Russia ‘sabotaging’ power supply lines at Zaporizhzhia plant: Greenpeace

Investigation finds no evidence of Russia’s claims that Ukrainian attacks hit the nuclear power plant.

Russia is sabotaging the Zaporizhzhia nuclear power plant in occupied southeastern Ukraine and blaming it on Kyiv to “confuse and distract” from the threats posed by its “illegal occupation and war”, Greenpeace has warned.

In a report published on Thursday, the environmental group concluded that Moscow is “deliberately sabotaging” the plant’s electricity supply while engaging in a “disinformation campaign” about the attacks.

Greenpeace Ukraine and London-based McKenzie Intelligence Services (MIS) analysed satellite imagery of the site and found no evidence of Russian claims that Ukrainian attacks had occurred.

“The satellite imagery and evidence is clear – Ukraine did not attack its own Zaporizhzhia nuclear plant electricity system,” said Shaun Burnie, a nuclear specialist at Greenpeace Ukraine. “This is part of a massive disinformation campaign, enacted by Moscow to confuse and distract from the real safety threats caused only by their illegal occupation and war.”

“The repeated loss of external power at [the plant] is the result of Russian military attacks on Ukraine’s electricity grid and sabotage operations at [the plant] and associated switchyards,” he said.

MIS analysed several satellite images of the 330 kV Ferosplavna-1 power line near the Zaporizhzhia plant provided by Airbus’s defence and space division. The images were taken between October 2025 and June 2026 and analysed to assess whether damage at the site was caused by Ukrainian artillery fire on February 10 and a Ukrainian drone strike on June 4, as Moscow alleged.

MIS concluded that the damage to the power line was inconsistent with artillery fire or drone strikes.

It added that artillery fire would usually leave a pattern of impact craters and dispersed damage across the targeted area, which was not visible.

MIS also found that the damage allegedly caused by a Ukrainian drone strike on June 4 was already visible before the supposed attack.

According to the United Nation’s nuclear watchdog, the International Atomic Energy Agency (IAEA) , Ferosplavna-1 is Zaporizhzhia’s only remaining external power line. Last month, the IAEA stressed the importance of a stable electricity supply at the plant to ensure nuclear safety.

Greenpeace echoed that warning on Thursday, saying that a stable electricity supply is crucial to “operate essential reactor safety systems, including pumps that provide cooling for nuclear fuel in reactor cores and spent fuel pools”.

绿色和平组织乌克兰分部和总部位于伦敦的麦肯齐情报服务公司（MIS）分析了该地点的卫星图像，没有发现任何证据支持俄罗斯关于乌克兰发动袭击的说法。

MIS分析了空客防务与航天部门提供的位于扎波罗热工厂附近的330千伏“铁之柱-1”输电线路的多张卫星图像。这些图像拍摄于2025年10月至2026年6月之间，分析的目的是评估该线路的损坏是否如莫斯科所称，是由2月10日乌克兰炮火袭击和6月4日乌克兰无人机袭击造成的。

MIS得出结论，电力线路的损坏与炮火或无人机袭击不符。

报告还指出，炮火通常会在目标区域留下弹坑和分散的破坏痕迹，这些痕迹是肉眼无法看到的。

MIS 还发现，据称乌克兰无人机在 6 月 4 日发动袭击造成的破坏，在袭击发生之前就已经显现出来了。

根据联合国核监督机构国际原子能机构（IAEA）的说法，费罗斯普拉夫纳-1号输电线路是扎波罗热核电站仅存的外部输电线路。上个月，国际原子能机构强调了该核电站稳定供电对于确保核安全的重要性。
