Sept 3 (Reuters) - European ⁠football stakeholders have joined forces ⁠to back curbs on blanket away-fan ‌bans, arguing that travelling supporters are a vital part ofthe game and should not be ​punished for the actions ⁠of a minority.

The ⁠position, adopted by Europe's football governing body UEFA, ⁠European ‌Football Clubs, Football Supporters Europe and European League, followed ⁠discussions atUEFA's Safety and Security Conference ​in Madrid ‌this week on away supporters and ⁠the use ​of collective bans.

"Measures aimed at preventing violence, disorder or other forms of ⁠misconduct should focus on the ​individuals responsible rather than on groups of supporters as a whole," the stakeholders ⁠said in the statement.

Collective bans should not become a routine response to safety or security concerns and should only ​be considered when documented ⁠evidence shows no less restrictive measures ​can address serious risks ‌to public safety or ​public order, they added.

欧洲足球管理机构欧足联、欧洲足球俱乐部、欧洲足球支持者协会和欧洲联赛采纳了这一立场。此前，欧足联本周在马德里举行的安全会议上讨论了客场球迷和集体禁令的使用问题。

利益相关者在声明中表示：“旨在防止暴力、骚乱或其他不当行为的措施应该侧重于责任人，而不是整个支持者群体。”
