Inbound foreign cars must have valid VEP for passengers to submit SG Arrival Card from Oct 6

A valid VEP is required for all foreign-registered vehicles entering Singapore, and those without one will be turned back to Malaysia.

From Oct 6, foreign-registered vehicles must have a valid Vehicle Entry Permit (VEP) before submitting the Singapore Arrival Card (SGAC) to enter Singapore.

Travellers without a valid VEP cannot submit the SGAC and must apply for the permit beforehand or risk being denied entry or vehicle seizure.

From Nov 2, VEP applications or renewals will be denied if the vehicle has unpaid fines; motorists must settle fines before applying via LTA’s OneMotoring website.

SINGAPORE – Starting Oct 6, those entering Singapore in foreign-registered cars can submit their SG Arrival Card (SGAC) only if these vehicles have valid Vehicle Entry Permits (VEPs).

In a Facebook post on Sept 22, the Immigrations and Checkpoints Authority (ICA) said travellers will not be able to successfully submit their arrival cards if they intend to enter Singapore in a car without a valid VEP, as the SGAC system will verify the VEP status of the vehicle.

These travellers will instead be prompted to apply for the permit before travelling to Singapore via the Woodlands or Tuas checkpoints.

“This advance verification will alert travellers, including passengers, if the vehicle does not have a valid VEP, giving motorists an opportunity to rectify the issue before travelling to Singapore and avoid the inconvenience of being turned back at the land checkpoints,” said ICA.

The VEP requirement will be progressively extended to other vehicle types at the land checkpoints, said ICA.

The SGAC, which will be available on MyICA app from Sept 30, is a mandatory pre-arrival declaration that all travellers – including Singapore citizens, permanent residents and long-term pass holders – must submit before arriving in Singapore.

“A valid VEP also provides assurance that the vehicle has the requisite motor insurance in Singapore, as valid motor insurance covering the vehicle’s entire period of stay is a requirement for obtaining a VEP,” ICA said, adding that a permit cannot be issued without motor insurance.

Foreign-registered vehicles found without a valid VEP in Singapore may be seized, according to LTA’s One Motoring website.

In May 2026, the Land Transport Authority (LTA) and Ministry of Home Affairs (MHA) said in a joint statement that VEP applications or renewals for foreign-registered vehicles with unpaid fines will be denied starting Nov 2 .

Drivers and motorists are advised to settle all fines before applying for or renewing their VEP at LTA’s OneMotoring website, the authorities said.

从 11 月 2 日起，如果车辆有未缴纳的罚款，车辆入境许可 (VEP) 申请或续期申请将被拒绝；车主必须先通过陆路交通管理局的 OneMotoring 网站缴纳罚款，然后才能申请。

新加坡——自 10 月 6 日起，驾驶外国注册车辆进入新加坡的人员，只有在车辆持有有效车辆入境许可证 (VEP) 的情况下，才能提交新加坡入境卡 (SGAC)。

新加坡移民与关卡局 (ICA) 在 9 月 22 日的 Facebook 帖子中表示，如果旅客打算驾车进入新加坡而没有有效的车辆入境许可 (VEP)，他们将无法成功提交入境卡，因为新加坡机场管制局 (SGAC) 系统将验证车辆的 VEP 状态。

新加坡入境申报表（SGAC）将于 9 月 30 日起在 MyICA 应用程序上提供，这是一项强制性的入境前申报，所有旅客（包括新加坡公民、永久居民和长期准证持有者）在抵达新加坡之前都必须提交。

“有效的车辆入境许可 (VEP) 也能确保车辆在新加坡拥有必要的汽车保险，因为有效的汽车保险必须涵盖车辆在新加坡停留的整个期间，这是获得车辆入境许可的必要条件，”移民与关卡局 (ICA) 表示，并补充说，没有汽车保险就不能发放许可证。

根据陆路交通管理局 (LTA) 的 One Motoring 网站，在新加坡发现没有有效车辆入境许可证 (VEP) 的外国注册车辆可能会被扣押。

2026 年 5 月，陆路交通管理局 (LTA) 和内政部 (MHA) 在一份联合声明中表示，从 11 月 2 日起，对于有未缴罚款的外国注册车辆，将拒绝其车辆入境许可 (VEP) 申请或续签。

当局表示，建议驾驶员和驾车人士在通过陆路交通管理局的 OneMotoring 网站申请或续签车辆排放许可证 (VEP) 之前，先结清所有罚款。
