Yingluck Govt’s. Mega Project to Pass Through Cabinet Tomorrow

Prime Minister Anutin Charnvirkul has come out to say that he would pass a 250 billion Baht ‘Mega Project’ for ‘Water Management’ that has been on the backburner since 2014 when the government of then Prime Minister Yingluck Shinawatra was overthrown in a coup by Prayut Chan-o-cha.

Anutin said that on Tuesday the government will pass this mega project that would take years to complete but was ‘needed’ for water management in the country.

This move would be to address the issue in the long term, the Prime Minister announced plans to submit a major drainage project connecting Chai Nat and Pa Sak to the Gulf of Thailand for Cabinet approval.

Following positive feasibility findings from the NESDC, the initiative aims to optimize upper-country water diversion and protect the Central Region and Bangkok, with partial funding set for the 2027 fiscal budget.

The Chainat–Pa Sak–Gulf of Thailand flood diversion canal project (a parallel Chao Phraya waterway), aimed at addressing long-term flooding issues in the Central region and Bangkok.

Situation continues to remain critical in lower basin areas with many areas around the country still at risk of flooding or continued flooding.

Torrential rain continues to pound many parts of the country including Bangna/Lad Krabang/Thepharak and near Suvranabhumi airport being one of the most severely impacted as of this morning.

Thailand’s Metrological Department (TMD) has come out with its 18 th announcement in which it warns of more rain and flooding. TMD has been at the epicenter of criticism for being slow to warn people of the impeding rain and floods.

The Bangkok Metropolitan Administration (BMA) provided an update on the flood situation; skies are beginning to clear following moderate rainfall overnight (approximately 46 mm). However, water levels in major canals—such as Khlong Saen Saep, Khlong Prawet Burirom, and Khlong Prem Prachakon—remain high as they continue to receive runoff from smaller canals. The BMA is accelerating water drainage into the Chao Phraya River, working continuously around the clock to lower water levels.

TMD and Bangkok Metropolitan Administration had on September 23 warned that from September 24-27 Bangkok would face heavy to very heavy rains.

Thailand’s Department of Disaster Prevention and Mitigation (DDPM) reported on Sunday that flooding continued in 25 provinces covered 128 districts, 587 subdistricts and 2,500 villages, with 174,803 households, or 545,022 people, affected. Bangkok’s ongoing flood disruption was recorded separately, with another 52,000 affected households across the capital’s 50 districts.

Samut Prakan had the highest reported number of affected households, at 124,678, although water levels were beginning to recede. Meanwhile Ayutthaya recorded 13,971 affected households, with water levels still rising.

DDPM’s provincial breakdown recorded five deaths in Sa Kaeo, two in Chanthaburi and one in Saraburi, bringing the reported total across the three provinces to eight. Water levels in Sa Kaeo were still increasing, while levels in Chanthaburi and Saraburi were receding, according to the DDPM update.

Bangkok has recorded more than 300 millimeters of rain since September 24, causing major canals to overflow and flooding at least 13 main roads. About 52,000 households across the city’s 50 districts have been affected. Around 4,200 people have been evacuated. The Bangkok Metropolitan Administration has opened 233 temporary shelters with space for 15,000 people and transferred nearly 40 bedridden patients to hospitals.

City officials are deploying pumps, boats, high-clearance trucks, and emergency personnel to the worst-hit areas. Bangkok’s 69 public health centers and 13 city hospitals are on standby, with priority given to vulnerable residents.

2 Days of Holidays (except Bank & Stock Market) Declared for Bangkok

The special Cabinet meeting has designated September 28–29 as special public holidays in Bangkok, Nonthaburi, Pathum Thani and Samut Prakan to help reduce the impact of flooding and ease travel for residents. The special holidays apply to government offices in the four affected provinces.

The Cabinet has directed all agencies to integrate their efforts to provide continuous assistance to the public across all areas, implementing 14 urgent measures covering water management, evacuation, and disaster relief.

Free use of Expressway until Tomorrow September 29

The government has given access to use expressway ‘free’. Commuters can use all 8 expressways free of charge until midnight of September 29, 2026.

Online government services will remain available, while state enterprises, banks, private companies and hospitals may decide whether to close.

The Stock Exchange of Thailand will operate as usual.

Panic Buying & Hoarding of Food

The government has ordered nationwide monitoring of essential goods amid panic buying in flood-hit areas, aiming to prevent shortages and price gouging. The Commerce Ministry has established a centralized center to track supplies, prices, transportation and demand in Bangkok and provinces nationwide.

