Court of Appeal and Supreme Court’s appellate division to get new judges

Hoo Sheau Peng and Goh Yihan will join Singapore's Court of Appeal and Appellate Division on Oct 1, appointed by President Tharman Shanmugaratnam.

Hoo is a High Court judge with extensive experience in criminal, family, public and civil law, and holds degrees from Cambridge and NUS.

Goh, a former High Court judge and law school dean, oversees the Attorney-General’s Chambers' civil division and international legal cooperation team; the Supreme Court now has 32 judges total.

SINGAPORE – Hoo Sheau Peng, currently a High Court judge, will join the Court of Appeal from Oct 1, according to a statement from the Prime Minister’s Office on Sept 25.

It added that Deputy Attorney-General Goh Yihan will be appointed a Judge of the Appellate Division, effective from that date.

The appointments were made by President Tharman Shanmugaratnam.

Hoo has been the Judge-in-Charge of the general division of the High Court since September 2023. She is also a governor of the Singapore Judicial College, a member of the Sentencing Advisory Panel and a member of the advisory board of the Singapore Management University (SMU) Yong Pung How School of Law.

The former President’s Scholar graduated with a Bachelor of Arts (First Class Honours) from the University of Cambridge in 1992. She also holds a Master of Laws (intellectual property and technology) from the National University of Singapore (NUS) and a Master in Public Management from NUS’ Lee Kuan Yew School of Public Policy.

Hoo has heard criminal, family and public law cases. She has also dealt with a range of civil matters on areas of law such as company, insolvency, trusts and intellectual property.

Goh has been Deputy A-G since January 2025 and oversees the work of the civil division of the Attorney-General’s Chambers and the Advocacy Group. Additionally, he oversees the work of the international legal cooperation team, which is part of the crime division.

Goh , himself a former High Court judge, graduated with a Bachelor of Laws (First Class Honours) from NUS in 2006 as the valedictorian and obtained his Master of Laws from Harvard University in 2010.

He later taught at NUS and then SMU, where he was named Dean of the law school in 2017 and Professor of Law in 2019.

With the appointments of Goh and Hoo, the Supreme Court will have a total of 32 judges – the Chief Justice, four Justices of the Court of Appeal, five Judges of the Appellate Division, 16 Judges of the High Court, one Judicial Commissioner and five Senior Judges – and 26 International Judges.

胡秀萍和吴怡涵将于10月1日加入新加坡上诉法院和上诉庭，由总统尚达曼任命。

Hoo 是一位高等法院法官，在刑事、家庭、公法和民法方面拥有丰富的经验，并拥有剑桥大学和新加坡国立大学的学位。

吴先生曾任高等法院法官和法学院院长，现任总检察署民事部门和国际法律合作团队负责人；最高法院目前共有 32 名法官。

公告还补充说，副检察长吴义汉将从该日起被任命为上诉庭法官。

这些任命是由尚达曼总统做出的。

胡女士自 2023 年 9 月起担任高等法院普通庭主管法官。她同时也是新加坡司法学院理事、量刑咨询小组委员以及新加坡管理大学杨邦豪法学院顾问委员会委员。

这位前总统奖学金获得者于 1992 年毕业于剑桥大学，获得文学学士学位（一级荣誉）。她还拥有新加坡国立大学（NUS）的法学硕士学位（知识产权与技术方向）和新加坡国立大学李光耀公共政策学院的公共管理硕士学位。

胡律师审理过刑事案件、家庭法案件和公法案件。她还处理过一系列民事案件，涉及公司法、破产法、信托法和知识产权法等领域。

自2025年1月起，吴先生担任副总检察长，负责监管总检察署民事部门和辩护小组的工作。此外，他还负责监管隶属于刑事部门的国际法律合作团队的工作。

吴先生本人曾任高等法院法官，2006 年以全班第一名的成绩毕业于新加坡国立大学，获得法学学士学位（一级荣誉），并于 2010 年获得哈佛大学法学硕士学位。

他后来在新加坡国立大学任教，之后又在新加坡管理大学任教，并于 2017 年被任命为新加坡管理大学法学院院长，2019 年被任命为法学教授。

随着吴和胡的任命，最高法院将共有 32 名法官——首席大法官、4 名上诉法院法官、5 名上诉庭法官、16 名高等法院法官、1 名司法专员和 5 名高级法官——以及 26 名国际法官。
