Prime Minister Anutin Charnvirakul faces a widening flood emergency as Bangkok struggles to drain after the weekend deluge. However, the threat is now spreading far beyond the capital. Bangkok’s immediate rainfall crisis has eased, but enormous volumes of water remain trapped across eastern districts.
At the same time, several major reservoirs are approaching their operating limits. Dam operators are increasing releases while substantial upstream water moves towards the Central Plains. The challenge facing Mr Anutin has therefore changed sharply since the weekend.
Initially, the emergency centred on exceptional rainfall overwhelming Bangkok’s drainage system. Now officials must drain the capital while managing swollen rivers and heavily loaded reservoirs. Moreover, upstream water is already moving towards Ayutthaya, Pathum Thani, Nonthaburi and eventually Bangkok.
Heavy rain remains the key threat as Anutin tours flooded Bangkok communities and directs relief work
Further heavy rainfall could slow drainage and increase reservoir inflows. Likewise, new rain would feed rivers already carrying substantial volumes. By contrast, several relatively dry days would give officials an important window to move existing water south.
Mr Anutin spent Monday night in some of Bangkok’s worst-hit communities. At 6.50 pm, he returned to Khlong Chan housing estate in Bang Kapi for a second consecutive day. Defence Minister Lieutenant General Adul Boonthamcharoen accompanied him alongside other ministers and senior officials.
First, Mr Anutin inspected a royal kitchen outside the National Institute of Development Administration. The kitchen was preparing 10,000 boxed meals for flood victims. He checked meal quantities before boarding a flat-bottomed boat into the flooded housing estate.
Residents displayed sharply different reactions as the Prime Minister’s boat passed apartment buildings. Some shouted encouragement and thanked him for visiting. Others shouted abuse and criticism. Nevertheless, Mr Anutin did not retaliate and said residents should be allowed to express their anger. At one point, residents shouted: “We’re happy just to see the Prime Minister here!” Others called: “Bhumjaithai! Bhumjaithai!” Mr Anutin responded: “Oh, forget about that for now. Don’t pay attention to them.”
Anutin checks water and supplies as high canal levels prevent effective pumping across flooded areas
Separately, his boat stopped beside an apartment building where he checked the tap water using a hose. Mr Anutin told residents that surrounding water levels remained too high for effective pumping. Even so, he promised continued deliveries of food, drinking water and essential supplies. “Take good care of yourselves,” he told residents. “We can’t pump water now because the water level is too high, but we will bring food and water every day.”
The Prime Minister then continued towards Rom Klao and Lat Krabang, where serious flooding remained. He also rejected suggestions that he was directing operations from an “ivory tower”.
Instead, Mr Anutin said field inspections were required to establish what communities actually needed. He said earlier food shortages had eased substantially. Electricity had also been restored throughout buildings in Khlong Chan, while officials were reconnecting water supplies.
“The complaints about not having eaten anything for two days are gone,” Mr Anutin said. “Food has been delivered, electricity has been restored to all buildings, and water is being connected.” However, the local pump room remained flooded. That highlighted the central problem confronting Bangkok’s drainage operation. Floodwater cannot simply be pumped into canals carrying higher water levels. Otherwise, water can flow back towards the same communities.
Bangkok waits for canal levels to fall as Anutin orders pumps replaced and defends emergency response
Mr Anutin said the government had concentrated on immediate shortages while waiting for water levels to fall. “No matter what anyone criticises, today we gave them rice, and they said they had enough,” he said. “This shows our concern for their livelihoods and consumption. We accomplished this overnight.” He also defended field inspections. “If we don’t go and see, we won’t know what they need,” he said. “We can’t just provide what we need without knowing.”
Operationally, Bangkok first needs water inside its major canals to fall. The Saen Saep, Lat Phrao, Prawet Buri Rom and Prem Prachakorn canals are particularly important. Several reached critical levels during the weekend and overflowed in places.
As a result, huge volumes remain trapped inside roads, housing estates and low-lying communities. Mr Anutin said pumping would intensify once canal levels permitted. Additionally, he ordered broken pumps replaced and offered support for acquiring more equipment.
