KL DOE warns of fake procurement scams after two suppliers lose more than RM200,000

The Kuala Lumpur Department of Environment (DOE) has uncovered fraudulent activities involving government procurement order scams using its name, resulting in over RM200,000 in losses for two suppliers.

As confirmed by DOE Director Sharifah Zakiah Syed Sahab, these scams involve forged documents and fake letterheads.

The department, after detecting the fraud in early September, has urged affected suppliers to report to the police and has also involved the Bukit Aman Commercial Crime Investigation Department.

Suppliers and contractors are advised to verify the authenticity of procurement documents to avoid falling victim to such scams.

KUALA LUMPUR, Sept 11 — The Kuala Lumpur Department of Environment (DOE) has detected several attempts by irresponsible parties to commit fraud using the department’s name.

Its Director, Sharifah Zakiah Syed Sahab, said that as of today, eight such cases have been detected involving government procurement order scams, resulting in losses totalling more than RM200,000 for two suppliers.

She said her department first detected the scam on September 4, when a representative of a diving equipment supplier came to the department to verify the authenticity of government procurement documents.

“Prior to that, KL DOE also received several inquiries regarding these government procurement documents starting in mid-August, and last Tuesday (September 8) from a supplier company representative who also came to inquire about a souvenir order worth more than RM100,000 supposedly made by KL DOE for an upcoming programme,” she told Bernama, here today.

She noted that checks by her department revealed that the department had never made any souvenir orders or programme bookings. Instead, the orders were made using forged documents that abused officers’ names, alongside fake letterheads and management signatures.

“Based on the suppliers’ information, they claimed to have transferred more than RM100,000 to certain parties as an advance payment for the souvenirs, and KL DOE has asked the suppliers to make a police report regarding the scam,” she said.

Elaborating further, she added that KL DOE also lodged a police report last Wednesday denying the involvement of department officers in the incident, while reports were also made to the DOE Headquarters Finance Division.

However, she mentioned that yesterday and today, her department still received inquiries regarding the fake procurement orders.

“In fact, today there was a supplier who was scammed with losses exceeding RM100,000, and the department has subsequently referred these cases further to the Bukit Aman Commercial Crime Investigation Department,” she said.

Sharifah Zakiah also advised all suppliers and contractors to be cautious and verify the authenticity of any government procurement documents they received. — Bernama

她说，她的部门于 9 月 4 日首次发现这起骗局，当时一家潜水设备供应商的代表来到该部门核实政府采购文件的真实性。

“在此之前，吉隆坡环境局从 8 月中旬开始就收到了几份关于这些政府采购文件的询问，上周二（9 月 8 日）还有一家供应商公司的代表前来询问吉隆坡环境局为即将开展的项目订购的价值超过 10 万令吉的纪念品订单，”她今天在这里告诉马新社。

她指出，经部门核查，该部门从未订购过任何纪念品或预订过任何节目。相反，这些订单都是使用伪造文件订立的，文件上盗用了官员的姓名，并使用了伪造的信笺抬头和管理人员的签名。

“根据供应商提供的信息，他们声称已向某些方面转账超过 10 万令吉作为纪念品的预付款，吉隆坡环境局已要求供应商就此诈骗案向警方报案，”她说。

她进一步解释说，吉隆坡环境局上周三也向警方报案，否认该部门官员参与了这起事件，同时还向环境局总部财务部门提交了报告。

然而，她提到，昨天和今天，她的部门仍然收到了有关虚假采购订单的询问。

“事实上，今天就有一名供应商被骗，损失超过10万令吉，该部门随后已将这些案件进一步移交给武吉阿曼商业罪案调查部门，”她说。
