Thai Exports to EU could see impact from ongoing protests
Suphajee Suthumpun, Deputy Prime Minister and Minister of Commerce, has instructed the Department of International Trade Promotion and its overseas trade offices to monitor protests and civil unrest in Europe.
They are tasked with assessing potential risks to Thai trade and exports, while providing ongoing updates and guidance to Thai entrepreneurs to help them plan their business operations and adapt in a timely manner.
Recently protests have occurred in six countries—France, Italy, Portugal, Albania, Spain, and Belgium—which could potentially lead to work stoppages and disrupt transport systems and economic activities.
Despite these growing concerns, trade data between Thailand and the European Union from January to August 2026 remains strong, recording a total value of $34,692.72 million (a 17.13% year-on-year increase), with Thai exports to the EU reaching $21,062.04 million and generating a trade surplus of $7,431.36 million.
However, prolonged unrest could still cause transport delays and higher operating costs for Thai exporters dependent on this vital market.
To mitigate these risks, the Ministry has advised Thai entrepreneurs to diversify export destinations toward ASEAN, South Asia, and the Middle East, while adjusting transport routes and delivery schedules.
Exporters are also urged to review insurance policies to cover civil unrest, manage foreign exchange volatility, and relocate warehouses to safer regions to maintain supply chain continuity.
Nantapong Jiralertpong, Director of the Trade Policy and Strategy Office (TPSO) at the Ministry of Commerce, is scheduled to announce Thailand’s export figures for September and the first 9 months of 2026 via Facebook Live today at 10:30 AM.
In August 2026, Thai exports grew for the 26 th consecutive month, expanding by 24.3% year-on-year to $34,618.7 million (1.157 trillion Baht). Excluding oil-related products, gold, and military supplies, exports rose by 19.5%, driven by overseas investments in infrastructure and AI-related industries that boosted demand for electronics.
The Ministry of Commerce currently projects full-year export growth between 5% and 11% (with an 8% midpoint) and plans to review this target in November. However, with an impressive 18.9% growth rate recorded in the first eight months, full-year expansion could reach up to 15%, setting an all-time record of $391,267.4 million.
To achieve this landmark figure, Thailand will need to average $31,000 million in monthly export value over the remaining four months (September to December).
PM Anutin expects GDP to be better than projection
Prime Minister Anutin Charnvirakul expressed confidence on the program “Talking with Anutin” last Saturday that Thailand’s GDP growth this year will surpass the initial 2.1% projection.
He has instructed the National Economic and Social Development Council (NESDC) to review and raise the forecast, citing robust economic indicators such as export growth exceeding 20%, foreign investment in the first half of the year surging 30% past the total for 2025, and higher tax revenues alongside government stimulus measures.
He emphasized that Thailand competes globally through workforce capabilities, transport connectivity, and access to a 700-million-strong ASEAN market rather than cheap labor.
Anutin during his talk also outlined plans to boost energy stability and household income by allowing citizens to sell surplus clean electricity back to the state grid.
He highlighted Thailand’s robust economic expansion, pointing to a 30% surge in private investment and a 25% increase in exports during the first half of the year. Emphasizing global partnerships and strategic international engagements, the administration is positioning Thailand as a trusted economic partner and a key pillar of regional food security.
Deputy Prime Minister and Commerce Minister Suphajee Suthumpun is pushing forward new Trade Credit Term guidelines to prevent large corporations from delaying payments to small and medium-sized enterprises (SMEs). Published in the Royal Gazette on October 2, 2026, and taking effect on November 2, 2026, the Trade Competition Commission (TCC) regulations establish mandatory payment caps of 30 days for agricultural products and 45 days for general trade, manufacturing, and services. The rules also mandate a 60-day advance notice for any contract changes and place the burden of proof on large buyers in regulatory disputes to protect smaller vendors.
Supree Thongphetch, president of the Thai SME Council, praised the reform as a crucial breakthrough for resolving liquidity bottlenecks among more than three million SMEs struggling with operational costs like wages and raw materials. Shortening credit cycles from 60 days to 45 days is expected to inject approximately 250 billion Baht in working capital back into the SME economy, while reducing 90-day cycles down to 45 days could unlock up to 750 billion Baht in total liquidity, fostering a fairer and more competitive business environment.
