Melaka to keep running as usual as state assembly heads for dissolution

Melaka's Chief Minister, Datuk Seri Ab Rauf Yusoh, assured that state operations would proceed without disruption despite the dissolution of the Melaka State Legislative Assembly, as the government functions in a caretaker capacity until elections form a new administration.

During this interim period, the state's administrative functions, public services, and security measures will continue to prioritize orderly governance and public welfare.

Announcements regarding candidate selections for the upcoming election from Barisan Nasional and cooperating parties will be made following further evaluations.

The recent political shifts have not destabilized the existing government majority in Melaka.

MELAKA, Sept 22 — Chief Minister Datuk Seri Ab Rauf Yusoh has given assurance that the Melaka state government’s affairs will continue to run as usual even though the Melaka State Legislative Assembly (DUN) is dissolved effective tomorrow.

He said the state administration, public service delivery, public welfare affairs, security and the government’s daily services will continue to operate as usual.

“Following this dissolution, the state government will carry out its responsibilities in the capacity of a caretaker government until a new state government is formed after the election process.

“Throughout this period, our priority is to ensure that the state administration remains orderly, services to the people are uninterrupted, and the people’s interests continue to be safeguarded,” he said.

Ab Rauf said this at a press conference when announcing the dissolution date of the Melaka DUN, which will take effect tomorrow, at the Seri Negeri Auditorium here today.

He said all departments, state government agencies and local authorities will continue to carry out their respective duties and responsibilities professionally based on prevailing laws, regulations and governance.

“The state will continue to be well-administered, services to the people will continue to run, and the interests of the people will remain our priority,” he said.

Asked whether he would retain existing candidates from Barisan Nasional (BN) and cooperation partners from other parties to participate in this democratic arena, Ab Rauf said it would be announced later.

“I don’t want to answer that now, let’s wait. I can’t reveal that because we will take many factors into account. So I can’t announce today — the day I dissolve [the assembly] — who the candidates will be... that wouldn’t be fair to me.

“I will announce that later when we have finalised all discussions,” he said.

The 15th Melaka State Election (PRN) was held on Nov 20, 2021, after four state assemblymen (Adun) supporting the government withdrew their support for the leadership of former Chief Minister Datuk Seri Sulaiman Md Ali on Oct 4, 2021.

The four assemblymen were former Melaka Chief Minister Datuk Seri Idris Haron (BN-Sungai Udang), Datuk Nor Azman Hassan (BN-Pantai Kundor), Datuk Noor Effandi Ahmad (Bersatu-Telok Mas) and Datuk Norhizam Hassan Baktee (Independent-Pengkalan Batu).

In that state election, Barisan Nasional (BN) won 21 seats — with UMNO securing 18 seats, MCA two and MIC one — thereby forming the state government with a more than two-thirds majority.

Pakatan Harapan (PH) won five seats through DAP with four seats and Amanah one, while Perikatan Nasional (PN) won two seats.

However, political dynamics led to seat changes after Rembia assemblyman from BN, Datuk Muhammad Jailani Khamis, joined PAS, while Bemban assemblyman from Bersatu, Dr Mohd Yadzil Yaakub, was expelled from the party and became an independent assemblyman while remaining in the opposition bloc.

This caused BN to lose one seat but it still maintained a majority in the DUN with 20 seats, thus not affecting the state government’s administration.

“我现在不想回答这个问题，我们等等吧。我不能透露，因为我们需要考虑很多因素。所以我今天——在我解散议会的这一天——不能宣布候选人是谁……这对我不公平。”

他说：“等所有讨论结束后，我会另行宣布。”

2021 年 10 月 4 日，四名支持政府的州议员撤回了对前首席部长拿督斯里苏莱曼·莫哈末·阿里领导的支持，之后，第 15 届马六甲州选举（PRN）于 2021 年 11 月 20 日举行。

这四名国会议员分别是前马六甲首席部长拿督斯里伊德里斯哈伦（BN-Sungai Udang）、拿督诺阿兹曼哈山（BN-Pantai Kundor）、拿督诺阿凡迪艾哈迈德（Bersatu-Telok Mas）和拿督诺希占哈山巴蒂（独立-Pengkalan Batu）。

在那次州选举中，国民阵线（国阵）赢得了 21 个席位，巫统获得了 18 个席位，马华公会获得了 2 个席位，国大党获得了 1 个席位，从而以超过三分之二的多数席位组成了州政府。

希盟（希盟）通过行动党赢得 5 个席位，其中 4 个席位，诚信党则赢得 1 个席位，而国民联盟（国盟）则赢得 2 个席位。

然而，政治动态导致了席位变动：国阵伦比亚州议员拿督穆罕默德·贾拉尼·哈米斯加入伊斯兰党，而土著团结党本班州议员莫哈末·亚兹尔·雅库布博士被开除出党，成为独立州议员，但仍留在反对派阵营。

这导致国阵失去了一个席位，但仍然在州议会中保持了20个席位的多数地位，因此没有影响州政府的行政管理。
