Rosmah’s RM67.5m jewellery bill: No pause button, Court of Appeal rules

Datin Seri Rosmah Mansor's appeal to entirely pause a RM67.5 million payment to Global Royalty Trading SAL has been dismissed by the Court of Appeal.

The court upheld a High Court conditional stay order, requiring the sum be deposited into a stakeholder account by mid-September.

This legal dispute stems from a 2018 case involving missing jewelry linked to Rosmah, who cited asset restrictions from an unrelated 1MDB case as a defense.

Rosmah is ordered to pay RM30,000 in costs, with her main appeal scheduled for March 2027.

PUTRAJAYA, Sept 23 — Datin Seri Rosmah Mansor has lost her latest bid to fully halt a RM67.5 million payment owed to Lebanese jeweller Global Royalty Trading SAL over dozens of missing jewellery pieces.

The Court of Appeal has dismissed her appeal against a High Court order for a conditional stay, meaning the sum must still be deposited into a stakeholder account within a month of the August 12 judgement, The Edge reported today.

“He can and is willing and able” to collect “every cent” of the judgement sum, the jeweller's lawyer Datuk David Gurupatham was quoted telling reporters outside the courtroom after the decision was announced.

The dispute traces back to a June High Court ruling by Judicial Commissioner Datuk Quay Chew Soon, which held Rosmah liable for 43 pieces of jewellery that went missing after a 2018 police raid.

Rosmah had wanted the payment paused entirely pending her main appeal, arguing her assets were tied up in 1Malaysia Development Bhd's (1MDB) separate US$350 million (RM1.6 billion) suit against her.

She had given an undertaking in June 2024 not to dispose of luxury goods worth about RM600 million linked to that 1MDB claim.

According to The Edge , David pushed back, telling the court the value of the 1MDB-linked assets had not been established and that ownership of the jewellery itself was still unverified.

“Unless [Rosmah] has been living on fresh air and the goodwill of the people,” he was quoted as saying, adding that a document showing just RM100,000 in a dormant Affin Bank account could not be treated as proof of her financial position.

A three-member bench led by Datuk Seri Mohd Firuz Jaffril agreed there were no grounds for an unconditional stay, noting her 1MDB undertaking only covered a specific, agreed list of items — not her full asset picture.

The judges also pointed out the Attorney General's Chambers had not objected to the jeweller's application.

Of the 44 jewellery pieces originally involved, only one has been recovered and returned so far.

Rosmah's main appeal is set to be heard on March 25, 2027, and the Court of Appeal ordered her to pay RM30,000 in costs.

罗斯玛希望在她提出主要上诉期间完全暂停支付，理由是她的资产被1MDB对她提起的另一项3.5亿美元（16亿令吉）的诉讼所冻结。

她曾在 2024 年 6 月承诺不会处置与 1MDB 索赔相关的价值约 6 亿令吉的奢侈品。

据《The Edge》报道，大卫反驳说，与 1MDB 相关的资产价值尚未确定，珠宝本身的归属权也尚未得到证实。

“除非罗斯玛一直靠新鲜空气和人民的善意生活，”他说道，并补充说，一份显示其在艾芬银行一个休眠账户中只有 10 万令吉的文件不能作为她财务状况的证明。

由拿督斯里莫哈末菲鲁兹·贾夫里尔领导的三人法庭一致认为，没有理由无条件中止执行，并指出她对 1MDB 的承诺仅涵盖了特定且经双方同意的项目清单，而不是她的全部资产情况。

法官们还指出，总检察署并未对珠宝商的申请提出异议。

最初涉及的 44 件珠宝中，目前只找回并归还了一件。

罗斯玛的主要上诉将于 2027 年 3 月 25 日开庭审理，上诉法院命令她支付 30,000 令吉的诉讼费。