Manufacturers, wholesalers, retailers and convenience stores have been asked to increase stock replenishment, accelerate distribution and adjust delivery routes to reach affected areas. Flood-hit stores may reopen when conditions are safe.

Consumers can report hoarding, excessive price increases or unfair sales practices through the 1569 hotline or provincial commercial offices.

Airport Operational but No Taxis to Enter City

Suvarnabhumi and Don Mueang airports remain operational despite some flight delays, with no significant passenger backlog reported.

Affected passengers may reschedule their journeys or retain their ticket value as credit, subject to each airline’s conditions.

Backlogs of baggage at Suvranabhumi has become a big issue as only Thai Airways passengers are witnessing up to 6-10 hours delay while other airline passengers are reportedly getting their bags.

The Ministry of Transport has opened a 24-hour emergency command center to coordinate road, rail, water and air services.

Buses and high-clearance vehicles are being deployed to evacuate residents, while officials monitor 172 flood-affected locations across 85 highways in 22 provinces. Expressway tolls have been waived through September 27, and free parking is available at several rail facilities. Most rail services remain operational, while Khlong Saen Saep boat services and some eastern van and minibus routes have been suspended.

The Office of the Civil Service Commission has authorized government agencies to let civil servants work from home on September 28–29, 2026, unless their duties require them to be on site, as heavy rain and flooding are expected to continue into early next week.

The Bangkok Department of Education has announced the temporary closure of schools under the Bangkok Metropolitan Administration (BMA) on Monday, September 28, 2026. This decision follows heavy rainfall that has caused flooding and traffic congestion, impacting the daily lives of residents in Bangkok. Make-up classes will be scheduled at a later date.

PM Anutin Jumps to Action

Prime Minister Anutin Charvirakul, who was on a trip to Japan/USA and United Kingdom from September 20-27 jumped to action as soon as he landed in Bangkok yesterday and announced

“No Cabinet Minister is allowed to travel abroad, and everyone needs to tackle the flooding situation in Thailand.”

Seems like his meeting with UBS officials in London were more important than suffering of Thai people in Thailand. He did not cut short his trip to London to ‘tackle’ the situation in Thailand but arrived on the last day of the heavy rain that has wreaked havoc in the city and the country.

He met UBS and Virgin Atlantic and addressed a small gathering of businessmen in London. Virgin only flies to Phuket during high season and USB, well they are the #2 shareholder list of STECON Group, a company that is owned by PM Anutin and his family.

Anutin explained that the recent inundation was driven by prolonged, widespread heavy rainfall that exceeded local drainage capacities.

Boos and Anger as PM Anutin goes to meet people

Following the briefing, Prime Minister Anutin and his delegation immediately visited flood-affected residents in the Ruam Pattana community along Klong Prem Prachakorn in Bang Khen, traveling directly from Don Mueang Airport via a high-clearance Department of Disaster Prevention and Mitigation (DDPM) vehicle.

Upon his arrival, residents shouted “We can’t take being this rich anymore”—echoing Prime Minister Anutin Charnvirakul’s election campaign slogan—urging him to wade through the floodwaters and offering to carry him onto a boat to inspect their living conditions firsthand.

In the evening, following a special Cabinet meeting, Anutin visited the Khlong Chan area in Bang Kapi District. He traveled by boat to distribute relief bags to residents of the Khlong Chan Flats, where surrounding floodwaters had reached a depth of approximately 1.50 meters. Residents expressed a mix of gratitude and dissatisfaction regarding the government’s performance.

Constitutional Court set to Deliver its Verdict on ‘Barcode’ on Ballot Papers

One should not expect a surprise at the planned verdict of the Constitutional Court.

This court that has powers behind the scenes dictating things is set to deliver its verdict on the case of the ‘barcode’ on the ballot papers during the February 8, 2026 General Elections.

Today at 9:30 AM, the Constitutional Court confirmed the schedule for oral statements, deliberation, and voting regarding the case concerning the Election Commission (EC) printed ballots for the general election of Members of the House of Representatives on February 8, 2026, barcodes were included on the party-list ballots, while QR codes were included on the constituency-based ballots. This schedule remains unchanged despite the Cabinet’s resolution on September 27 designating September 28–29, 2026, as special government holidays due to severe flooding in Bangkok.

The Court maintained the schedule because the hearing had been set well in advance and the parties involved had already been notified; furthermore, altering the date would disrupt the scheduling of other cases, for which the agenda is already set through October 2026. The public can watch the live broadcast of the Constitutional Court’s ruling via the online channels specified on the Court’s website, starting at 2:00 PM.

