More than one million Singaporean HDB households will receive the service and conservancy charges (S&CC) rebate, and double the regular U-Save rebate in October, the Ministry of Finance (MOF) announced on Wednesday (Sept 30).

The regular S&CC and U-Save rebates are part of the permanent GST Voucher (GSTV) scheme, while an additional U-Save rebate was announced as part of the second tranche of support — announced on July 29 — in response to the Middle East situation.
The rebates in October is the third disbursement for the 2026 financial year, after April and July , with the subsequent disbursement in January 2027.
Eligible households will receive up to $190 in U-Save rebates and up to one month of S&CC rebates in October, depending on their flat type, the ministry added.
In total, eligible Singaporean HDB households will receive up to $760 of U-Save rebates, and up to three-and-a-half-months of S&CC rebates in the 2026 financial year.
No action is required of eligible households as the U-Save rebate will be credited directly into the households' utilities accounts with SP services, while the S&CC rebate will be automatically credited into households' S&CC accounts with their respective town councils.
MOF also reminded the public that Government officials will never ask them to transfer money or disclose banking details over a phone call.
"If members of public are unsure if something is a scam, they should call the 24/7 ScamShield Helpline at 1799," said the ministry.

符合条件的家庭无需采取任何行动，U-Save 回扣将直接存入家庭在新加坡电力公司 (SP) 的服务账户，而 S&CC 回扣将自动存入家庭在各自市镇理事会的 S&CC 账户。
财政部还提醒公众，政府官员绝不会通过电话要求他们转账或透露银行信息。
该部门表示：“如果公众不确定某件事是否是骗局，他们应该拨打 24/7 全天候 ScamShield 热线 1799。”
