3 new bus services for Tengah, Choa Chu Kang and Woodlands, JRL shuttle services in the pipeline

Transport Minister Jeffrey Siow said transport connectivity is a priority for Tengah, a new town.

Three new bus services will serve Tengah, Choa Chu Kang and Woodlands, with shuttle buses operating along the Jurong Region Line (JRL) as a temporary measure before the MRT line opens in 2028.

Tengah's population has more than doubled to 28,000, with plans to reach 57,000 in two years, prompting increased bus services and improved connectivity.

The Bus Connectivity Enhancement Programme has introduced 37 new or extended services and improved 76 existing ones, benefiting over 300,000 commuters daily.

SINGAPORE – Commuters can look forward to three new bus services serving the Tengah, Choa Chu Kang and Woodlands areas, and shuttle services that will shadow the Jurong Region Line (JRL) until the trains start running from mid-2028.

Transport Minister Jeffrey Siow, speaking at a Mid-Autumn Festival celebration at Tengah Community Club on Sept 20, said Tengah is growing quickly, and transport links are a key priority for the new town.

Siow, who is a Chua Chu Kang GRC MP, said there were about 12,000 residents in Tengah about a year ago.

“Today, we have about 28,000 residents, more than double... More people are still moving in every day. In another two years, we will be at 57,000 residents – double again,” he added.

In the past year, more amenities have opened in the town, including Parc Point shopping mall and Tengah Polyclinic, he said.

When he became an MP for Chua Chu Kang GRC in May 2025, there four bus services operating in the town, and that number has now grown to 11, he added.

They include services like 674, which is a city direct service that connects Tengah to the Central Business District during peak hours, and 831, a feeder service, as well as 97 and 97e, which go to Jurong East, Labrador Park and the city.

Some newer services operate only during peak hours, Siow added.

The reason is there are a limited number of buses and drivers, and the priority was to have more connections to more places, instead of putting all the buses and drivers into a single full-day service, he said.

These services could be slowly expanded to become full-day services if there is more demand during off-peak hours and weekends, he added.

Now, Bukit Batok Road the only trunk road serving Tengah, so a road linking Choa Chu Kang and Tengah is being built. When it is ready, the authorities can reconfigure the area’s bus network, and be able to add more services without congesting roads, he said.

Two of the two new bus services will begin on Oct 25.

The first, 873/873M, will link Tengah to Bukit Gombak, Hillview and Hume MRT stations, while the 874 bus will link Tengah to Choa Chu Kang.

Siow said many residents have been asking for a Tengah-Choa Chu Kang service, as quite a few moved into the new town from Choa Chu Kang – where their parents live or where their children go to school.

Going back and forth means changing buses two or three times now. “With 874, there will just be one bus,” he added.

The 874 bus will pass by Chua Chu Kang town centre, Concord Primary School, Bukit Panjang Government High School , Chua Chu Kang Primary, Sunshine Place and the Brickland neighbourhood.

The third new service, 968, will support the opening of the Johor Bahru-Singapore Rapid Transit System Link, said Siow. The RTS Link is slated to open in 2027 .

In a statement on Sept 20, the Land Transport Authority (LTA) said the 968 bus will operate from Woodlands Temporary Bus Interchange – which is located near Woodlands MRT station – and link residents to Woodlands North, Woodlands South, and Admiralty MRT stations.

Siow also said existing services 674 and 861 will be improved. That means more trips will be added for both services so waiting times are cut, LTA said.

Details of the rollout of improvements to services 674 and 861, and the launch of the service 968 will be made known in time, LTA added.

The new services and service improvements are part of efforts under the Bus Connectivity Enhancement Programme, which was introduced in July 2024 to improve bus connectivity, especially in newer estates located farther away from MRT stations.

It also aims to provide alternative travel option s along rail lines with high ridership.

Siow said the Government is pumping in nearly $1 billion to enhance bus services across Singapore.

Under the Bus Connectivity Enhancement Programme, he said, 37 new or extended services have been introduced islandwide so far, while another 76 services have been beefed up by adding capacity, improving frequency or expanding their coverage.

He said: “These improvements have benefited more than 300,000 commuters every day.”

The Government is also funding higher starting salaries and sign-on bonuses for bus drivers to attract more Singaporeans and continue expanding bus networks, he added.