PTT should Pay Out more Dividends
Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas announced a proposal directing Ministry representatives on PTT Plc’s board to request higher dividend payouts from the state-owned energy conglomerate.
Designed under the principles of an Earmarked Tax to adhere to fiscal discipline, the additional revenue aims to boost Ministry income while injecting funds to shore up the State Oil Fuel Fund. Concurrently, the Ministry plans to collaborate with the Excise Department and the Ministry of Energy to cut excise taxes on E20 and E85 gasohol, supporting domestic agricultural feedstock like sugarcane, cassava, and palm oil while encouraging PTT to secure advance ethanol purchasing agreements.
Although the proposed excise tax reductions are not expected to immediately lower retail pump prices, they serve to prevent price surges for E20 and E85 fuels, maintaining the current 6-Baht price differential against standard options. By preserving this price gap, the initiative seeks to stabilize consumer demand and direct generated revenue toward rescuing the State Oil Fuel Fund, which currently faces a deficit exceeding 100 billion Baht.
Additionally, Ministry of Finance is set to propose a 70,000 to 80,000-Baht million-roof solar project to the Cabinet on October 26, 2026. Set for registration on October 27, the initiative provides a 50,000-Baht household loan via three state-owned banks at a special low interest rate of 2.5% per year for a minimum term of seven years, allowing citizens to install rooftop, ground-mounted, or floating solar systems with a maximum capacity of 10 kilowatts.
Under the project, the Metropolitan Electricity Authority (MEA) and the Provincial Electricity Authority (PEA) will buy back excess electricity at 2.20 Baht per unit. After deducting loan repayments, participating households are expected to earn a net monthly income of 700 to 1,000 Baht.
Additionally, the budget will cover smart grid and smart meter infrastructure, alongside workforce training programs in collaboration with the Ministry of Labor to help low-income earners and welfare cardholders build sustainable installation skills.
An Energy Ministry source revealed that the Energy Policy Administration Committee (EPAC), chaired by Energy Minister Akanat Promphan on October 21, 2026, approved using 3 to 4 billion Baht in surplus refining profits from September to subsidize high-speed diesel ex-refinery prices. The scheme will reduce ex-refinery prices by 2 to 3 Baht per litre to ease living costs for the public, with implementation expected to take effect in November.
However, the upcoming ex-refinery discount is lower than the current 4-Baht-per-litre reduction that ran from September 16 to October 31, 2026. Consequently, retail diesel prices could rise in November unless the Ministry of Finance issues a corresponding reduction in diesel excise tax rates.
Thailand’s Ministry of Finance has paused a proposal to implement a 1,000-Baht departure tax for air passengers to support tourism momentum during the fourth quarter. Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas stated that introducing the tax now would place an undue burden on travellers and airlines. The decision considers both the ongoing recovery of the tourism sector and operational challenges faced by airlines due to conflict in the Middle East.
Although the draft law—which allows for a rate of up to 5,000 Baht—remains open for public consultation through October 29, the government will carefully evaluate economic conditions before deciding on its implementation. The ministry expects this delay to sustain visitor confidence and demand, while clarifying that any separate arrival fees fall under the jurisdiction of the Ministry of Tourism and Sports.
Data from the Japan National Tourism Organization (JNTO) shows that Thai visitor arrivals to Japan rose by 2.4% year-on-year to 835,000 during the first nine months of 2026, making Thailand Japan’s sixth-largest inbound tourism market. This growth occurred despite a 12.6% drop in Thai arrivals during September. The resilience of Thai travel contributed positively even as Japan’s overall international arrivals declined by 2.9% overall, primarily weighed down by a sharp 55.5% contraction in Chinese visitors.
Travel industry experts expect overall Thai tourist numbers to Japan to grow by about 6% for the full year of 2026 compared to the previous year, when over 1.23 million Thais visited the country. The top five international visitor markets to Japan in the first nine months were led by South Korea 8,262,700 tourists (+21.6%), followed by Taiwan 5,997,600 (+19.1%). China ranked third with 3,335,500 visitors despite a sharp 55.5% decline, while the United States and Hong Kong placed fourth and fifth, recording 2,522,800 (+5.2%) and 1,963,300 visitors (+7.7%).
South Korea and Taiwan maintained the top spots for inbound travel to Japan during the nine-month period, followed by China, the United States, and Hong Kong ahead of Thailand.
