Negeri Sembilan MB says he signed proclamation on Tuanku Muhriz under duress, files police report

Negeri Sembilan Menteri Besar Datuk Ismail Lasim confirmed the signing of a proclamation about Tuanku Muhriz's position as Yang di-Pertuan Besar, although he claimed it was done under duress and did not comply with constitutional procedures.

He filed a police report to prompt an investigation and asserted the proclamation's invalidity, labeling it unconstitutional.

A reconciliation committee is proposed to resolve disputes, and Ismail reaffirmed support and loyalty to Tuanku Muhriz as the legitimate Yang di-Pertuan Besar.

The action follows claims from traditional leaders about an earlier declaration regarding Tuanku Muhriz's position.

SEREMBAN, Sept 9 — Negeri Sembilan Menteri Besar Datuk Ismail Lasim today confirmed that he signed a proclamation concerning the position of Tuanku Muhriz ibni Almarhum Tuanku Munawir as the Yang di-Pertuan Besar of Negeri Sembilan, but said he had done so unwillingly and under duress.

In a statement, Ismail said he lodged a police report at about 6pm yesterday to enable the authorities to investigate the matter.

“The state government maintains that the Instrument did not comply with the processes and procedures stipulated under Article 10 of the Laws of the Constitution of Negeri Sembilan 1959,” he said.

“It is therefore invalid, unconstitutional and unenforceable,” he added.

Ismail said the state executive council also discussed establishing a reconciliation committee during its meeting yesterday.

He said the committee would serve as a platform to resolve the customary dispute harmoniously and prudently in the spirit of consensus.

Ismail also cited Article 71 of the Federal Constitution, saying the provision requires the Federation to safeguard the constitutional rights and position of a state Ruler.

He reiterated his full support and unwavering loyalty to Tuanku Muhriz as the “one and only legitimate and sovereign” Yang di-Pertuan Besar of Negeri Sembilan.

His statement followed claims by four individuals identifying themselves as the Undang Yang Empat, together with the Tunku Besar of Tampin and Dato’ Shahbandar of Sungei Ujong, that he signed the proclamation at Istana Laguna Biru in Port Dickson on August 3.

The group claimed that the proclamation was intended to give effect to an earlier declaration concerning Tuanku Muhriz’s position that the four Undangs purportedly signed and sealed on April 19.

The state government did not recognise the April 19 declaration, whose validity remains disputed.

他表示，该委员会将作为一个平台，本着协商一致的精神，以和谐、审慎的方式解决习惯法争端。

伊斯梅尔还援引了联邦宪法第 71 条，称该条款要求联邦政府保障州统治者的宪法权利和地位。

他重申，他全力支持并坚定不移地忠诚于端姑慕力兹作为森美兰州“唯一合法和主权”的国家元首。

在此之前，有四名自称 Undang Yang Empat 的人士，以及淡边的东姑勿刹和双溪乌戎的拿督沙班达声称，他于 8 月 3 日在波德申的 Istana Laguna Biru 签署了该公告。

该团体声称，该公告旨在落实此前关于端姑慕赫里兹立场的声明，据称四位议员于 4 月 19 日签署并盖章了该声明。

州政府不承认4月19日的声明，该声明的有效性仍存在争议。
