Driver, 22, arrested for driving under drug influence after car flips over in Kovan

A male car driver had to be rescued from his car wreckage after an accident involving his vehicle and another car in Kovan on Thursday (Sept 10) night.

He was later seen being arrested at the scene by police officers and led onto a police van.

The incident happened at about 11.50pm at the junction of Upper Serangoon Road and Hougang Street 21.

When AsiaOne arrived at the scene at about 12.20am on Friday, the man had just been rescued by Singapore Civil Defence Force firefighters using rescue equipment.

A traffic light with a "No U-turn" signage mounted on it laid fallen across two lanes, with a visible dent at the lower-third area of the pole.

Debris were strewn across two lanes of the road in the direction towards Hougang, and on one lane of the carriageway towards Braddell Road.

At least four police fast response cars, one fire engine and an ambulance were present at the scene.

Several police officers were seen around the male car driver as paramedics assessed his condition.

Meanwhile, other police officers, wearing surgical gloves, were seen searching the car which had flipped onto its right side and ended up in the opposite lane.

The 22-year-old appeared dazed as officers questioned him.

Traffic Police officers, who later arrived in two expressway patrol cars, were seen measuring the distance of debris and marks on the road surface.

Shortly after 2am, police officers handcuffed the male driver and led him to a waiting police van. A tow truck began the process of righting and towing the car off at around the same time.

In response to AsiaOne's queries, the police confirmed that the man was arrested for driving under the influence of drugs.

They added that a vaporiser found in the man's possession was also seized and the vape-related offence has been referred to the Health Sciences Authority.

Based on AsiaOne's observations at the scene and the agencies involved in ongoing investigations, it is believed that the man had allegedly used an etomidate-laced vaporiser, also known as Kpods.

However, this will have to be confirmed by HSA through testing. Investigations are ongoing.

通往后港方向的两条车道上散落着碎片，通往布莱德尔路方向的一条车道上也散落着碎片。

现场至少有四辆警用快速反应车、一辆消防车和一辆救护车。

医护人员正在评估男性驾驶员的伤情，周围可以看到几名警察。

与此同时，其他戴着医用手套的警察正在搜查那辆向右侧翻并停在对面车道上的汽车。

22岁的他被警察盘问时，显得神情恍惚。

随后，交通警察乘坐两辆高速公路巡逻车赶到现场，测量路面上的碎片和痕迹的距离。

凌晨2点刚过，警察给男司机戴上手铐，把他带到一辆等候的警车上。几乎与此同时，一辆拖车开始将车扶正并拖走。

针对AsiaOne的询问，警方证实该男子因吸毒后驾驶而被捕。

他们还补充说，警方从该男子身上搜出了一台电子烟，并将这起与电子烟相关的违法行为移交了卫生科学局。

根据 AsiaOne 在现场的观察以及参与正在进行调查的机构的说法，据信该男子涉嫌使用了含有依托咪酯的电子烟，也称为 Kpods。

然而，这仍需经新加坡卫生科学局（HSA）通过检测予以确认。目前调查仍在进行中。
