The Parliamentary Service Council (MPP) is set to be fully operational by December to ensure the administrative autonomy of the Malaysian Parliament.

The council will be co-chaired by the Dewan Rakyat Speaker and Dewan Negara President, comprising 16 members including four MPs and two senators.

KUALA LUMPUR, Oct 14 — The Parliamentary Service Council (MPP), which will oversee the administrative autonomy of the Malaysian Parliament, is expected to be fully operational by December.

Dewan Rakyat Speaker Tan Sri Johari Abdul said the council would oversee matters including the service scheme, career paths and administration of parliamentary officers, as well as ensure compliance with the provisions of the Parliamentary Services Act 2025.

“We hope the establishment of the MPP, beginning in December, will enable Parliament to restore the principle of separation of powers and strengthen the country’s democracy in accordance with the mandate of the Federal Constitution,” he told a press conference after the handover ceremony marking administrative transition and institutional reform at the Malaysian Parliament here today.

The event was attended by Prime Minister Datuk Seri Anwar Ibrahim, Dewan Negara President Senator Datuk Seri Awang Bemee Awang Ali Basah, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar and Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said.

Johari said the establishment of the MPP followed the official enforcement of the Parliamentary Services Act 2025 on October 1, restoring Parliament’s administrative independence after 33 years under the Prime Minister’s Department (JPM).

He said the MPP would be co-chaired by the Dewan Rakyat Speaker and the Dewan Negara President, with a total membership of 16.

Johari said its members would include the Director-General of Public Services (KPPA), Treasury Secretary-General (KSP), four Members of Parliament and two senators, who would be elected when the Dewan Negara sitting begins on Nov 30.

At the Dewan Rakyat sitting this morning, the prime minister tabled a motion to appoint four MPs to the MPP, which was passed by a majority without debate.

The four appointees, comprising two government and two opposition representatives, are Ramkarpal Singh (PH-Bukit Gelugor), Datuk Seri Hasni Mohammad (BN-Simpang Renggam), Datuk Seri Dr Ronald Kiandee (PN-Beluran) and Datuk Seri Takiyuddin Hassan (PN-Kota Bharu). — Bernama
