Bagan MP Lim Guan Eng has urged the Malaysian federal government to reveal the cost, tender process, and approval details for the TuJu navigation app, developed by Prosignal Consortium Sdn Bhd and owned by the Malaysian Highway Authority.
The app's shortcomings have led to national embarrassment after Prime Minister Anwar Ibrahim directed civil servants to use it over Waze, citing sovereignty and security concerns related to Israeli interference.
Lim questioned the suitability and experience of individuals on the company's board and demanded transparency and accountability on the decision-making process.
The National Cyber Security Agency clarified the Waze ban is limited to official duties, despite previous security concerns.
KUALA LUMPUR, Oct 23 — Bagan MP Lim Guan Eng today called on the federal government to disclose how much the TuJu road navigation app cost, whether it was awarded through an open tender, and who approved it.
The DAP lawmaker said the app’s failure had become a national embarrassment after Prime Minister Datuk Seri Anwar Ibrahim barred civil servants from using Waze and pointed them to TuJu instead, over sovereignty concerns and the security risk of possible interference by the Israeli government.
TuJu is owned by the Malaysian Highway Authority (LLM) and was developed by Prosignal Consortium Sdn Bhd (PCSB).
Lim said the app was launched on November 26, 2025, as a locally developed highway navigation tool, and has been in continuous development for four years since 2022.
“Questions are raised as to how the Prime Minister can be deceived to recommend TuJu when it is defective at best and completely unusable at worst,” he said in a statement.
He claimed that PCSB’s board of directors includes individuals associated with opposition parties. He said there is nothing wrong with opposition politicians securing government contracts, but argued that these directors have no track record or expertise in technology, software engineering or road navigation apps.
“Was there a proper open tender exercise and due diligence carried out as well as who approved a failed TuJu road navigation application?” he asked, adding that the public is still waiting to learn how much was paid to develop the app.
He said the government must come clean in the public interest, to uphold accountability and transparency and “keep the reformist spirit alive”.
The ban on Waze was decided at a National Cyber Security Committee meeting, with Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar instructing department heads to ensure it was implemented immediately.
Anwar said on Tuesday that the government was looking into security risks arising from Waze, which he said was bound by Israeli laws.
The National Cyber Security Agency later clarified that the ban applies only to civil servants on official duty, though it still encouraged them to uninstall Waze and switch to a local alternative.
LLM apologised yesterday for disruptions to TuJu, attributing them to a surge in new users after Anwar’s call, while users also complained about its navigation and route accuracy.
Waze has rejected claims that it collects sensitive government information or allows any party to exploit users’ personal data, calling them false.
