Moro Islamic Liberation Front says Malaysia’s role ‘indispensable’ to Philippines’ Bangsamoro peace process

Malaysia is a crucial facilitator in the Bangsamoro peace process, trusted by both the MILF and the Philippine government for its impartiality since 2001.

The country has played a key role in major agreements, like the Framework Agreement on the Bangsamoro and the 2014 Comprehensive Agreement on the Bangsamoro.

The Philippine government and MILF aim to conclude the peace process with an Exit Agreement, relying on Malaysia's ongoing facilitation effort.

KUALA LUMPUR, Sept 26 — After decades of facilitating the Bangsamoro peace process, Malaysia remains an indispensable and trusted ‘honest broker’ whose involvement should continue until the process reaches its conclusion, according to the Moro Islamic Liberation Front (MILF).

MILF Peace Implementing Panel chairman Mohagher Iqbal said Malaysia had earned a high level of trust from both the MILF and the Philippine government through its impartiality and record in facilitating negotiations since 2001.

“Malaysia’s facilitation is indispensable. Malaysia is an honest broker, and since 2001, it has shown the way, journeying with the two parties, tackling and overcoming obstacles along the way,” he told a press conference here on Friday.

Iqbal said Malaysia had helped facilitate key agreements between the Philippine government and the MILF, including the Framework Agreement on the Bangsamoro and the Comprehensive Agreement on the Bangsamoro (CAB).

The CAB, signed in 2014, paved the way for the passage of the Bangsamoro Organic Law and the establishment of the Bangsamoro Transition Authority.

“So there is no reason why Malaysia should not continue as the facilitating country. It has delivered,” he said.

With its track record and the confidence placed in its impartiality, Malaysia remained an important factor in bringing the peace process to its eventual conclusion with an Exit Agreement, he said.

“I would dare to say that without Malaysia as an honest broker, I don’t think we would have reached this far.

“Malaysia has been with the peace process since 2001. And we hope that Malaysia will continue to facilitate these talks until the Exit Agreement,” he said.

The Philippine government and MILF are working towards an Exit Agreement to formally conclude the peace process once all commitments under the CAB have been fulfilled.

Earlier, Iqbal attended a special meeting of the Government of the Philippines (GPH) and MILF Peace Implementing Panels on the implementation of the CAB.

The Philippine government delegation was led by Presidential Adviser on Peace, Reconciliation and Unity Secretary Mel Senen Sarmiento, while Iqbal headed the MILF delegation.

伊克巴尔表示，马来西亚帮助促成了菲律宾政府与摩洛伊斯兰解放阵线之间的关键协议，包括《邦萨摩罗框架协议》和《邦萨摩罗全面协议》（CAB）。

2014 年签署的《共同农业协议》为《邦萨摩罗有机法》的通过和邦萨摩罗过渡管理局的成立铺平了道路。

“因此，马来西亚没有理由不继续担任促成国。它已经做到了。”他说。

他表示，凭借其过往的良好记录和人们对其公正性的信心，马来西亚仍然是促成和平进程最终达成退出协议的重要因素。

“我敢说，如果没有马来西亚作为公正的中间人，我们恐怕无法走到今天这一步。”

他说：“马来西亚自2001年以来一直参与和平进程。我们希望马来西亚能够继续为这些谈判提供便利，直到达成退出协议。”

菲律宾政府和摩洛伊斯兰解放阵线正在努力达成一项退出协议，以便在《全面协议》下的所有承诺都得到履行后，正式结束和平进程。

此前，伊克巴尔出席了菲律宾政府和摩洛伊斯兰解放阵线和平执行小组关于《共同协议》执行情况的特别会议。

菲律宾政府代表团由总统和平、和解与团结顾问梅尔·塞内恩·萨米恩托率领，而伊克巴尔则率领摩洛伊斯兰解放阵线代表团。