The Prime Minister said pumping while external levels remained higher would merely circulate water back. Instead, water must first move through canals towards the sea. “What they are seeing today is a positive trend because there is no more rain,” Mr Anutin said. That would provide an opportunity for drainage, he added. Once canal levels fell, pumping could be intensified rapidly.
Bangkok drainage timetable hinges on new rain as eight eastern districts remain badly flooded Tuesday
Bangkok Governor Chadchart Sittipunt has offered a cautious timetable for that process. He expects ordinary flooded areas to improve within roughly three or four days. However, heavily inundated communities could require longer.
Rom Klao, for example, could take around seven days. The central government has given a shorter estimate of two or three days for much of Bangkok. Crucially, that projection depends on significant new rainfall staying away.
That condition remains uncertain. The Thai Meteorological Department gives Bangkok and surrounding provinces a 60% chance of thunderstorms Tuesday. Accordingly, the rainfall emergency has eased without disappearing. Eastern and northeastern Bangkok remain particularly badly affected. Eight districts were still substantially flooded on Monday. They included Lat Krabang, Bang Kapi, Min Buri, Saphan Sung, Suan Luang, Bueng Kum, Khlong Sam Wa and Sai Mai.
By Tuesday morning, conditions had improved only partially. At Bang Kapi intersection, water had fallen approximately 10 centimetres. Despite that, the intersection remained effectively impassable. Around Phatthanakan intersection, floodwater remained approximately 50 centimetres deep. Consequently, small vehicles could not pass. Across Bangkok, about 329,000 households have been affected, representing approximately 700,000 people.
Army deploys 4,000 personnel as northern water moves south while Bangkok continues draining floodwater
In response, the Royal Thai Army has deployed more than 4,000 personnel across Bangkok and central Thailand. The operation includes 288 vehicles and 20 inflatable or flat-bottomed boats. Additionally, nine mobile field kitchens and two drone systems are supporting operations.
Forward Operations Centres have also been established inside Bangkok. They are coordinating military operations with the Bangkok Metropolitan Administration and other agencies.
The 1st Infantry Division, Royal Guard, is responsible for Bang Kapi. On another front, the 2nd Cavalry Division, Royal Guard, is handling Lat Krabang. Troops are transporting residents and vulnerable people while delivering food, drinking water and essential supplies.
In Rom Klao, flat-bottomed boats and high-clearance vehicles are supporting communities where ordinary transport remains difficult. Beyond Bangkok, soldiers are reinforcing sandbag barriers in Sam Khok district of Pathum Thani.
That operation reflects the next problem confronting the capital. Northern water is moving south while Bangkok is still draining the weekend deluge.
The BMA has already reported rising levels linked to northern flows around Bang Phlat and Thawi Watthana. Conditions throughout the Chao Phraya basin are therefore becoming increasingly important. Bangkok is trying to remove accumulated rainwater while another mass of water moves towards the lower Central Plains.
Pa Sak Jolasid nears capacity as operators prepare sharply higher releases into an already swollen system
National reservoir figures initially appear less alarming. Thailand’s reservoirs contained approximately 61.808 billion cubic metres on September 28. That represented around 77% of aggregate storage capacity.
Therefore, Thailand’s dams are not collectively full. Regionally, however, conditions are much tighter. Western reservoirs were approximately 89% full, while eastern reservoirs stood around 85%. More significantly, several strategically important reservoirs are approaching their operating limits.
Pa Sak Jolasid Dam presents one of the clearest examples. The reservoir has reached 96.49% of capacity. At 6 am Monday, it contained 840.94 million cubic metres. However, water was entering at 737.78 cubic metres per second. Discharge was only approximately 25 cubic metres per second. Therefore, the reservoir was receiving water far faster than operators were releasing it.
Adding to the pressure, irrigation officials forecast another 373.22 million cubic metres during the following seven days. Operators have consequently scheduled a sharp increase in releases. On Wednesday, discharge is due to rise to 115 cubic metres per second. On Thursday, it will double to 230 cubic metres per second. By Friday, releases are scheduled to reach 400 cubic metres per second. That represents a sixteen-fold increase from Monday’s discharge rate.
