Sophon Saram, Speaker of the House of Representatives, informed the assembly that there would be no meeting on September 11. However, special sessions would be added—one day per week—over the next two weeks to deliberate on urgent legislation.

Representing a minority committee view, Sirikanya noted that official clarifications—including a 17-page document and video presentation, explained that the budget growth directly aligns with workforce expansion, which grew from 14,000 personnel in 2023 to 16,000 currently due to new hires, promotions, and 700 official transfers.

Acknowledging that these non-reducible personnel costs follow standard civil service principles, Sirikanya raised no objections to the allocation, allowing the section to pass without a formal vote under House President Sophon Saram ‘s guidance.

2027 Budget Bill passes 3 rd Reading in Parliament

Finally, at 8:33 PM on September 10, 2026, following the conclusion of the section-by-section voting on the Fiscal Year 2027 Budget Bill (covering all 41 sections), the assembly proceeded to the 3 rd reading to vote on the bill in its entirety.

Thai Chuay Thai co-payment set to be extended

Deputy PM and Finance Minister Ekniti Nitithanprapas said the government is considering extending the Thai Chuay Thai Plus scheme for up to 2 months, with a decision expected by the end of September.

He said vendors had requested an extension to support purchasing power amid high energy prices. The government may adjust eligibility and the state’s co-payment rate.

More than 26 million people and 1.2 million shops have joined the scheme, generating over 150 billion baht in spending.

Combined with 13 million state welfare cardholders, the measures have benefited more than 40 million people. About 83–84% of spending under the scheme occurred outside Bangkok.

Minister of Industry Varawut Silpa-archa stated that raising the EV excise tax creates a fair playing field for both imported and domestically produced vehicles while keeping Thailand open to foreign investors.

Permanent Secretary for Finance Lawaron Sangsnit revealed following the National EV Policy Board meeting, chaired by Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, that a revised EV tax structure is expected to be finalized by September.

To attract long-term investment, establish Thailand as a regional EV export hub, and boost domestic supply chains, the Excise Department proposed a three-tiered tax framework based on local content and manufacturing commitment: the lowest rates will apply to domestic producers using local parts, mid-tier rates to companies importing alongside local production to test the market, and the highest rates—exceeding the current 10% import tax—to commercial importers with no local production investments.

The State Railway of Thailand (SRT) Governor Anan Phonimdang revealed that project concessionaire Asia Era One Co., Ltd. (C.P. Group) has agreed to extend its operation of the Airport Rail Link (ARL) for 4 additional months, moving the end date from September 30, 2026, to January 31, 2027.

She highlighted the importance of aligning enforcement with international standards and strengthening cooperation with trading partners like the U.S. To address Thailand’s placement on the Watch List in the 2026 Special 301 Report, the DIP and related agencies are accelerating the joint IP Work Plan with the USTR.

Thailand is holding public hearings through September 28, 2026, on a proposed 450-baht domestic tourism fee—or “land-stepping fee”—for foreign visitors, designed to build a multi-billion-baht annual tourism fund to counter resource degradation and overcrowding. Border checkpoint closures stemming from the ongoing conflict between Thailand and Cambodia slashed total bilateral trade by 73% to 57,890 million baht during the first seven months of 2026, with Thai exports dropping 77% and imports from Cambodia falling 43%. While border-dependent commodities like sugar plunged 62%, automotive-related shipments remained resilient, leading exports with automobiles and components rising 7% to 5,182 million baht and internal combustion engines growing 23%.

International economics expert Assoc. Prof. Dr. Aat Pisanwanich warned that since land borders drive 80% of total commerce, prolonged closures threaten supply chains and increase the risk of Thailand permanently losing market share to competitors like Vietnam, Malaysia, and Australia.

The SET Index closed yesterday at 1,615.07 points, down 2.82 points (0.17%), with a trading value of 69.92 billion baht. The index fluctuated mostly in negative territory. Selling pressure on certain large-cap stocks—particularly TOP, DELTA, and GULF—weighed on the index, while geopolitical tensions in the Middle East continued to dampen investment sentiment.

Meanwhile, Brent crude oil prices continued to rise, reaching approximately $105 per barrel, fuelling concerns about inflationary pressure. Additionally, US government bond yields remained high, despite the US Treasury Secretary’s announcement to increase the long-term bond buyback limit to $6 billion.

Nevertheless, the market received some support from specific sectors—notably PTTEP and major banking stocks—which helped limit the index’s downside.

For today, the SET Index is expected to move sideways as investors await the release of US Consumer Price Index (CPI) data for August tonight to gauge the Federal Reserve’s interest rate trajectory. Support levels are estimated at 1,600–1,605 points, with resistance levels at 1,625–1,630 points.

Gulf Development Public Company Limited (GULF) and Singtel Group have announced a strategic partnership to construct a 10-billion-baht ($300 million), 2,000-kilometer submarine cable system connecting Thailand, Vietnam, and Singapore, with construction set to begin by late 2026.

GULF CEO Sarath Ratanavadi said that the project aims to bolster regional digital infrastructure and support Thailand’s vision as an ASEAN digital and AI hub. The network will feature main landing routes linking Songkhla and Rayong to Singapore’s Changi, alongside a dedicated fiber pair connecting Rayong to Ho Chi Minh City to enhance data traffic capacity for cloud, AI, and data center services across Southeast Asia.

