‘Govern AI or it will govern us,’ Anwar warns in China

At the 5th Global Digital Trade Expo in Hangzhou, Prime Minister Anwar Ibrahim emphasized the need for an ethics-driven approach to AI and a rules-based digital trade regime to ensure equitable technological progress for developing nations.

He praised China's advancements in AI and its willingness to share technology with the Global South.

Anwar highlighted that Malaysia aims to harness AI for productivity and competitiveness while stressing the importance of governance over AI to prevent widening socio-economic inequalities.

He underscored the necessity of narrowing the digital divide to ensure sustainable technological and economic growth.

HANGZHOU, Sept 24 — Prime Minister Datuk Seri Anwar Ibrahim has called for an ethics-driven approach to artificial intelligence (AI) and a more open, rules-based digital trade regime to ensure developing nations share in the gains of technological progress.

Speaking at the opening ceremony of the 5th Global Digital Trade Expo here, he acknowledged China’s advancement in visualisation and AI as well as its role in sharing technological advancements with the Global South.

“To my mind, this is what is remarkable about the Chinese leadership, and their willingness to continue to give meaning and essence to real globalisation,” he said in his keynote address here.

Held at the Hangzhou Grand Convention and Exhibition Centre, the five-day expo officiated by China’s Premier Li Qiang is one of China’s major digital economy platforms.

Anwar, who is also the finance ninister, said Malaysia’s objectives in AI are clear, namely to raise productivity, help smaller firms compete, and move industries into higher-value work, while ensuring that Malaysians gain from technological change rather than merely live with its consequences.

“The principle remains, either we govern artificial intelligence or artificial intelligence will govern us,” he said, while calling for an ethics-based framework to ensure that innovation and technological advancement remain firmly in the service of humanity

He said this was a fundamental issue that touched on the recurring problem of the digital divide, particularly as nations pursued rapid technological advancement amid persistent socio-economic inequalities.

“Exponential growth of AI, for example, may be what most nations aspire to, but what purpose would it really serve humanity if such expansion only leads to widening the gap between wealthy and developing nations, advanced and developing economies?

“This is not an imagined or exaggerated fear but a profound concern for the well-being of regions, nations, and communities. The question is whether these technologies will give developing countries a larger say in their own future or leave them dependent on technologies designed elsewhere,” he said.

Anwar said true economic advancement could not proceed in a vacuum, while real expansion of technology could not be sustained without considering the technology gap.

The Prime Minister’s three-day working visit to Shanghai and Hangzhou concludes today.

China has remained Malaysia’s largest trading partner for 17 consecutive years, with total bilateral trade reaching US$113.82 billion (RM456.68 billion) between January and August this year. — Bernama

他表示：“原则依然不变，要么我们驾驭人工智能，要么人工智能驾驭我们。”同时，他呼吁建立基于伦理的框架，以确保创新和技术进步始终服务于人类。

他表示，这是一个根本性问题，触及了反复出现的数字鸿沟问题，尤其是在各国追求快速技术进步的同时，社会经济不平等现象依然存在的情况下。

“例如，人工智能的指数级增长可能是大多数国家所渴望的，但如果这种扩张只会导致富裕国家和发展中国家、发达经济体和发展中经济体之间的差距扩大，那么它对人类究竟有什么意义呢？”

他说：“这并非臆想或夸大的担忧，而是对地区、国家和社区福祉的深切关切。问题在于，这些技术能否让发展中国家在自身未来发展中拥有更大的发言权，还是会让它们继续依赖其他地方设计的技术。”

安华表示，真正的经济发展不可能在真空中进行，而不考虑技术差距，技术的真正扩张也无法持续。