The Transport Ministry is planning to propose a one-year extension for the 40-Baht daily flat-rate fare promotion on Bangkok’s Red and Purple electric train lines, which is currently scheduled to expire on November 30. Government deputy spokeswoman Ploythalay Laksameesaengjan announced on Sunday that the ministry has agreed to continue the discount scheme to help ease the cost-of-living burden for commuters, pending formal approval from the Cabinet.
The promotion, which began in December 2025, has significantly boosted ridership by allowing passengers using eligible contactless credit, debit, or Mangmoom cards to cap their daily travel costs at 40 Baht across the State Railway of Thailand’s Red lines and the MRTA’s Purple line. Official data shows a dramatic surge in popularity since the rollout, with average daily ridership jumping 89% on the Red lines to 9,460 and skyrocketing 135% on the Purple line to 27,653 passengers.
The State Railway of Thailand (SRT) filed a lawsuit with the Central Administrative Court on October 21, 2026, against Asia Era One and seven guarantors to recover 13.34 billion Baht. The claim consists of 10.67 billion Baht in principle unpaid concession fees for the Airport Rail Link—due since October 24, 2021, under the three-airport high-speed rail PPP agreement—plus 2.66 billion Baht in default interest following unsuccessful payment demands and dispute resolution efforts.
The co-defendants named in the lawsuit include Bangkok Bank and Siam Commercial Bank, which each issued a 1-billion-Baht performance guarantee, alongside five corporate guarantors: Charoen Pokphand Holding, China Railway Construction Corporation, Bangkok Expressway and Metro, CH. Karnchang, and Italian Thai Development. The SRT affirmed that legal action was taken to protect state interests, reassuring the public that Airport Rail Link passenger services will continue to operate normally without disruption.
The National Broadcasting and Telecommunications Commission (NBTC) board approved the establishment of a 15-member legal advisory subcommittee. The panel features prominent legal scholars and experts, including Prof. Dr. Surapol Nitikraipot, Prof. Dr. Somkid Lertpaithoon, and Prof. Special Jaran Pukditanakul. Authorized under the Frequency Allocation Act, the subcommittee is tasked with providing legal opinions, reviewing regulations, and summoning NBTC officials to clarify issues related to broadcasting, television, and telecommunications operations.
The subcommittee members will serve a one-year term, with NBTC commissioner Assoc. Prof. Dr. Supach Supachalasai assigned to sign the formal appointment order. The office has been instructed to organize a meeting for the appointees to select a subcommittee chairperson by October 26, before reporting the final selection back to the main NBTC board during its upcoming meeting scheduled for November 4.
On Thursday, October 22, the SET Index closed at 1,562.67 points, up 6.58 points or 0.42%, with a trading value of 67,157.61 million Baht. The index spent most of the session in positive territory, bucking the trend seen in most regional markets, which experienced declines. This occurred despite a lack of fresh catalysts and persistent pressure on global financial markets from high crude oil prices—with Brent crude reaching $112 per barrel amid the ongoing conflict in the Middle East.
The primary buying momentum came from large-cap commercial bank stocks, which saw notable gains, while energy stocks were bolstered by the rise in global crude oil prices. These factors enabled the Thai stock market to close in positive territory.
Regarding the market outlook for today, investors should monitor upcoming earnings reports from U.S. tech companies, as better-than-expected results could boost global sentiment, alongside domestic economic and energy sector earnings announcements. The SET Index is expected to trade within a range of 1,540 points (support) to 1,600 points (resistance).
TMBThanachart Bank (TTB) Chief Executive Officer Piti Tantakasem announced that the board of directors has approved the 5 th tranche of its 35-billion-Baht, four-year share repurchase program (2025–2028), aimed at optimizing capital management and maximizing shareholder returns ahead of schedule.
Having already repurchased 10.038 billion shares (10.29% of paid-up capital) for approximately 21 billion Baht across four prior rounds, the bank has roughly 14 billion Baht remaining in its buyback budget. The repurchased shares carry no dividend rights, which reduces the overall share count used for dividend calculations and boosts the potential return per share for existing shareholders.
Brokerage sources note that the remaining 14-billion-Baht buyback is set at an average target price range of 2.49 to 2.63 Baht per share, which sits below the stock’s October 22, 2026 closing price of 2.72 Baht.
