Anwar demands tangible impact from government spending

Addressing the Plantation and Commodities Ministry, he highlighted the gap between government planning and citizen experiences, using neglected Felda housing as an example.

Anwar proposed a budget of RM425.65 million for the agro-commodity sector, urging a focus on functionality over aesthetics in infrastructure projects.

He warned that macroeconomic successes must translate into tangible improvements for citizens through efficient execution.

PUTRAJAYA, Sept 8 — Prime Minister Datuk Seri Anwar Ibrahim has urged government administrators to fast-track the implementation of public programmes, insisting that success must be measured by tangible benefits to the people rather than mere spending figures.

Speaking at the Plantation and Commodities Ministry’s monthly assembly today, Anwar warned that while Malaysia’s economic performance remains encouraging, the administration must resist complacency.

“We must not be happy and feel satisfied. Firstly, our implementation must be faster, bigger,” he said.

The prime minister highlighted a persistent disconnect between high-level government planning and the actual experiences of citizens on the ground.

He cited the neglected state of Federal Land Development Authority (Felda) housing as a prime example of this failure, noting that some homes and projects have gone years without essential attention.

“We have to work quickly. In relation to housing, example toilets — these are things that should concern us,” Anwar stated, adding that the government must adopt a citizen-centric lens to truly understand the hardships faced by the people.

On the agro-commodity sector, Anwar said that a total of RM425.65 million in measures is being considered under Budget 2027. This package includes RM280.03 million for oil palm replanting by smallholders and RM100 million for the Smallholder Farm Road Programme.

Touching on the issue of infrastructure, the PM stressed that functionality must take precedence over aesthetics.

“The roads don’t need to be sophisticated. They don’t need to be something elaborate. What is important is that they can be used to transport the produce,” he said.

Further allocations under consideration include RM28.57 million for the Agro-Commodity Sector Disaster and Disease Control Fund and RM17.05 million to strengthen downstream agro-commodity entrepreneurs.

Anwar then reminded officials that increasing allocations is meaningless without efficient execution.

He cautioned that positive macroeconomic indicators must be matched by stronger implementation to ensure that the benefits reach the grassroots.

“We have achieved such good performance. That is why I want to remind you: don’t be contented,” he said.

安华表示：“我们必须迅速行动。就住房而言，例如厕所——这些都是我们应该关注的问题。”他还补充说，政府必须采取以公民为中心的视角，才能真正了解人民面临的困境。

安华表示，在农产品领域，2027年财政预算案正在考虑总额为4.2565亿令吉的措施。该配套措施包括2.8003亿令吉用于小农户油棕树的重新种植，以及1亿令吉用于小农户农场道路计划。

谈到基础设施问题时，总理强调功能性必须优先于美观。

“道路不需要很复杂，也不需要很精致。重要的是它们能够用来运输农产品，”他说。

正在考虑的其他拨款包括：2857万令吉用于农产品部门灾害和疾病控制基金，以及1705万令吉用于加强下游农产品企业家。

安华随后提醒官员们，如果没有有效的执行，增加拨款是毫无意义的。

他告诫说，积极的宏观经济指标必须辅以更强有力的执行，才能确保惠及基层民众。

“我们已经取得了如此优异的成绩。所以我想提醒大家：不要满足于现状，”他说。
