The Malaysian government has decided to raise the domestic electricity bill protection threshold from 600kWh to 800kWh per month, effective September 2023.

This adjustment, confirmed by Tenaga Nasional Bhd, exempts eligible users from the Automatic Fuel Adjustment (AFA), a RM10 Retail Charge, and an 8% service tax until December 31.

Consumers who used between 601kWh and 800kWh in September will receive pro-rated credits in their October bills, indicated by specific line items.

The policy aims to alleviate cost-of-living pressures related to increased electricity consumption due to recent adverse weather conditions.

KUALA LUMPUR, Oct 2 — Domestic electricity users who consumed more than 600kWh in September will receive a pro-rated credit in their October bills, following the government’s decision to raise the bill protection threshold to 800kWh per month.

Tenaga Nasional Bhd (TNB) confirmed the move today, explaining that the adjustment follows Prime Minister Datuk Seri Anwar Ibrahim’s announcement on September 17 to expand the threshold.

From September until December 31, domestic customers with a monthly usage of 800kWh or below are fully exempt from the Automatic Fuel Adjustment (AFA), the RM10 Retail Charge, and the 8% service tax.

The September adjustment will be calculated on a pro-rated basis and credited directly to October bills. Users can identify these credits via two specific line items: “PELARASAN BIL (SEP 2026)” and “PELARASAN CUKAI PERKHIDMATAN (8%) (SEP 2026)”.

Eligibility for the credit is determined by actual meter readings from September.

Users consuming 600kWh or below will see no adjustment in October. Those between 601kWh and 800kWh are eligible for adjustments to the AFA, Retail Charge, and the 8 per cent service tax. Users consuming 801kWh and above will only receive an adjustment for the service tax.

TNB noted that these adjustments will be processed automatically once actual meter readings are obtained; therefore, estimated bills will not reflect the credit. While the bill adjustment covers both the AFA and retail charge, the service tax adjustment applies specifically to September 2026.

The expanded protection comes as a response to recent haze and hotter weather, which drove up electricity consumption in many households and resulted in unusually high bills. Anwar described the move as an immediate step to ease cost-of-living pressures.

He added that the government will continue to monitor fuel costs and energy market conditions to ensure tariff decisions balance affordability with supply security and the sustainability of the national energy sector.
