Anwar: Manage govt funds with care or face arrest, charges

KAJANG, Nov 1 — Prime Minister Datuk Seri Anwar Ibrahim today stressed that government funds must be properly safeguarded and managed, warning that strict action would be taken against anyone who betrayed the trust placed in them.

Anwar, who is also Finance Minister, said agencies providing financing for entrepreneurship, including the National Entrepreneurial Group Economic Fund (TEKUN Nasional), Bank Rakyat and Amanah Ikhtiar Malaysia (AIM), bore a major responsibility to ensure funds reached their intended beneficiaries without leakage or misappropriation.

“Manage these funds properly... This is money held in trust. If you breach that trust, you will be arrested and charged. Only then can we safeguard our country,” he said.

He was speaking at the closing ceremony of the 2026 National Hawkers and Small Traders Day (HPPK) Carnival here, which was also attended by Entrepreneur Development and Cooperatives Minister Steven Sim and Education Minister Datuk Seri Fadhlina Sidek.

Also present were Selangor Menteri Besar Datuk Seri Amirudin Shari, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar and Malaysian Malay Hawkers and Small Traders Associations Federation (GPPPKMM) president Datuk Zainal Abidin Abd Majid.

On the country’s fiscal capacity, Anwar said the Madani Government’s efficient and transparent governance has enabled it to increase various forms of assistance and allocations for the people.

He said welfare allocations, including the Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA) aid, which will total RM16 billion next year, as well as the RM18 billion allocation for civil servants’ salary adjustments implemented this year, were made possible by the government’s improved management of public finances.

“Some people question how we can afford to increase allocations. It is because there is no leakage, no misappropriation, and no corruption. Insya-Allah, there are blessings in this, and we are helping the people. That is our purpose,” he said.

Anwar also stressed that the Madani Government remained committed to addressing the concerns of people nationwide, including in opposition-governed states, dismissing allegations that the government practised discrimination.

He said the government was committed to resolving the people’s problems regardless of political affiliation, including reinstating special assistance for religious teachers and repairing dilapidated pondok school buildings that had been neglected since 2003.

“Kelantan is governed by a different political party, but the people’s problems are our problems too. This is different from what we hear about alleged discrimination, that we do not provide assistance or that the Malays are not receiving anything.

“When we took over in 2022, we felt that this was not a fair system. We said we wanted to look after the people, so we assisted,” he said.

Anwar urged all parties not to defend abuses of power and corruption, but instead to collectively uphold values of decency, morality and integrity for the country’s prosperity.

安华同时也是财政部长，他表示，为创业提供融资的机构，包括国家创业集团经济基金（TEKUN Nasional）、人民银行和马来西亚信托基金（AIM），负有重大责任，确保资金到达预期的受益人手中，而不会出现泄漏或挪用。

“请妥善管理这些资金……这是受托保管的资金。如果你们违背了这份信任，你们将被逮捕并受到指控。只有这样，我们才能保卫我们的国家，”他说道。

他是在2026年全国小贩和小商贩日（HPPK）嘉年华闭幕式上发表讲话的，企业家发展和合作社部长史蒂文·沈和教育部长拿督斯里·法德琳娜·西迪克也出席了闭幕式。

出席者包括雪兰莪州务大臣拿督斯里阿米鲁丁沙里、政府首席秘书丹斯里三苏阿兹里阿布巴卡以及马来西亚马来小贩与小商协会联合会（GPPPKMM）主席拿督再纳尔阿比丁阿都玛吉。

安瓦尔在谈到国家财政能力时表示，马达尼政府高效透明的治理使其能够增加对人民的各种援助和拨款。

他表示，包括明年总额将达 160 亿令吉的 Sumbangan Tunai Rahmah (STR) 和 Sumbangan Asas Rahmah (SARA) 援助在内的福利拨款，以及今年实施的 180 亿令吉公务员薪资调整拨款，都是由于政府改善了公共财政管理才得以实现的。

“有些人质疑我们如何能够增加拨款。这是因为没有资金流失，没有挪用，也没有腐败。愿真主保佑，这其中必有福报，我们也在帮助人民。这就是我们的宗旨。”他说道。

安瓦尔还强调，马达尼政府仍然致力于解决全国人民的关切，包括反对派执政邦的关切，并驳斥了有关政府实行歧视的指控。

他表示，政府致力于解决人民的问题，不分政治派别，包括恢复对宗教教师的特殊援助，以及修复自 2003 年以来一直被忽视的破旧寺庙学校建筑。

“吉兰丹州由不同的政党执政，但吉兰丹人民的问题也是我们的问题。这与我们听到的所谓歧视、我们不提供援助或马来人什么都没得到的说法截然不同。”

他说：“我们在2022年接管时，就觉得这套制度不公平。我们说我们想照顾好人民，所以我们提供了帮助。”

安华敦促各方不要为滥用权力和腐败行为辩护，而应共同维护体面、道德和正直的价值观，以促进国家的繁荣。
