的时刻继续为社区服务。”
他的继任者沈女士目前是技能与劳动力发展署(SWDA)的首席财务官。她于2012年开始从事公共服务工作,担任慈善事务助理专员,并于2016年晋升为副专员。
文化、社区及青年部表示:“她在任期间,积极推动关键政策、立法和数字化转型举措,以加强慈善部门的治理和韧性。”
“在新冠疫情期间,她也为支持慈善机构做出了显著贡献。”
文化、社区及青年部表示,沈女士在社会服务和劳动力发展方面拥有丰富的经验,尤其是在她曾借调至国家社会服务理事会和当时的劳动力发展局(WSG)期间。
新加坡劳动力发展局 (WSG) 于 7 月 1 日与新加坡技能创前程局 (SkillsFuture Singapore) 合并,成立了新加坡技能发展局 (SWDA)。
文化、社区及青年部长梁振英表示:“沈女士在公共服务领域,包括慈善领域的经验,将对她胜任这一职务大有裨益。”他还补充说,他期待与沈女士合作,支持新加坡的慈善机构和合作社部门。
Neo也感谢Chin多年来对慈善机构和合作社社区的服务和贡献。