Pa Sak releases threaten higher river levels as Vajiralongkorn nears capacity after exceptional rainfall
Officials estimate those releases could raise the Pa Sak River by 3.5 to four metres. For now, they expect the additional water to remain within the river channel. Even so, Lop Buri and Saraburi are under increased scrutiny.
Eventually, the water will feed towards the Ayutthaya and Chao Phraya system. Ayutthaya could therefore face increasing pressure from two directions. Chao Phraya flows are approaching from the north, while Pa Sak releases will arrive from the northeast.
Meanwhile, another major reservoir is approaching capacity in western Thailand. Vajiralongkorn Dam in Kanchanaburi reached approximately 96% on Monday evening. It contained about 8.484 billion cubic metres.
Consequently, the Electricity Generating Authority of Thailand announced increased releases beginning Tuesday. Western Thailand has also received exceptional rainfall, with Kanchanaburi recording up to 238 millimetres during the latest reporting period. The Mae Klong basin is therefore also under close observation.
Rayong reservoirs remain heavily loaded as Chao Phraya releases send rising water towards Ang Thong
Conditions are already severe farther east. Prasae Reservoir in Rayong held approximately 331 million cubic metres on Monday morning. That represented 112.6% of its stated storage capacity.
In response, officials increased discharge through the spillway. Klaeng and Wang Chan districts were identified among potentially affected areas. At the same time, concern developed around the Khao Chuk/Khlong Rawoek reservoir.
The government stressed that the earth dam itself had not broken. Instead, erosion damaged part of the right side of the spillway structure. Consequently, surrounding communities are being watched closely. They include Thung Khwai Kin in Klaeng and Nam Pen in Khao Chamao. By Tuesday, Rayong was reporting flooding across five districts. Compounding the problem, catchments are saturated while reservoirs are carrying substantial volumes.
The Chao Phraya corridor presents a broader downstream challenge. At noon Monday, the Chao Phraya Dam increased discharge to 2,000 cubic metres per second. That water is now travelling south. Accordingly, downstream provinces are preparing for rising river levels. Ang Thong officials calculated that the increased flow would reach the province around 2 pm Tuesday.
Riverside areas in Chaiyo, Pa Mok and Muang districts could rise another 15 to 20 centimetres. Wiset Chai Chan and Pho Thong could rise approximately five to 10 centimetres. Ahead of the increase, residents beside the Chao Phraya and Noi rivers were warned. They were advised to move belongings and livestock to safer ground.
More significantly, the larger threat could emerge during early October. The Ang Thong incident command expects Chao Phraya Dam discharge could approach 2,500 cubic metres per second. If that occurs, officials estimate water around Ang Thong could rise another 1.5 to 1.8 metres. The Central Plains therefore face a developing downstream threat as greater volumes move through the system.
Central Plains face sustained river pressure as floods remain active across 29 provinces and Bangkok
Geographically, the route south is clear. Water moves from Nakhon Sawan towards Chai Nat and the Chao Phraya Dam. It then passes Sing Buri and Ang Thong before reaching Ayutthaya. From there, the river continues through Pathum Thani and Nonthaburi towards Bangkok. At the same time, Pa Sak releases add another pressure point around Ayutthaya.
This next phase differs sharply from Bangkok’s weekend emergency. Bangkok was overwhelmed primarily by exceptional local rainfall. That rainfall exceeded the capital’s ability to drain water quickly. Now, sustained river flows are becoming increasingly important. Furthermore, many downstream areas are already saturated after widespread rainfall.
The national flood emergency also remains extensive. On Tuesday, active flooding remained across 29 provinces and Bangkok. More than 2.6 million people were affected. Meanwhile, the cumulative death toll reported since September 16 had reached 23. Across the broader September 16-28 period, flooding occurred in 41 provinces and Bangkok.
More importantly, water was still rising across a broad geographical belt entering Tuesday. On Monday, DDPM reported rising levels in Nakhon Sawan, Chai Nat and Sing Buri. Water was also rising in Suphan Buri and Kanchanaburi. Farther downstream, Ayutthaya and Pathum Thani were recording increases. To the east, levels were rising in Nakhon Nayok, Prachin Buri, Sa Kaeo and Chon Buri.