The Constitutional Court’s upcoming ruling on the election is expected to follow one of three potential scenarios.

Under the first scenario, the court finds no constitutional violation, determining that barcodes and QR codes on ballots do not trace individual voters or compromise secrecy; this leaves the February 8 election intact, allowing MPs to retain their seats and the government to continue governing normally.

Under the second scenario, the court identifies legal or procedural flaws but stops short of invalidating the national result, requiring relevant agencies to rectify specific issues without causing a total parliamentary reset.

Under the third scenario, the court rules the election void for violating the principle of secret balloting, which would strip all MPs of their status, force a new general election, and end the current government’s term.

At 10:03 PM last night, the Khon Kaen Provincial Administrative Organization (PAO) reported the unofficial, 100% complete vote count for the Khon Kaen PAO Chief election. Pongsak Tangwanitkaphong No. 2, supported by the Pheu Thai Party, secured the most votes with 424,397, while Wattana Changlao No. 1 from the Kla Tham Party came in second with 254,180 votes.

This election was a re-run ordered by the court after the Election Commission (EC) issued a “yellow card” to Wattana. Wattana is the son of Ekkarat Changlao —a former Khon Kaen MP for the Bhumjaithai Party—and was one of the witnesses who retracted their testimony in the Senate election fraud case.

Senate President Mongkol Surasajja has issued an urgent order to cancel the Senate meetings scheduled for September 28–29, 2026.

This decision follows continuous heavy rainfall that has caused a disaster situation in Bangkok, in accordance with the announcement by the Bangkok Disaster Prevention and Mitigation Command Center regarding disaster-affected areas in Bangkok, dated September 25, 2026.

“Nida Poll” has released the results of its third quarterly political popularity survey for 2026, conducted between September 18–23, 2026. The survey sampled 2,500 citizens aged 18 and older across all regions of the country. The results show a sharp decline in the popularity of Anutin Charnvirakul—Prime Minister and leader of the Bhumjaithai Party—dropping from 29.40% in the first survey to 13.76%.

When asked whom they would support as Prime Minister today, the top five choices were:

Anutin Charnvirakul (Bhumjaithai Party) 13.76%

Losses from Floods to take a Toll on Economy & GDP

Associate Professor Dr. Aat Pisanwanich from Rangsit University’s Faculty of Economics estimates that recent flooding across 48 provinces, including Bangkok, from September 24–27, 2026, puts 15.2 trillion baht in economic value at risk—equivalent to 81% of Thailand’s GDP.

The disaster is projected to drag Q3/2026 GDP down by 0.36% to 0.73%. Bangkok faces the largest economic risk at 41.7%, followed by the Eastern region (21.7%), Central region (17.3%), Northern region (8%), and Northeastern region (6.7%), with total estimated damages across all regions ranging from 4.5 to 10.6 trillion baht, or an average of 12.5 billion baht per day.

Across regional production sectors, manufacturing and agriculture are expected to suffer the greatest impact from the flood damage.

State-owned and private banks have introduced measures—including debt payment suspensions, reduced installment payments, and interest waivers for up to 12 months—to alleviate the financial burden on flood victims.

Government Savings Bank (GSB) and Government Housing Bank (GHB) have introduced financial relief measures for flood victims, offering existing borrowers a temporary three-month repayment pause at 0% interest. To assist with recovery, both state-owned institutions are extending tailored loans for living expenses, residential repairs, and SME restoration with reduced rates and flexible terms. Additional support includes debt restructuring for non-performing loans, expedited insurance claim processing, and loan fee waivers to alleviate financial hardship for affected households and businesses.

Krungthai Bank and the Export-Import Bank of Thailand (EXIM Bank) have also deployed targeted relief initiatives for affected individuals and commercial clients. Krungthai Bank is offering retail and SME borrowers up to a 75% reduction in monthly payments for up to one year, temporary 0% interest rates, fee waivers, and specialized rehabilitation loans. Concurrently, EXIM Bank is assisting enterprise clients by extending debt repayment schedules, cutting interest rates, and temporarily raising credit limits by 20% to help maintain working capital and accelerate business recovery.

Meanwhile Bangkok Bank (BBL) has launched flood relief measures offering corporate and SME clients up to a 12-month principal repayment holiday, flexible payment terms, and low-interest recovery loans starting at 3.5% annually. Retail borrowers can access reduced installments (up to 40% on home loans), temporary interest rate cuts, credit card payment relief, and special home repair loans. Affected customers can apply at any branch until December 30, 2026.