As for the JRL, buses that mostly follow the train line will be introduced from the second half of 2027. “So “commuters will enjoy the JRL’s connectivity, on the original timeline – by bus first, then by train later when the JRL is up and running”, Siow said.

These shuttle buses, he added, will take commuters to key station locations.

Siow said in March that the opening of the JRL will be delayed by six months and start running in the middle of 2028 due to construction delays and testing.

Siow said when the shuttle buses and JRL start, they will be a “game changer for transport connectivity for the West, and with the rest of Singapore”.

他说，过去一年里，镇上新增了更多便利设施，包括 Parc Point 购物中心和 Tengah 综合诊所。

他补充说，2025年5月他当选蔡厝港集选区议员时，该镇只有四条公交线路，而现在这条线路已经增加到11条。

其中包括 674 路公交车，这是一条连接登加和中央商务区的直达城市线路，在高峰时段连接登加和中央商务区；还有 831 路接驳线路；以及 97 路和 97e 路公交车，分别开往裕廊东、拉布拉多公园和市区。

Siow补充说，一些新推出的服务只在高峰时段运营。

他说，原因是公交车和司机数量有限，所以优先考虑的是增加线路连接，以便到达更多的地方，而不是把所有的公交车和司机都投入到单一的全天候服务中。

他还补充说，如果非高峰时段和周末的需求增加，这些服务可以逐步扩展为全天服务。

目前，武吉巴督路是通往登加的唯一主干道，因此一条连接蔡厝港和登加的道路正在建设中。他表示，道路建成后，当局可以重新规划该地区的公交网络，增加更多班次，而不会造成道路拥堵。

两条新公交线路中的两条将于10月25日开通。

第一条巴士是 873/873M，将连接 Tengah 至 Bukit Gombak、Hillview 和 Hume 地铁站，而 874 巴士将连接 Tengah 至 Choa Chu Kang。

Siow表示，许多居民一直要求开通登加至蔡厝港的公交服务，因为有不少居民从蔡厝港搬到了这个新镇——他们的父母住在那里，或者他们的孩子在那里上学。

现在往返需要换乘两到三次公交车。“874路公交车开通后，就只需要一辆车了。”他补充道。

874路公交车将途经蔡厝港镇中心、康科德小学、武吉班让政府中学、蔡厝港小学、阳光广场和砖厂社区。

萧先生表示，第三条新线路968路将为新柔地铁系统（RTS）的开通提供支持。RTS预计将于2027年开通。

陆路交通管理局 (LTA) 在 9 月 20 日的一份声明中表示，968 路巴士将从兀兰临时巴士转换站（位于兀兰地铁站附近）运营，连接兀兰北站、兀兰南站和海军部地铁站。

萧先生还表示，现有的674路和861路公交车服务也将得到改善。陆路交通管理局表示，这意味着这两条线路将增加班次，从而缩短乘客的等待时间。

陆路交通管理局补充说，有关 674 路和 861 路公交线路改进措施的推出详情以及 968 路公交线路的开通事宜，将择日公布。

这些新服务和改进措施是公交连接改善计划的一部分，该计划于 2024 年 7 月推出，旨在改善公交连接，尤其是在距离地铁站较远的新建住宅区。

他表示，在公交连接增强计划下，目前全岛已推出 37 条新的或延长的公交线路，另有 76 条公交线路通过增加运力、提高发车频率或扩大覆盖范围得到了加强。

他说：“这些改进措施每天惠及超过30万通勤者。”

他还补充说，政府也在资助提高公交车司机的起薪和签约奖金，以吸引更多新加坡人，并继续扩大公交网络。

至于裕廊区域线（JRL），从2027年下半年开始将开通主要沿地铁线路行驶的巴士。“因此，通勤者将按照原计划享受裕廊区域线的交通便利——先乘坐巴士，等裕廊区域线全面投入运营后再乘坐火车，”萧先生说。

他补充说，这些接驳巴士将把通勤者送到主要车站地点。

Siow在3月份表示，由于建设延误和测试，联合研究实验室（JRL）的开放将推迟6个月，于2028年中期开始运行。

Siow表示，当接驳巴士和JRL开通后，它们将“彻底改变西部地区以及与新加坡其他地区的交通连接”。
