Kuching South mayor reminds owners to seek approval for structures over drains after Jalan Mendu collapse

Kuching South City Council (MBKS) has urged property owners to obtain necessary approvals for structures over public drains following the collapse of an unauthorised structure under a seven-tonne lorry on Jalan Mendu.

Mayor Datuk Wee Hong Seng highlighted the safety risks of unapproved constructions, emphasizing the need for compliance with Section 136 of the Local Authorities Ordinance 1996.

The ordinance empowers the council to alter or demolish unauthorized structures, with costs potentially borne by responsible parties.

Wee stressed the importance of designing structures over public infrastructure to safely withstand loads and emphasized that public safety is a shared responsibility.

KUCHING, Sept 14 — Kuching South City Council (MBKS) has reminded property owners to obtain approval for structures built over public drains after an unauthorised structure at Jalan Mendu collapsed under the weight of a seven-tonne lorry.

Kuching South Mayor Datuk Wee Hong Seng, who inspected the site, said the incident highlighted the safety risks associated with structures constructed over public drainage systems without proper approval.

“All alterations to the existing structures and buildings under the local authorities’ jurisdictions must obtain official approval prior to construction works,” he said.

“Any persons who wished to erect a structure over a sewer or pipeline must first obtain a written consent from the local council.”

Wee said the requirement is stipulated under Section 136 of the Local Authorities Ordinance 1996, which also empowers the council to alter or demolish structures built without approval.

He added that the cost of such work could be borne by the responsible parties.

The reminder followed an incident involving a seven-tonne lorry which fell into a drain along Jalan Mendu after the structure covering it collapsed.

Wee said an inspection found that the structure, which served as an access point to the premises, had been built over an existing drain without prior authorization.

He said the structure was neither built nor approved by MKBS.

The incident occurred at about 10am on Friday when the lorry attempted to park in front of a shop at Jalan Mendu.

The structure covering the drain gave way under the vehicle, causing the lorry to fall into the drain. The driver was not injured.

A sign indicating a four-tonne weight limit was displayed at the junction leading to the site.

Wee said structures built over public drains must be properly designed and constructed to ensure they can safely withstand the load placed on them.

“This is not only to avoid damage to the drainage system but also to support the necessary loads,” he said.

He urged property owners, business operators and residents within the MBKS jurisdiction to obtain approval before constructing, extending or altering any structures over drains or other local council’s infrastructure.

Those uncertain about the safety or approval status of existing structures on their properties should consult MBKS, he added.

“The mere fact that a structure has existed for years does not automatically imply that it is safe or officially approved,” Wee said.

He said MBKS would continue monitoring structures affecting public drainage systems and public areas to prevent similar incidents from recurring.

Wee stressed that protecting lives and ensuring public safety remained the council’s priority, including ensuring that structures involving public infrastructure were safe and properly approved.

“Public safety is a shared responsibility. Property owners must fulfil their obligations by complying with the laws and ensuring that any structures built within or adjacent to their properties do not pose a danger to others,” he said. — The Borneo Post

事件发生在周五上午 10 点左右，当时这辆货车试图停在 Jalan Mendu 的一家商店前。

覆盖排水沟的结构在车辆下方坍塌，导致卡车坠入排水沟。司机没有受伤。

通往该地点的路口竖立着一块标志牌，标明限重四吨。

魏先生表示，建在公共排水沟上的建筑物必须经过合理的设计和建造，以确保它们能够安全地承受所施加的荷载。

“这不仅是为了避免损坏排水系统，也是为了承受必要的荷载，”他说。

他敦促 MBKS 管辖范围内的业主、企业经营者和居民在排水沟或其他地方议会基础设施上建造、扩建或改建任何建筑物之前，务必获得批准。

他还补充说，如果有人不确定自己房产上现有建筑物的安全或审批状态，应该咨询MBKS。

“仅仅因为一个建筑物已经存在多年，并不意味着它就一定是安全的或经过官方批准的，”魏说。

他表示，MBKS将继续监测影响公共排水系统和公共区域的建筑物，以防止类似事件再次发生。

魏强调，保护生命和确保公共安全仍然是市议会的首要任务，包括确保涉及公共基础设施的建筑物安全且获得适当批准。