The National Broadcasting and Telecommunications Commission (NBTC) failed to convene for the 10th time since July on Thursday due to an ongoing leadership dispute, leaving 193 pending agenda items unresolved until at least September 16. Three commissioners refused to attend meetings chaired by Sarana Boonbaichaiyapruck following a July 17 ruling by an NBTC selection committee that he was disqualified for holding a prohibited position upon appointment.

The group aims to clear a growing backlog of pending agenda items that are causing significant public and industry harm. They warned that failing to arrange the meeting despite clear legal grounds could constitute a deliberate omission of duty, potentially triggering criminal liability.

In response, the three commissioners are preparing to issue an urgent invitation to the other three board members for direct talks to resolve the deadlock and move the agency forward.

Yesterday Constitutional Court unanimously dismissed a petition filed by Metha Maskhao, acting secretary-general of the Campaign for Popular Democracy. Metha accused seven key officials—including NBTC Chairman Sarana Boonbaichaiyapruck, NBTC Acting Secretary-General Trairat Viriyasirikul, former Prime Minister Anutin Charnvirakul, former Prime Minister Paetongtarn Shinawatra, and Senate officials—of official neglect for allowing Sarana to remain in office despite alleged legal and constitutional violations.

The court ruled the petition inadmissible under Section 213 of the Constitution, stating that Metha failed to prove he was directly affected or suffered personal damages from the officials’ actions.

Police arrested 66-year-old Luang Por Chot (Phra Wachirayan), the abbot of Wat Phutthaisawan in Ayutthaya, for allegedly embezzling over 92 million baht in temple funds and laundering it through a close female associate. Over two years, more than 20 improper donation receipts were issued, with the funds redirected to the woman and hidden under third-party names.

Authorities also detained the associate after tracking tens of millions of baht moving through her accounts annually. Additionally, police uncovered security footage allegedly showing the abbot having sex with her, and officers are currently preparing to freeze assets while pursuing charges of official misconduct, embezzlement, and money laundering.

Recently Luang Por Chot underwent the defrocking ceremony and changed into white attire; police subsequently took him into custody for further questioning at the Central Investigation Bureau.

Police officers escorted the former monk to his living quarters for a search, where they discovered a large quantity of hidden gold bars and cash—estimated to exceed 100 million baht—though the counting process is not yet complete. He is scheduled to be remanded in custody today, with police opposing bail due to the risk of flight or evidence tampering, given the immense scale of the damage involved.

Meanwhile police arrested 47-year-old Punyavee—a close female associate of the former abbot of Wat Phutthaisawan. She faces charges of aiding a public official in the misappropriation of assets and conspiracy to launder money. Officers also searched for two residences in Pathum Thani, seizing 35 amulets, gold weighing 90 baht, 3.5 million baht in cash, ten items comprising land documents and account records, and two land title deeds.

The former Phra Wachirayan (aged 66)—who was ordained on January 22, 1997, at Wat Phutthaisawan—was the creator of the “Nuea Duang”. This amulet became immensely popular in the amulet-collecting community, having been produced to commemorate the temple’s elevation to the status of a Royal Monastery; it was sought after by celebrities and foreigners alike, including Prime Minister Anutin Charnvirakul.

Anutin is famous for collecting amulets and believes in them.

These amulets that were valued in millions of Baht has lost nearly 80% of the value after the ‘orange table’ incident.

Hi-So’s who have these amulets have been posting on social media including the likes of Piti Bhirombhakdi, the current CEO of Singha Beer group who said “I have a lot of them”

Meanwhile there are new formats of the amulets that are being circulated online (with the help of AI) and below is one of them.

The popular Facebook page “Mor lab panda” brought attention to the deteriorating condition of a hospital in Phetchabun province after a family member shared photos of mold covering ceilings and walls in the surgery building.

While praising the dedicated service and care provided by doctors and nurses, the visitor reported that the poor air circulation and extensive mold growth created an unhygienic environment unsuitable for patient care, particularly for emergency patients and medical staff.

The post called on government leaders and the public to allocate budgets and support to state hospitals to improve conditions for underprivileged citizens who rely on these medical facilities.

Deputy Minister of Transport Sanphet Boonyamanee announced the acceleration of the Smart Pier 29 project to upgrade water transport from Pak Kret to Sathorn, supported by extensive infrastructure funding from the Marine Department. Beyond physical upgrades across 29 piers, the department is deploying an intelligent pier management system—piloting 8 key piers with a 64.80 million baht budget from 2026 to 2028 before expanding to all 29 piers by 2030 for an additional 85 million baht.

The smart system integrates AI-powered CCTV, real-time vessel tracking, pontoon tilt sensors, interactive kiosks, trip planning apps, and emergency tools like AEDs and SOS alerts to enhance passenger safety and efficiency.

Last night, a bomb was planted by an unknown perpetrator in Mayo District, Pattani Province. The device was placed near a U-turn point—opposite a gas station—along the route heading toward Panare District.

CCTV footage captured a suspicious man parking a motorcycle by the roadside and pretending to urinate before leaving the scene on another motorcycle driven by an accomplice; the explosion occurred shortly thereafter. The explosion caused damage to vehicles, though no injuries were reported. Authorities are currently inspecting the site, collecting evidence, and reviewing CCTV footage in an urgent effort to track down and prosecute the perpetrator.
