AG says Prisons Dept to issue SOPs for Najib’s house arrest, RM50m fine must be paid

The Malaysian Prisons Department is set to release standard operating procedures for the house arrest of former Prime Minister Datuk Seri Najib Razak, addressing aspects such as visits, security, and monitoring.

Attorney General Tan Sri Mohd Dusuki Mokhtar has stated that Najib must first pay a RM50 million fine at the Kuala Lumpur High Court Registrar's Office before the house arrest can be implemented.

This follows Najib's conditional pardon, which allows him to serve the remainder of his sentence under house arrest until August 2028, after his conviction in the SRC International case.

The pardon decision, made by the Federal Territories Pardons Board, has reduced his sentence and financial penalty.

KUALA LUMPUR, Sept 20 — The Prisons Department is expected to issue standard operating procedures (SOPs) for Datuk Seri Najib Razak’s house arrest soon, with the rules to cover visits, security and monitoring of the former prime minister’s movements.

Attorney General Tan Sri Mohd Dusuki Mokhtar said, however, that Najib must first pay the RM50 million fine at the Kuala Lumpur High Court Registrar’s Office before the house arrest process can proceed, The Star reported today.

“I understand that there will be an SOP issued for the purpose of house arrest. He would first have to pay the RM50mil fine at the Kuala Lumpur High Court Registrar’s Office before the house arrest process could proceed,” Dusuki was quoted as saying.

Yesterday, reporters camped outside Najib’s home at Jalan Langgak Duta observed a team of Prisons Department personnel passing through the gate in the morning, and exiting a few hours later.

Several police vehicles were also seen arriving at the house throughout the day, with some personnel entering the residence, although the purpose of their visits was not immediately known.

The developments follow the Prime Minister’s Department’s announcement on Friday that Najib had been granted a conditional pardon allowing him to serve the remainder of his sentence under house arrest until August 23, 2028.

The pardon was granted at the 64th meeting of the Federal Territories Pardons Board, chaired by His Majesty Sultan Ibrahim, King of Malaysia, and is subject to conditions including settlement of the RM50 million fine.

Najib’s house arrest arrangement follows his conviction in the SRC International case, for which he has been serving a prison sentence since August 2022 after the Federal Court upheld his conviction on seven charges involving RM42 million belonging to SRC International.

His original 12-year prison sentence and RM210 million fine were reduced to six years and RM50 million respectively by the Pardons Board in 2024.

昨天，记者们在纳吉位于 Jalan Langgak Duta 的住所外守候，看到监狱部门的一队工作人员早上穿过大门，几个小时后离开。

当天还可以看到几辆警车抵达该房屋，一些警员进入了住宅，但他们到访的目的尚不清楚。

此前，首相署于周五宣布，纳吉布已获得有条件赦免，允许他居家监禁至 2028 年 8 月 23 日，之后出现了这些进展。

该赦免令是在由马来西亚最高元首苏丹易卜拉欣陛下主持的联邦直辖区赦免委员会第64次会议上授予的，但附带条件，包括缴纳5000万令吉的罚款。

纳吉布因 SRC 国际公司案被定罪后，被安排居家监禁。自 2022 年 8 月以来，他一直在服刑，此前联邦法院维持了对他的七项指控，涉及 SRC 国际公司 4200 万令吉。

2024年，赦免委员会将他原判的12年监禁和2.1亿令吉罚款分别减至6年监禁和5000万令吉。
