The Malaysian government has allocated RM150 million to activate the Postal Service Fund, set to operate in the first quarter of 2027, to support the Universal Service Obligation, particularly in rural and remote areas.
The funding represents an increase from the previously announced RM50 million, reflecting the need to adapt to evolving e-commerce and digital landscapes.
Communications Minister Fahmi Fadzil highlighted the importance of fair compensation for postal workers and collaborative efforts with e-commerce providers and major courier companies to address operational challenges.
The fund, legislated since 2012, aims to expand and enhance postal services while aligning with the goals of the World Post Day celebration.
KUALA LUMPUR, Oct 10 — The government has allocated RM150 million to activate the Postal Service Fund, which is now expected to begin operating in the first quarter of 2027, Communications Minister Datuk Seri Fahmi Fadzil said today.
He said the initial fund will, among other things, support the Universal Service Obligation (USO), particularly the delivery of letters to rural areas, remote locations and islands.
“The government has agreed to activate the Postal Fund, which will hopefully begin operating in the first quarter of 2027, with initial funding of RM150 million,” Fahmi told a press conference after officiating the World Post Day celebration at the Pos Malaysia headquarters here today.
Fahmi had previously said in January that the government was targeting the fund’s introduction by the third quarter of 2026.
The RM150 million allocation is three times the RM50 million funding previously announced for the programme.
Acknowledging the changing landscape of e-commerce and digital technology, Fahmi said this also meant that adjustments might be needed to policies, legislation and operational practices governing the postal sector.
He stressed that the welfare of postal and courier workers must also be protected, including ensuring fair compensation and decent wages.
“We do not want a situation where there is excessive imbalance,” he said.
He added that MCMC had begun engagement with e-commerce service providers, with discussions to be extended to major courier companies.
The commission would also continue discussions with regulatory agencies, including the Royal Malaysia Police and the National Pharmaceutical Regulatory Agency, to address complaints involving e-commerce transactions and parcel deliveries.
Fahmi said the Postal Service Fund had been provided for under legislation since 2012, but previous governments had not taken steps to operationalise it.
He said he had also asked that the fund’s scope not be limited to conventional postal services, noting that deliveries of goods to remote communities could also serve an important function.
“MCMC will make a full announcement in due course to explain the functions of the Postal Fund,” he added.
The Postal Service Fund was provided for under Section 98 of the Postal Services Act 2012, which places it under MCMC’s control and operation.
Section 98 also explained how the fund is to comprise money provided by Parliament and contributions from licensees or other parties.
Under this provision, it also permits spending on universal postal services, expanding and improving the postal network, technology and other postal-related purposes determined by the minister.
In-line with the World Post Day, Fahmi said the Communications Ministry, MCMC and Pos Malaysia would work together on special initiatives to mark the 70th anniversary of National Postal Day, including efforts to strengthen ties between Pos Malaysia and the Malaysian Philatelic Society.

法赫米承认电子商务和数字技术格局正在发生变化,并表示这也意味着邮政部门的政策、立法和运营实践可能需要进行调整。
他强调,必须保障邮政和快递工人的福利,包括确保公平的补偿和体面的工资。
他说:“我们不希望出现过度失衡的情况。”
他还补充说,马来西亚通信与多媒体委员会(MCMC)已开始与电子商务服务提供商接洽,并将讨论范围扩大到主要快递公司。
委员会还将继续与包括马来西亚皇家警察和国家药品监管局在内的监管机构进行讨论,以解决涉及电子商务交易和包裹递送的投诉。
法赫米表示,邮政服务基金自 2012 年起就已在立法中设立,但之前的几届政府都没有采取措施使其运作起来。
他还表示,他曾要求该基金的范围不应仅限于传统的邮政服务,并指出向偏远社区运送货物也可以发挥重要作用。
“马来西亚通信与多媒体委员会(MCMC)将在适当时候发布全面公告,解释邮政基金的职能,”他补充道。
邮政服务基金是根据 2012 年邮政服务法第 98 条设立的,该条规定邮政服务基金由马来西亚通信和多媒体委员会 (MCMC) 控制和运营。
