Former permanent secretary of the Ministry of National Development (MND) Benny Lim will continue as chairman of the Housing and Development Board (HDB) for another two-year term starting Oct 1, MND and HDB said in a joint statement on Wednesday (Sept 30).
The 69-year-old, who retired from the administrative service in May 2016, took over the role from Bobby Chin Yoke Choong on April 1, 2023.
Lim started his career in the public service as a police officer, later rising to the rank of deputy commissioner.
He was formerly director of the Internal Security Department and subsequently home affairs permanent secretary.
Prior to his retirement, Lim was also permanent secretary in the Prime Minister's Office.
He is presently special advisor to the Centre for Liveable Cities, National Security Studies Programme, and chairman of Temasek Life Sciences Laboratory.
New member and reappointments
Belinda Agnes Huang Wan Jing, director of ARC Studio Architecture + Urbanism, will be appointed a member of HDB's board in the new term.
In their joint statement, MND and HDB said she has extensive experience in architecture, urban design and high-density housing.
"She (Huang) was part of the team behind The Pinnacle@Duxton and was jointly conferred the President’s Design Award – Designer of the Year in 2020."
The 60-year-old replaces outgoing member Rita Soh Siow Lan, also an architect, who has served six years on the board.
MND and HDB said in their statement that Soh had contributed to the audit and risk committee, as well as design and liveability issues.

The board's term runs from Oct 1 this year to Sept 30, 2028.
国家发展部和建屋发展局周三（9月30日）发表联合声明称，国家发展部前常任秘书林荣福将继续担任建屋发展局主席，任期两年，从10月1日起生效。
这位 69 岁的老人于 2016 年 5 月从行政部门退休，于 2023 年 4 月 1 日接替 Bobby Chin Yoke Choong 担任该职务。
林先生的职业生涯始于公共服务部门，担任警官，后来晋升为副警务处长。
他曾任内部安全部主任，后任内政部常务秘书。
林先生退休前曾任总理公署常任秘书。
他目前担任宜居城市中心、国家安全研究计划的特别顾问，以及淡马锡生命科学实验室主席。
新成员和续任成员
ARC Studio Architecture + Urbanism 的总监 Belinda Agnes Huang Wan Jing 将在新一届任期内被任命为建屋发展局 (HDB) 董事会成员。
国家发展部和建屋发展局在联合声明中表示，她在建筑、城市设计和高密度住宅方面拥有丰富的经验。
“她（黄）是达士敦巅峰大厦设计团队的成员之一，并于 2020 年与他人共同荣获总统设计奖——年度设计师奖。”
这位 60 岁的人士接替了即将卸任的成员 Rita Soh Siow Lan，Rita Soh Siow Lan 也是一名建筑师，她在董事会任职六年。
国家发展部和建屋发展局在声明中表示，Soh曾为审计和风险委员会以及设计和宜居性问题做出贡献。
