SEOUL, Sept. 4 (Yonhap) -- The leader of Samsung Electronics Co.'s largest labor union and a senior union official are under investigation on suspicion of stealing the personal information of about 100,000 company employees to create a "union blacklist," information obtained by Yonhap News Agency showed Friday.

The Hwaseong Dongtan Police Station referred Choi Seung-ho, head of the Samsung Electronics labor union, and the unidentified senior union official to the prosecution without detention on charges of violating the personal information protection law, according to the information.

Choi and the union official are accused of compiling a blacklist, using illegally obtained personal information of employees that included their union membership. They are believed to have made such a list in and around March, when the union was preparing to launch a general strike over performance-based bonuses.

The unidentified union official, who used to handle the company's internal systems, is suspected of unlawfully obtaining a file containing the names of more than 100,000 company employees and handing it over to the labor union.

On April 10, Samsung Electronics filed a police complaint against unspecified union officials, alleging that they had extracted and shared employee information that was not related to their duties.

The company then filed a complaint against the union official now in question on April 16, accusing him of illegally collecting the personal information of a large number of employees through the company's internal system and providing it to a third party.

The company alleged that the union official accessed the internal system approximately 20,000 times over about an hour to view employees' personal information.

The police spent nearly five months investigating various circumstances indicating Choi's involvement in creating a union blacklist before confirming the charges against the two.

On the other hand, the police also referred four other Samsung Electronics employees to prosecutors on the same day on charges of violating the personal information protection law by improperly accessing the company's internal system.

The four allegedly checked the union membership status of other employees out of curiosity but did not compile or distribute the information.

崔某和工会官员被指控利用非法获取的员工个人信息（包括工会会员信息）编制了一份黑名单。据信，他们是在3月份前后编制这份名单的，当时工会正准备就绩效奖金问题发起总罢工。

这位身份不明的工会官员曾负责公司的内部系统，他涉嫌非法获取了一份包含超过 10 万名公司员工姓名的文件，并将其交给了工会。

4月10日，三星电子向警方报案，指控未指明的工会官员提取并泄露了与员工职责无关的信息。

随后，该公司于 4 月 16 日对目前涉事的工会官员提起诉讼，指控他通过公司内部系统非法收集大量员工的个人信息，并将其提供给第三方。

该公司声称，该工会官员在大约一个小时内访问了内部系统约 20,000 次，以查看员工的个人信息。

警方花了近五个月的时间调查各种迹象，这些迹象表明崔某参与了建立工会黑名单的行为，之后才确认了对两人的指控。

另一方面，警方当天还将另外四名三星电子员工移送检方，指控他们非法访问公司内部系统，违反了个人信息保护法。