Chao Phraya corridor comes under pressure as heavy rain threatens central and eastern provinces again
Taken together, those reports show an emergency extending far beyond residual Bangkok flooding. Substantial areas remain under active water pressure. The Central Plains corridor is particularly important.
Nakhon Sawan sits upstream of the Chao Phraya Dam. Downstream lie Chai Nat, Sing Buri, Ang Thong, Ayutthaya and Pathum Thani. Eventually, the river reaches Nonthaburi and Bangkok.
For now, increased Chao Phraya releases are the immediate concern. From Wednesday, additional Pa Sak releases become increasingly important. Suphan Buri and Kanchanaburi also require close attention because western Thailand remains extremely wet. Furthermore, the Meteorological Department forecast heavy rain Tuesday across Nakhon Sawan, Uthai Thani, Suphan Buri, Kanchanaburi and Ratchaburi.
Fresh rainfall in those provinces could increase runoff into already swollen river systems. It could also increase inflows into reservoirs with limited remaining capacity. The weather is therefore increasingly important to reservoir management as well as flood drainage.
In another vulnerable area, Nakhon Nayok and Prachin Buri remain under pressure. Officials have already reduced releases from Khun Dan Prakan Chon Dam. The measure is intended to ease flooding in Muang district of Nakhon Nayok. In Prachin Buri, flood defences have been erected around Chao Phraya Abhaibhubejhr Hospital. Patients have already been moved as a precaution.
Eastern provinces remain exposed as short dry window becomes crucial for drainage and reservoir capacity
Across the eastern region, further potentially heavy rainfall remains forecast. The Meteorological Department identified Nakhon Nayok, Prachin Buri and Chon Buri among threatened provinces. Rayong, Chanthaburi and Trat are also included. Rayong remains particularly exposed because its catchments are saturated. Prasae Reservoir has also exceeded its stated storage capacity.
Nationally, rainfall is generally expected to decrease Tuesday. That provides Bangkok and other flooded areas with an opportunity to move accumulated water. Yet the window could be short. Accumulated rainfall still creates risks of flash flooding, river overflow and landslides. Western areas of northern and central Thailand remain vulnerable, while the eastern seaboard also remains exposed.
Weather conditions during the next several days will therefore be central to the flood response. Under drier conditions, Bangkok’s canals can fall and flooded communities can drain. River levels can also decline if upstream inflows decrease. In turn, reservoir operators can release water and create additional storage capacity.
Renewed heavy rainfall would produce the opposite effect. Fresh water would arrive before existing volumes had cleared downstream. Reservoirs approaching capacity would receive additional inflows. Simultaneously, rivers would have to carry existing releases and new runoff. That would reduce the available margin across several interconnected water systems.
Weather outlook threatens renewed heavy rain as Anutin faces a wider flood emergency beyond Bangkok
The seven-day outlook does not indicate that the danger has passed. Conditions could deteriorate again from September 30 into early October. Further heavy to very heavy rainfall is possible later this week. Central Thailand, the East and Bangkok are among the areas facing that risk. The present drainage window is consequently important for both Bangkok and the wider river system.
For Mr Anutin, the operational challenge has expanded rapidly since the weekend. On Sunday, attention centred overwhelmingly on flooded Bangkok communities. By Monday night, the Prime Minister was still travelling by boat through deep water in eastern Bangkok. He was also defending the government’s response directly to residents.
“How can we expect the people to feel better right now?” Mr Anutin said. “The government can’t expect that, but we must do our duty.” He also addressed the limits of flood prevention. “Today, we can’t say we can’t prevent flooding,” he said. “But when flooding occurs, being prepared to help and assist the people is the first priority.”
By Tuesday, however, the immediate challenge had become considerably broader. Bangkok must still drain huge quantities of trapped water. Simultaneously, the Chao Phraya is carrying increased upstream flows south. Pa Sak Jolasid is preparing dramatically higher releases. Vajiralongkorn Dam is approximately 96% full, while Prasae Reservoir has exceeded its stated capacity.