Consequently, retail investors are expected to hold onto their shares or sell on the open market for higher returns. However, major shareholder ING Group, which currently holds over 10.1 billion TTB shares, is anticipated to use this tranche to further trim its stake—potentially selling around 5 billion additional shares, following a previous sale of approximately 6.891 billion shares through the bank’s repurchase scheme.
According to data from TRIS Rating as of October 15, 2026, 23 listed companies have had their credit ratings downgraded since the beginning of 2026. The primary reasons for these downgrades include weaker-than-expected operating performance, rising debt burdens, and declining profitability. Some companies have also faced liquidity issues and defaults, leading to their credit ratings being downgraded to the ‘D’ level. Of these, 21 are companies listed on the Stock Exchange of Thailand (SET).
The real estate development sector accounts for the largest share, with 9 companies affected—reflecting the significant pressure on businesses in this industry—while the finance and securities, construction services, energy and utilities, and food and beverage sectors each saw 2 companies receive downgrades.
Companies that warrant particularly close attention include Royal Orchid Hotel (Thailand) Public Company Limited (ROH), Thai Polycons Public Company Limited (TPOLY), and Sahakol Equipment Public Company Limited (SQ), all of which have had their credit ratings downgraded to the ‘D’ level.
Charoen Pokphand Group (CP Group) has issued a statement clarifying that it has not registered rights over holy basil nationwide, responding to public concern and misinformation circulating online. The company explained that the plant variety protection application was filed by its subsidiary, CPRAM Co., Ltd., for only four specific new varieties it developed to support agricultural innovation, and that neither CP Group nor senior figures hold rights to them.
CP Group emphasized that farmers remain completely free to grow, consume, and trade more than 300 traditional varieties of holy basil without needing permission. While defending the development of new plant varieties as a way to enhance agricultural yields and options, the company warned that it reserves the right to take legal action against individuals spreading false or distorted information that damages its reputation.
A social media stir erupted early this morning after a Facebook page named “Godd Dam” posted a bank transfer slip claiming a 7-million-Baht ‘tea money’ (bribe) payment had been sent directly to an account belonging to Prime Minister and Interior Minister Anutin Charnvirakul.
The post quickly went viral, widely shared by opposition supporters and online users, before vanishing within less than an hour of its publication.
Netizens and observers quickly questioned the authenticity of the slip, pointing out that standard mobile banking daily transfer limits rarely exceed 5 million Baht and that bribery payments are implausibly made through easily traceable direct bank transfers.
Meanwhile, People’s Party MP Rukchanok Srinork acknowledged the controversy online, while the “Godd Dam” page later claimed the post was removed or blocked.
Government Spokesman Ekkapob Pianpises fiercely condemned the Facebook page “Godd Dam” over a deleted post alleging a 7-million-Baht bribe payment to Prime Minister Anutin Charnvirakul, dismissing it as fake news intended to undermine government credibility. He clarified that the account responsible has no real identity and operates as part of a coordinated political smear campaign using automated bot networks to artificially boost engagement and spread false information.
Ekkapop further criticized certain politicians and networks for rapidly sharing the unverified claim to amplify the scandal before the original post was deleted. He stressed that significant damage had already been done and warned that individuals who share or propagate this fake news could face strict legal liability.
No Decision on Censure Debate Yet
Bhumjai Thai MP Thanakorn Wangboonkongchana refuted Democrat claims that the government is evading a no-confidence debate, stating Prime Minister Anutin Charnvirakul is ready to clarify all issues. He explained that negotiations stalled because the opposition rigidly demanded a 5-day debate rather than accepting the government’s four-day proposal.
He added that scheduling must accommodate vital diplomatic commitments, including the APEC Summit in China, the ASEAN Summit in the Philippines, and an official visit by China’s Prime Minister. A debate date will be finalized once these issues that the Prime Minister cannot skip as they are national priorities.
49 th Asean Summit is set to take place in Philippines from November 16-18.
APEC Summit is set to take place in Shenzhen (China) from November 18-19
On October 22, opposition whips walked out of a parliamentary meeting with government whips after failing to reach an agreement on the scheduling of a no-confidence debate targeting 18 Cabinet members, including the prime minister. This marked the second time opposition representatives from the Democrat and People’s parties abruptly left negotiations chaired by Deputy House Speaker Mallika Jirapunvanit. Government whips proposed a four-day debate from October 26 to 29 with a vote on October 30, whereas the opposition demanded five days for discussions plus an additional day for voting, pushing the entire process into November.
