Deputy state minister urges transparent formula to ensure Sarawak gets fair share of federal funding

The Deputy Minister highlights that diesel is vital for commercial activities and service delivery, and urges for a dedicated public health allocation with local decision-making authority.

SIBU, Sept 20 — Sarawak’s annual federal allocation should be determined through a transparent formula rather than decided from year to year, said State Deputy Minister of Public Health, Housing and Local Government Datuk Michael Tiang.

He said such a formula would provide greater certainty over development funding and take into account Sarawak’s contribution to the country’s economy and revenue.

“I fully support our Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg’s suggestion that it is time for the federal government to come up with a formula on how to calculate the annual allocations for Sarawak’s development.

“Have a formula so there is no need to guess every year. The allocation is determined based on how much income and revenue Sarawak generates for Malaysia,” he said.

Tiang said a clear formula would also provide a more transparent and consistent basis for determining how much Sarawak receives each year.

“I think that is fair, transparent and consistent with the principles of democracy.

“We should have a fair share in Malaysia because we formed Malaysia together. Sarawak should be entitled to a fair share based on what we have contributed to the country’s economy, growth and revenue, as well as our share of the nation’s wealth,” he said.

Tiang said the proposed funding formula was one of three key requests he hoped would be considered in the national Budget 2027, alongside the restoration of diesel subsidies and greater state control over public health funding.

Speaking after officiating at the Sibu Division Bodybuilding and Weightlifting Association’s gym grand opening here yesterday, he reiterated the need for what he describes as a transparent, scientific and accountable approach to federal allocations.

On diesel subsidies, Tiang said the current policy had affected commercial operators as well as non-governmental and religious organisations, particularly those providing services between rural and urban areas.

“We hope that the national budget can restore what we had previously for the diesel subsidy. That is my number one plea,” said the Pelawan assemblyman.

He said diesel remained important not only for commercial activities but also for the delivery of government, welfare and other services across Sarawak.

Higher operating costs, he said, could affect the delivery of such services and weaken connectivity between rural and urban communities.

Tiang also noted changes to the Budi Diesel subsidy scheme, including allowing eligible vehicle owners to transfer their subsidy entitlement to a maximum of three vehicles, but said more was needed to address Sarawak’s circumstances.

His other proposal is for the federal government to provide Sarawak with a dedicated public health allocation while giving the state greater discretion over how the funds are distributed and used.

He said this would enable Sarawak to plan and manage its public health resources according to local needs rather than having funding decisions made entirely at the federal level.

“Give the budget to the Sarawak government to decide how to manage the allocation from the federal government. We make our own decision because we know our place well and how to serve our people,” he said. — The Borneo Post

“我完全支持砂拉越总理拿督巴丁宜丹斯里阿邦佐哈里敦奥本的建议，即联邦政府应该制定一个公式，来计算砂拉越每年的发展拨款。

他说：“制定一个公式，就不用每年都靠猜测了。拨款额是根据砂拉越为马来西亚创造的收入和收益来确定的。”

田先生表示，明确的计算公式也将为确定砂拉越每年能获得多少资金提供更透明、更一致的基础。

“我认为这是公平、透明的，并且符合民主原则。”

他说：“我们理应在马来西亚享有公平的份额，因为我们共同缔造了马来西亚。砂拉越理应根据我们对国家经济、增长和收入的贡献，以及我们应占的国家财富份额，获得公平的份额。”

田先生表示，拟议的拨款方案是他希望在2027年国家预算中得到考虑的三项关键要求之一，另外两项要求分别是恢复柴油补贴和加强国家对公共卫生资金的控制。

昨天，他在诗巫区健美举重协会健身房盛大开幕式上致辞后，重申了联邦拨款需要采取他所说的透明、科学和负责任的方式。

关于柴油补贴，田先生表示，目前的政策影响了商业运营商以及非政府组织和宗教组织，特别是那些在城乡之间提供服务的组织。

“我们希望国家预算能够恢复之前的柴油补贴。这是我最迫切的诉求，”贝拉旺州议员说道。

他表示，柴油不仅对商业活动至关重要，而且对砂拉越各地的政府、福利和其他服务的提供也至关重要。

他表示，运营成本上升可能会影响此类服务的提供，并削弱城乡社区之间的联系。

Tiang 还指出 Budi 柴油补贴计划有所改变，包括允许符合条件的车主将其补贴资格转移至最多三辆车，但他表示，还需要更多措施来解决砂拉越的情况。
