Former Group Director of HDB charged with breaching agency’s database 161 times

Tan Chew Ling, former HDB Group Director, is charged with unauthorised access to the agency’s database 161 times over two days in April 2024 and retaining documents related to seven flats.

She faces charges under the Computer Misuse Act and the Official Secrets Act for misusing her position to obtain confidential housing information.

Tan previously reported a leak of confidential HDB information in 2017; she is set for a pre-trial conference on October 20, 2024.

SINGAPORE - A former group director of the Housing Board is facing accusations that she had breached the agency’s database and retained documents pertaining to seven HDB flats in 2024.

Tan Chew Ling, who was Group Director of Estate Administration and Property, had on 161 separate occasions accessed HDB’s housing management submissions database despite not being authorised to do so.

She did this over two days on April 27 and April 28, 2024.

The 58-year-old is facing one charge of committing unauthorised access to computer materials under the Computer Misuse Act.

Tan also allegedly retained documents and information pertaining to seven HDB flats on April 28, 2024, an offence under the Official Secrets Act.

According to court documents, she had only managed to obtain the documents and information due to her position in the agency.

The group that Tan oversaw is in charge of formulating and implementing public housing policies, managing the supply of flats, its prices, sales and resales, as well as handling housing grants and loans.

Tan, who was first charged in August this year, will return to court for a pre-trial conference fixed for Oct 20.

The HDB flats she had sought information on are scattered across Kim Keat, Pasir Ris, Dakota, Dawson Road, Bedok North, Tampines and Shunfu.

The documents she had allegedly retained include a file containing details of a compulsory acquisition of home ownership for a flat.

Other files include the computed estimated rental income for private property at Duo Residences in Fraser Street, and a file containing information on HDB disallowing an objection against an intended compulsory acquisition of a home ownership flat.

Tan had herself reported a leak of confidential information in 2017, when a HDB officer working in the resale operations arm gave information on a project involving resale transactions to a journalist from The Straits Times.

Tan, who was then already a group director, made a police report about the leak of confidential information.

The officer was subsequently charged in the District Court and fined $2,000 for breaching the Official Secrets Act. The journalist received a stern police warning.

Checks on the government directory showed Tan is no longer HDB’s Group Director of Estate Administration and Property.

曾任组委会物业管理及房产总监的陈秋玲，未经授权，曾 161 次访问建屋发展局的房屋管理提交数据库。

她在 2024 年 4 月 27 日和 28 日两天完成了这项工作。

这名 58 岁的男子面临一项指控，即违反《计算机滥用法》未经授权访问计算机资料。

据称，Tan 还于 2024 年 4 月 28 日保留了与七套组屋有关的文件和信息，这违反了《官方机密法》。

根据法庭文件，她之所以能够获得这些文件和信息，完全是因为她在该机构的职位。

谭先生领导的小组负责制定和实施公共住房政策，管理组屋的供应、价格、销售和转售，以及处理住房补助和贷款。

谭某于今年8月首次被起诉，他将于10月20日返回法庭参加审前会议。

她查询过信息的组屋分散在金吉路、巴西立路、达科他路、道森路、勿洛北路、淡滨尼和顺福等地。

据称她保留的文件包括一份文件，其中包含强制征收一套公寓房屋所有权的详细信息。

其他文件包括弗雷泽街 Duo Residences 私人房产的计算估计租金收入，以及一份包含建屋发展局驳回对拟强制征收房屋所有权组屋的反对意见的文件。

2017 年，谭女士本人曾报告过一起机密信息泄露事件，当时一名在建屋发展局转售业务部门工作的官员向《海峡时报》的一名记者泄露了涉及转售交易的项目信息。

当时已是集团董事的谭就机密信息泄露一事向警方报案。

该警官随后在地区法院被控违反《官方保密法》，并被处以2000美元罚款。该记者则受到警方严厉警告。

查阅政府名录可知，谭先生已不再担任建屋发展局（HDB）房地产管理及物业集团总监。