PM Anutin wants it on October 27 as per Astrologer’s Prediction
Reports suggests that Prime Minster Anutin Charnvirakul wants the no-confidence debate to be held on October 27, 2026, because his astrologer has told him to do so if he wants to win without being grilled too much.
The statement prompted government to come out to say ‘show us the proof’ of such meeting with astrologer.
Satit Wongnongtaey, an opposition whip, stated that in his 31 years in parliament—even during the strong majority under Prime Minister Thaksin Shinawatra in 2005—he has never seen a government impose so many conditions on a no-confidence debate schedule. He criticized the administration’s proposed three-day window in late October and rejected claims of unavailable time, emphasizing that under a democratic system, the executive cannot evade constitutional oversight by parliament.
Addressing whether the debate will occur before parliament closes on December 22, Satit insisted it is a constitutional mandate that must happen this session. With seven weeks remaining until the recess, he argued it is unreasonable for the government to claim it cannot spare 5 to 6 days for scrutiny, pointing to November 7–11 as a viable window that was inexplicably rejected.
Kla Tham Party’s entry into Government Coalition
Prime Minister Anutin Charnvirakul stated that anything can happen in politics regarding the possibility of the Kla Tham Party joining the ruling coalition, emphasizing that any decision will be based on national interest and government stability rather than suppressing political opponents. Speaking on his program, Anutin noted that while the inclusion of a third coalition partner depends on mutual necessity, cooperation, and policy benefits, it is still too early to make assumptions or link it directly to upcoming confidence vote outcomes.
He also dismissed rumors of internal friction within the administration, describing any internal waves playfully as a “jacuzzi” rather than underwater conflict, and praised the collaborative performance of professional and political cabinet members.
Addressing the upcoming no-confidence debate targeting 18 cabinet ministers, Anutin maintained that it is a standard parliamentary process under the constitution, stating he prefers to let the government’s concrete achievements speak for themselves rather than engaging in political retaliation.
He also expressed satisfaction with the performance of external professional ministers in key economic and foreign portfolios, highlighting how the blend of political representation and bureaucratic expertise ensures efficient governance and policy execution.
Online Gambling allowed but Brick & Mortar Casinos are not
Sirichok Sopha, a former Democrat MP for Songkhla, publicly challenged Digital Economy and Society (DES) Minister Chaichanok Chidchob regarding the persistent accessibility of major online gambling websites. Despite Chaichanok’s declared opposition to casinos, Sirichok questioned whether this stance applied strictly to physical venues or extended to online platforms. He pointed out that online gambling remains widespread under the leadership of the Bhumjai Thai-led government and the DES Ministry.
Sirichok highlighted a stark contrast between official claims of blocking nearly a million gambling URLs and reality, revealing that his test access to 30 major gambling sites—including UFABET, 1XBET, and SBOBET—resulted in 29 remaining fully accessible. Serving as an open report to the minister, he called for immediate investigation and decisive legal action to shut down these active platforms.
Bhumjai Thai Party legal chief Suphachai Jaismut is filing criminal lawsuits against MP Rukchanok Srinork, several media outlets, and dozens of online commenters over alleged false claims regarding a parliamentary committee dispute, refusing any settlements. He denied attempting to block an online gambling link investigation into party member Suchada Zhang Thaensap, stating his procedural filing predated the dispute. Suphachai also petitioned the NACC to investigate committee chair Rangsiman Rome for alleged ethical misconduct.
In response, Rukchanok rejected the allegations, warning that legal actions against the press foster self-censorship and harm public interest. Meanwhile, Rangsiman denied any wrongdoing, accusing Suphachai of utilizing procedural delays to shield Bhumjai Thai members from opposition oversight.
Prime Minister and Interior Minister Anutin Charnvirakul has ordered motorcycle taxi drivers in Pattaya and Bang Lamung district to revert to orange vests following complaints that recently introduced dark blue vests posed night safety risks and confused tourists.
Recently, on October 22, Naris Niramaiwong, Governor of Chonburi Province—in his capacity as chairman of the provincial committee—signed an order to revoke the committee’s previous announcement regarding the prescribed design for vests or outer garments to be worn by public motorcycle taxi drivers in the Bang Lamung District.
