46 non-compliant devices seized during active mobility enforcement operations in August: LTA

A total of 46 non-compliant active mobility devices were seized during various enforcement operations conducted in August, the Land Transport Authority (LTA) said on Thursday (Sept 10).

During the operations, active mobility enforcement officers also detected some 231 offences, the authority added in its Facebook post.

"We will continue to take firm action against errant active mobility users, alongside engagement and education efforts, to keep public paths safe for all."

Photographs of the operations shared by LTA show several personal mobility devices (PMD), including an e-bicycle which appears to have been modified.

A number of cyclists, including some from a group seen on video being chased by traffic police officers in the wee hours of Aug 14 along West Coast Avenue, are also seen in one photograph.

That day, a fixed-gear bicycle, commonly referred to as a fixie, was seized. Fixed-gear bicycles without at least one functioning handbrake are not allowed on roads and footpaths.

Other offences included riding a bicycle on a road without wearing a protective bicycle helmet, and using a bicycle on a road during hours of darkness without displaying the required white light at the front and/or red light or red reflector at the rear.

Strengthening safeguards against fire risks

LTA also said in its post that it is looking to strengthen safeguards to reduce fire risks for active mobility devices under the Land Transport and Related Matters Bill , which was introduced in Parliament on Sept 8.

Under the proposed amendments, existing regulations that apply to physical retailers will be extended to online sales and advertising platforms.

These include prohibiting false or misleading representations about device compliance and advertising for illegal modification services.

There are also amendments being proposed to tighten requirements on battery compatibility, and increased penalties for illegally importing non-compliant power-assisted bicycles and motorised PMDs.

当天，一辆固定齿轮自行车（俗称“死飞”）被查扣。没有至少一个有效手刹的固定齿轮自行车禁止在道路和人行道上行驶。

其他违法行为包括骑自行车上路不戴自行车头盔，以及在夜间骑自行车上路不显示前部规定的白灯和/或后部规定的红灯或红色反光片。

加强防火保障措施

陆路交通管理局还在其帖子中表示，正在寻求加强保障措施，以降低9月8日提交国会审议的《陆路交通及相关事项法案》中主动出行设备的火灾风险。

根据拟议的修正案，适用于实体零售商的现有法规将扩展到在线销售和广告平台。

这些措施包括禁止对设备合规性做出虚假或误导性陈述，以及禁止宣传非法改装服务。

目前还有人提议修改相关规定，以加强对电池兼容性的要求，并加大对非法进口不合规电动助力自行车和机动个人代步工具的处罚力度。