Flood response expands nationwide as relief funding, river defences and reservoir releases become critical
In addition, active flooding continues across 29 provinces and Bangkok. More than 2.6 million people are affected. The Royal Thai Army has already deployed thousands of personnel. Military units are also reinforcing flood defences outside the capital as rising river levels threaten communities farther downstream.
Mr Anutin said Monday that the government was moving towards recovery and rehabilitation. The government is preparing more than ฿2 billion in flood relief funding for Cabinet consideration. Even so, immediate emergency operations remain extensive. In Bangkok, supplies must still reach communities isolated by deep water. Pumps must then remove trapped water once canal levels permit.
Beyond the capital, riverbanks and flood defences require continued monitoring. Reservoir operators must also manage rapidly changing inflows and releases. Downstream provinces must prepare for water already travelling towards them. Ayutthaya and Pathum Thani consequently become increasingly important during the next phase. Eventually, those flows approach Nonthaburi and Bangkok.
The timing is tight. Bangkok could require between two and seven days to remove existing floodwater. That depends on location, canal levels and further rainfall. At the same time, Pa Sak Jolasid is 96.49% full. Its releases are scheduled to climb sharply through Friday.
High reservoir levels force releases as Bangkok drains and northern water continues moving southwards
Vajiralongkorn is around 96% full, while Prasae has reached 112.6% of its stated storage capacity. The Chao Phraya Dam is already releasing 2,000 cubic metres per second. That flow could approach 2,500 cubic metres per second during early October.
Bangkok’s drainage operation now overlaps with a growing upstream river-management challenge. The capital needs its canals to fall while northern water continues moving south. Thailand’s entire dam network is not full, with national storage around 77%. Critically, however, several strategically important reservoirs are approaching their operating limits.
That is already forcing sharply increased releases. Downstream rivers and floodplains are carrying substantial water at the same time. Further rainfall could add another layer of runoff before those flows clear. Drier conditions would instead give Bangkok, reservoirs and river systems valuable time.
For now, Bangkok’s floodwaters are slowly falling. However, the national emergency remains active across a broad swathe of Thailand. Reservoirs are heavily loaded, releases are increasing and downstream river levels are rising. Much of that water is now moving south.

东部地区的情况已经十分严峻。周一上午,罗勇府的普拉塞水库蓄水量约为3.31亿立方米,相当于其标称库容的112.6%。

从地理位置上看,南下路线清晰明了。河水从那空沙旺府流向猜纳府和湄南河大坝,然后流经信武里府和安通府,最终到达阿瑜陀耶府。从那里,湄南河继续流经巴吞他尼府和暖武里府,最终汇入曼谷。与此同时,帕萨水库泄洪又在阿瑜陀耶府附近增加了一个压力点。
下一阶段的情况与曼谷周末的紧急情况截然不同。曼谷当时主要是由于异常强降雨造成的,降雨量超过了首都的快速排水能力。而现在,持续的河流流量变得愈发重要。此外,大范围降雨后,下游许多地区已经饱和。

在另一个易受洪水侵袭的地区,那空那育府和巴真府仍然面临洪水压力。官员们已经减少了坤丹普拉坎春大坝的泄洪量。此举旨在缓解那空那育府府县的洪水灾害。在巴真府,湄南河阿拜布贝医院周围已经设置了防洪设施。作为预防措施,患者已被转移。
东部各省仍面临严峻挑战,因为短暂的旱季对于排水和水库容量至关重要。
东部地区预计仍将出现强降雨。气象部门已将那空那育府、巴真府和春武里府列为受灾府。罗勇府、尖竹汶府和达叻府也位列其中。罗勇府由于流域已饱和,因此尤其容易受到降雨影响。帕塞水库的水位也已超过其规定库容。
全国范围内,预计周二降雨量将普遍减少。这将为曼谷和其他受灾地区提供疏导积水的机会。然而,这个窗口期可能很短暂。积雨仍会带来突发性洪水、河水泛滥和山体滑坡的风险。泰国北部和中部西部地区仍然脆弱,东部沿海地区也面临风险。