Thailand’s National Anti-Corruption Commission (NACC) has introduced new social media conduct rules for personnel at all levels, published in the Royal Gazette on October 24, 2026. The directive aims to maintain public confidence and ensure online activities do not interfere with official duties. It restricts non-work social media use during office hours, enforces political neutrality, and prohibits abusive or hate-inciting language.
Specifically, the code outlines five key prohibitions: posting inappropriate remarks regarding national institutions, sharing photos in NACC-emblemed uniforms that could harm the agency’s reputation, leaking confidential work information, and misusing official positions or letting family members exploit them for personal or commercial gain. If a violation is suspected, a preliminary inquiry will be launched, leading to potential ethics code actions or further disciplinary and criminal proceedings if misconduct is substantiated.
The Ubon Ratchathani Provincial Court declared pro-democracy activist Wanchalearm Satsaksit a missing person on September 28, granting him the legal status of someone presumed dead following a petition by his mother.
Wanchalearm, who fled to Cambodia after Thailand’s 2014 military coup, was abducted outside his Phnom Penh condominium on June 4, 2020. His disappearance occurred during a phone call with his sister, in which his last recorded words were, “I can’t breathe.”
Despite persistent efforts by his family—including his sister Sitanun, who traveled to Cambodia to investigate and reported facing harassment from state officials—his whereabouts and fate remain unknown. The court ruled that he met the legal threshold for missing person status after being absent for over five years without proof of life, enabling his mother to manage and distribute his estate among his surviving heirs.
Suan Dusit Poll has released the results of a nationwide public opinion survey on the topic of state welfare. When asked which areas the government should prioritize for welfare provision, 68.90% of respondents pointed to support for people with disabilities and those with special needs; 64.93% cited assistance for those affected by disasters or emergencies; 64.22% mentioned care for the elderly; 62.63% highlighted medical care and public health; and 57.42% identified support for the cost of living.
Regarding how the government should fund expanded welfare, 48.32% of respondents suggested reallocating or reprioritizing budget expenditures from other areas; 48.14% proposed increasing the tax burden on large corporations or highly profitable businesses; and 40.64% recommended improving tax collection efficiency and preventing tax evasion.
When asked to what extent current state welfare programs have improved the quality of life for the public, 47.53% of respondents felt they have helped “somewhat little,” 27.03% felt they have helped “somewhat significantly,” 16.34% felt they have helped “very little” or “hardly at all,” and 9.10% felt they have helped “significantly.” Finally, when asked about their level of confidence in the state welfare provision under an “Anutin-led government,” 39.66% expressed low confidence, 28.18% expressed moderate confidence, 25.19% expressed no confidence at all, and 6.97% expressed high confidence.
Nida Poll survey on the “Community Nurse Volunteers” initiative, over half of the respondents 51.76% reported having no prior awareness or understanding of the program, which aims to assign one volunteer per sub-district, while 27.02% expressed a clear understanding of it.
Regarding public trust in volunteers’ qualifications, confidence levels varied significantly based on their professional background. Candidates with certified medical/nursing qualifications who completed a 30-hour training course garnered the highest trust 64.12% high trust, followed by health-degree graduates with 120 hours of training 48.02% moderate trust. Conversely, candidates with non-health degrees requiring 240 hours of training received the lowest confidence, with nearly half expressing skepticism or distrust.
Furthermore, public opinion strongly opposed selecting candidates solely through interviews, with 49.08% strongly disagreeing and 24.35% mostly disagreeing. While 51.76% supported having community nurse volunteers, they suggested that allocating only one volunteer per sub-district is insufficient and that the number should be increased.
The Office of National Water Resources (ONWR), in collaboration with the Thai Meteorological Department and the Hydro-Informatics Institute, has issued a warning regarding intensified rainfall across southern Thailand. A high-pressure system from China covering upper Thailand and the South China Sea, combined with easterly winds and a strengthening monsoon trough across the south, is expected to bring continuous rain and localized torrential downpours to the region.
Based on risk analyses by the Department of Water Resources and the Department of Mineral Resources, authorities have placed all 14 southern provinces on high alert for potential flash floods, forest runoffs, overflowing riverbanks, and urban inundation. The affected areas under close monitoring include Chumphon, Ranong, Phang Nga, Phuket, Krabi, Surat Thani, Nakhon Si Thammarat, Trang, Satun, Phatthalung, Songkhla, Yala, Pattani, and Narathiwat.
