The Special Committee on the Strategic Plan for Felda Group's Direction 2025-2030 (HTF30) is set to submit an interim report to the Prime Minister by the end of September.

The report, prepared after six meetings with relevant stakeholders, addresses strategic and governance aspects, including delisting FGV Holdings Bhd and creating a sustainable business model for Felda.

It also examines governance weaknesses and land issues, based on findings from the 2019 White Paper on Felda's Sustainability.

The committee, formed by a Cabinet decision, serves as an advisory body, with fiduciary responsibilities remaining with Felda's Board and management.

KUALA LUMPUR, Sept 11 — An interim report containing findings and recommendations by the Special Committee on the Strategic Plan for Felda Group’s Direction 2025-2030 (Special Committee HTF30) will be submitted to the Prime Minister by the end of this month.

The Special Committee HTF30 said in a statement today that the report was prepared after holding six series of meetings with relevant parties, including Felda.

“The meetings examined various aspects involving the strategic direction, operations, financial position, organisational structure and governance of the Felda Group,” according to the statement.

The committee is examining issues such as the delisting status of FGV Holdings Bhd and the formulation of a new business model to achieve sustainability and self-reliance for Felda.

“Also being reviewed is the proposed New Felda Model, which touches on Felda’s responsibilities towards settlers and future generations,” it said.

The committee is also studying governance weaknesses in the purchase and investment of eight assets as contained in the Forensic Study of the White Paper Towards Felda’s Sustainability, which was tabled in the Dewan Rakyat on April 10, 2019.

In addition, the review encompasses outstanding land premium issues, land title registration and the status of land with state governments.

The formation of the Special Committee HTF30 was decided at a Cabinet meeting on June 5, 2025, to study the strategic plan prepared by Felda, and it is co-chaired by Datuk Seri Ahmad Fuad Md Ali and Dr Nungsari Ahmad Radhi.

The special committee functions purely as an advisory body, while fiduciary responsibilities remain with the Board of Directors and management of Felda and its subsidiaries under the existing governance structure.

The committee members include Nurhisham Hussein, representing the Prime Minister’s Office, the Ministry of Finance and the Ministry of Economy.

Other members comprise representatives from the Implementation Coordination Unit (ICU) and the Felda Regulatory Division under the Prime Minister’s Department, audit experts from Ernst & Young PLT Malaysia, and legal experts from Messrs Mohamad Hanafiah Zakaria. — Bernama
