PMD user 'races' down F1 Marina Bay Street Circuit without helmet, overtakes MPV

Works to get the Marina Bay Street Circuit ready for the 2026 Singapore Grand Prix are in the final stretch, and one personal mobility device (PMD) user decided to give it a try.

A TikTok video reposted by social media page Sgfollowsall shows a male PMD user travelling down Esplanade Drive without a helmet.

He appears to be riding at a speed in excess of 25kmh, based on the time he took to travel past two consecutive lamp posts.

He is also seen overtaking a multi-purpose vehicle on his heavily modified PMD.

Although the original TikTok video has since been taken down, checks by AsiaOne show that the account features at least two videos of two individuals riding modified PMDs down park connectors.

A photo showing a speedometer reading in excess of 150kmh is also seen in one of the five posts.

This is the latest case in over the past few months.

On Aug 13, the Land Transport Authority said its active mobility enforcement officers had seized a personal mobility device seen speeding down the Kallang-Paya Lebar Expressway tunnel. It was travelling so fast, it triggered a speed camera.

Earlier on June 9, a male teenager who was seen speeding and riding his PMD dangerously along Keppel Road was also nabbed.

Those who ride recklessly or dangerously and endangering others, may be liable for the offence of rash act under Section 337 of the Penal Code 1871.

PMDs such as e-scooters are capped at a maximum speed of 25kmh. They are only allowed on cycling paths — not on roads or footpaths.

Those found guilty of using PMDs illegally on the roads may face fines of up to $2,000, a jail term of up to three months, or both. Their non-compliant devices will also be impounded.

Members of the public who encounter errant active mobility users can report them online via LTA's website .

8月13日，陆路交通管理局表示，其执法人员在加冷-巴耶利峇高速公路隧道内查获一辆超速行驶的个人代步工具。该工具速度过快，触发了测速摄像头。

6月9日早些时候，一名青少年男子因在吉宝路超速行驶并危险驾驶摩托车而被抓获。

那些鲁莽或危险地骑车，危及他人的人，可能会根据 1871 年刑法典第 337 条的规定，因鲁莽行为而受到处罚。

电动滑板车等个人代步工具的最高时速限制为25公里/小时。它们只允许在自行车道上行驶，不允许在公路或人行道上行驶。

凡被认定在道路上非法使用个人代步工具（PMD）者，可能面临最高2000美元的罚款、最高三个月的监禁，或两者并罚。其不合规的设备也将被扣押。