Meanwhile heavy rainfall on October 25 and rain continues, causing severe flooding and travel disruptions in Phuket.

At 4:30 a.m., radar detected heavy rain; a warning has been issued to remain cautious of recurring flooding.
Residents of Phuket have voiced strong criticism regarding the delay in the “Cell Broadcast” emergency alert system following heavy rainfall in the province on October 25. The downpour triggered mountain runoff and rapid flooding in several key areas—including the Tha Ruea–Monument intersection, the Pa Sak area (Choeng Thale Subdistrict), Rawai Subdistrict, the Chalong Five-Way Intersection, and Phra Phuket Kaeo Road (Kathu Subdistrict). The swift surge of water inundated roadways, rendering them impassable for smaller vehicles.
On October 25, environmental concerns in Phuket sparked public criticism after a Facebook user named Oraya Seebang posted images of a large volume of dark, murky water flowing in a long stream across the sand at Karon Beach. Subsequently, the Facebook page “Seeking the Truth in Phuket” (Tam Ha Khwam Jing Thi Phuket) broadcast a live video and shared a post stating that its administrators had visited Karon Beach to investigate the discharge of this dark water into the sea—an issue that has drawn significant attention from the public and environmental advocates.
https://www.facebook.com/reel/2485291625329128
The page urged government agencies and relevant authorities to urgently investigate the source of the dark water, collect samples for laboratory analysis, and determine whether any laws have been violated. They further demanded that, should any wrongdoing be uncovered, the law be enforced strictly and transparently.
The Democrat Party, represented by spokesman Pol. Capt. Pongsakorn Kwanmuang, announced plans to file a lawsuit with the Administrative Court against government agencies for severe negligence during recent flooding. The party contends that the catastrophic damage to lives and property was not caused solely by natural factors, but rather by gross administrative mismanagements. Key failures cited include inadequate proactive water drainage, neglected pump maintenance, delayed public warnings, poor urban planning, and unannounced water releases, alongside government compensation schemes that fall drastically short of actual damages.
The Democrat Party aims to compel state agencies to provide fair compensation to affected residents and establish a legal precedent ensuring citizens can hold the government accountable for future administrative failures.
Nirat Phongsitthithawon, Director-General of the DDPM, addressed claims made by Suphanat Minchaiynunt, a People’s Party MP for Bangkok, regarding city co-funding for flood relief. Nirat clarified that disaster relief payouts are not pre-budgeted by any agency, local administration, or the Bangkok Metropolitan Administration (BMA), as large-scale floods cannot be precisely predicted. While local administrative entities typically utilize emergency funds for minor events, the government stepped in with full national assistance—including coverage for Bangkok—due to the extraordinary magnitude and widespread extent of the recent flooding.
Regarding nationwide relief progress under the 2026 rainy season Cabinet resolution, the Government Savings Bank (GSB) has distributed over 8.95 billion Baht to 1,169,366 affected households across 54 provinces. Most recently, on October 25, an additional 15.142 million Baht was transferred to 2,006 households across two provinces.
Flooding persisted in parts of Bangkok and in 17 provinces, mostly in the Central Plains, but water levels were declining, the Department of Disaster Prevention and Mitigation reported on Sunday. The flood death toll since mid-September remained at 83. As of Sunday morning 36,668 families still faced difficulties due to floods, with about 1.02 million people affected in total, according to the department announcement.
A public hearing has been opened until November 22 to gather opinions on a proposal by the Provincial Administration Department to amend outdated gambling regulations dating back to 1935. The initiative seeks to remove billiards, snooker, and boxing from the list of gambling activities and reclassify them as official sports eligible for state promotion. The current rules hinder sports development and prevent underage youths from practicing these disciplines legally, despite snooker and billiards being recognized as professional sports.
The proposed amendments are designed to give Thai youths greater opportunities to play and train, while boxing standards would be upgraded to meet international benchmarks under the oversight of the Sports Authority of Thailand. Following a Cabinet resolution requiring public consultation before drafting new regulations, citizens can submit their feedback through the official www.law.go.th website until the November 22 deadline.

Suan Dusit
Nida Poll

https://www.facebook.com/reel/2485291625329128
