President Tharman Shanmugaratnam has appointed Professor Tan Chorh Chuan as an alternate member of the Council of Presidential Advisers (CPA) from Sept 1.
Prof Tan, 67, who recently retired after serving four decades in the public service, was nominated by Prime Minister Lawrence Wong.
He was appointed following the President's consultation with Chief Justice Sundaresh Menon and Chairman of the Public Service Commission (PSC) Lee Tzu Yang.
In a statement on Friday (Sept 4), The Istana said that Prof Tan's appointment is for a period of four years.
The CPA advises the President in the exercise of his custodial powers such as in past reserves of the Government and the appointment of key personnel in the public service.
Under the Constitution, it is mandatory for the President to consult the CPA while exercising his custodial powers.
The 10-member CPA comprises eight members and two alternate members.
Of the two alternate members, one is appointed by the President at his discretion, while the other is appointed by the President on the advice of the Prime Minister, in consultation with the Chief Justice and PSC chairman.
Prof Tan was Permanent Secretary of National Research and Development, and Public Sector Science and Technology and Plans Office in the Prime Minister's Office, till his retirement.
He is presently chairman at the Agency for Science, Technology and Research and the Ministry of Health Office for Healthcare Transformation.
In a statement by the Public Service Division announcing his retirement on July 30, the agency said Prof Tan had provided strategic leadership in raising the public service's science , technology and innovation capabilities.
Coordinating Minister for Public Services and Minister-in-charge of Public Service Chan Chun Sing also thanked Prof Tan in a statement then, saying he has made "outstanding and impactful contributions" to public service.
"He has served with distinction to strengthen our capabilities in the areas of healthcare, higher education, research and innovation," the coordinating minister said.
Prof Tan now joins Energy Market Authority chair Tan Ching Yee as the two alternate members of the CPA.

总统府在周五（9月4日）发表声明称，陈教授的任命期限为四年。
CPA 为总统行使保管权提供建议，例如政府过去的储备金和公共服务部门关键人员的任命。
根据宪法规定，总统在行使监护权时必须咨询《宪法汇编》。
CPA由10名成员组成，其中8名成员为正式成员，2名候补成员。
两名候补成员中，一名由总统酌情任命，另一名由总统根据总理的建议，与首席大法官和公共服务委员会主席协商后任命。
陈教授退休前曾任总理公署国家研究与发展部常任秘书、公共部门科学技术及计划办公室常任秘书。
他目前担任科学技术研究署和卫生部医疗改革办公室的主席。
公共服务部门在7月30日宣布陈教授退休的声明中表示，陈教授在提升公共服务部门的科学、技术和创新能力方面发挥了战略领导作用。
公共服务统筹部长兼公共服务主管部长陈振声当时也在一份声明中感谢陈教授，称他对公共服务做出了“杰出而有影响力的贡献”。
统筹部长表示：“他在加强我们在医疗保健、高等教育、研究和创新领域的能力方面做出了杰出贡献。”
陈教授现在与能源市场管理局主席陈清义一起成为CPA的两名候补成员。
