A 61-year-old man has been charged after he allegedly tied female undergarments around his exposed genitals and walked along a corridor at a Chai Chee HDB block in August.
According to the statement of facts dated Sept 25, Ng Chong Teck had allegedly purchased multiple female undergarments and a wig from online retailers.
He then retrieved at least two female undergarments from a recycling bin, and cut a hole in the groin area of a pair of pantyhose that he had purchased.
Before 2am on Aug 15, Ng reportedly went to the 14th floor of a HDB block along Chai Chee Road, where he undressed and put on the wig, a bra and the modified pantyhose, exposing his genitals.
He then tied several female undergarments around his genitals, before walking along the corridor while touching himself on occasion, the document stated.
A resident's security camera mounted on the door of his unit recorded the incident, and the resident later filed a police report.
Ng was subsequently arrested on Aug 16 and remanded at the Institute of Mental Health until Sept 1.
Prior to this, Ng also allegedly masturbated at a staircase landing at Block 34 Chai Chee Avenue around 10.30pm on Sept 3, 2025, according to charge sheets seen by AsiaOne.
He was administered a 12-month conditional warning on Sept 4, 2025, which he breached by allegedly committing the latest offence in August this year.
Ng faces two charges of committing an obscene act in a public place.
If found guilty, Ng can be jailed for up to three months per charge and fined.
According to the prosecution, Ng was previously sentenced to four weeks' jail for a similar offence committed in May 2025.
The prosecution is seeking a sentence of between eight and 10 weeks' imprisonment for the latest offence.