Bank of Ayudhya (BAY) is allowing customers affected by the floods to request a reduction in installment payments for up to six months, with principal payment suspension periods ranging from three to six months depending on the loan type; measures are also available for auto loan, credit card, and personal loan customers.

Thailand’s exports surged 24.3% year-on-year in August 2026 to US$34.62 billion, marking the fastest growth in 56 months and the 26th consecutive month of expansion. The surge was primarily driven by strong global demand for AI-linked electronics and technology infrastructure—boosting industrial exports by 27.1%—alongside a rebound in fruit exports to China. Regionally, shipments to the United States jumped 48.7%, while exports to China and the European Union grew 15.5% and 23.1%, respectively.

With total exports rising 18.9% over the first eight months of 2026, the Ministry of Commerce expects full-year growth to exceed 11% and potentially reach a record 15% (around US$391 billion). However, officials cautioned that high comparison bases, geopolitical tensions, and potential stabilization in AI infrastructure investment could create headwinds for export growth in 2027.

On Friday, September 25, the index closed at 1,607.63 points, up 5.05 points (0.32%), with a trading value of 57,366.42 million baht. The market outperformed expectations, driven primarily by DELTA shares; the stock had previously underperformed, leading to a reduction in its index weighting, but saw renewed buying interest as its weight was adjusted back to the 10% “capped weight” level. However, the market’s upside remains limited as US government bond yields stay high and oil prices continue to rise, fueling concerns over inflation and interest rate trajectories—factors that are pressuring risk assets in the short term.

Regarding domestic factors, investors are monitoring today’s Constitutional Court ruling concerning the use of barcodes and QR codes on ballots for House of Representatives elections. The Court has scheduled oral statements, deliberations, and voting for the morning, with the ruling to be announced in the afternoon. Meanwhile, discussions between US and Chinese leaders yielded no new agreements with significant market impact, though the two-month extension of negotiations signals a continued dialogue.

For today, the index is expected to move sideways. Support levels are estimated at 1,595, 1,587, and 1,575 points, while resistance levels are at 1,610 and 1,630 points.

Pornanong Budsaratragoon, Secretary-General of Thailand’s Securities and Exchange Commission (SEC), confirmed that trading and related operations for the capital and digital asset markets will proceed normally on Monday, September 28. The SEC is closely monitoring the ongoing flood situation in coordination with the Stock Exchange of Thailand (SET) and digital asset operators to ensure uninterrupted trading services, investor protection, and staff safety through flexible, situation-appropriate management.

The Stock Exchange of Thailand (SET), in collaboration with UBS, organized a roadshow in London where Prime Minister Anutin Charnvirakul presented Thailand’s economic potential and policy directions. Soravis Krairiksh, SET Senior Executive Vice President and Head of Marketing Division, noted that the event offered a platform for direct engagement with top executives from eight leading global fund managers, including BlackRock and Schroders, which collectively manage approximately $16 trillion in assets.

Investors focused beyond short-term investment returns, emphasizing Thailand’s long-term economic foundation across three core pillars: political stability, a new investment cycle highlighted by record-high BOI application values, and the government’s ability to effectively turn policies into concrete actions.

Asset World Corp (AWC) plans to launch a multi-sector real estate investment trust, AWR REIT, seeding it with an initial portfolio of five mature, premium properties valued at a minimum of 48.4 billion baht. The seed assets comprise four luxury hotel resorts (Banyan Tree Samui, Pattaya Marriott Resort and Spa, Meliá Koh Samui, and Banyan Tree Krabi) and one Grade A commercial complex, The Empire in Bangkok.

This transaction marks a major strategic shift for AWC toward a capital-recycling “Development Engine” model—incubating properties until they mature before transferring them to the REIT. The move allows AWC to unlock property value, realize capital gains, and recycle funds into new developments. AWC is considering an initial public offering (IPO) for AWR trust units worth over 30 billion baht while maintaining an active role by leasing back and managing the properties, alongside preparing a pipeline of nine additional projects for future REIT inclusion.

The Central Administrative Court has upheld the disqualification of Dr. Sarana Boonbaichaiyapruck from the National Broadcasting and Telecommunications Commission (NBTC). During initial questioning, Sin claimed he was unaware of Thai cultural norms and was encouraged by a foreign friend who suggested street jet-skiing was a way to bring joy to people during distressed times. Police have charged him with causing a public nuisance and are preparing to submit the case to court on September 28, 2026, while requesting the court to confiscate the jet ski used in the incident.

Thailand’s Puripol “Thep Bew” Boonson won the men’s 200m at the 20th Asian Games in Japan, securing his second gold medal of the competition and Thailand’s ninth overall.
