Kuala Lumpur International Airport (KLIA) has implemented stringent security measures, including targeted physical checks and comprehensive baggage screening, for flights to high-risk destinations, as announced by Home Minister Datuk Seri Saifuddin Nasution Ismail.
These measures are part of the government's phased approach to reinforce security controls, prompted by an incident involving a Malaysia Airlines co-pilot allegedly carrying drugs.
Short-term initiatives include enhanced vetting systems and drug screening for aviation personnel, while intelligence-sharing and surveillance enhancements are planned.
The measures are coordinated by a joint technical committee from the Home and Transport ministries.
KUALA LUMPUR, Oct 6 — Passengers flying out of Kuala Lumpur International Airport (KLIA) to destinations deemed high risk are now subject to targeted head-to-toe physical checks and 100 per cent baggage screening, Home Minister Datuk Seri Saifuddin Nasution Ismail said today.
He said the measures were part of the government’s risk-based screening approach under 17 recommendations to strengthen security controls at KLIA and the country’s international entry points.
“Firstly, we immediately implemented targeted, risk-based screening.
“This means flight destinations that are high risk based on data and cases, whether reported or unreported.
“Destinations where smuggling incidents frequently occur, such as Indonesia and several other destinations that we classify as high risk,” he said during Question Time in the Dewan Rakyat.
“Now, for outbound flights from KLIA, we carry out physical head-to-toe pat-downs of people as well as 100 per cent baggage checks,” he added.
Saifuddin Nasution was responding to Kota Bharu MP Datuk Seri Takiyuddin Hassan, who asked for the latest status of the 17 recommendations to strengthen security screening, control and risk management at KLIA and the country’s international entry points.
Saifuddin Nasution said the measures followed the arrest of a Malaysia Airlines co-pilot in Jakarta for allegedly carrying drugs, which prompted the Cabinet to order immediate action to strengthen security at the country’s airports and international entry points.
He said the government viewed the incident as more than an ordinary security breach as it involved threats to national security, sovereignty, reputation and the country’s good name.
He said the 17 recommendations, jointly entrusted to the Home Ministry and Transport Ministry, had been divided into three phases.
He said the measures currently being implemented covered the short-term phase, from August and over the following six months, while further measures would be introduced under Phases Two and Three.
Among the other immediate measures, he said the government was proposing to shorten the validity of access cards issued under the Chief Government Security Office’s e-vetting system from five years to two years.
He said aviation personnel, including pilots, cabin crew and ground-handling staff, were also subject to drug screening from the pre-employment stage, with periodic and random checks to be conducted in cooperation with the Civil Aviation Authority of Malaysia, Royal Malaysia Police and National Anti-Drug Agency.
He also said the government had deployed personnel from the 19th Battalion of the General Operations Force, Central Brigade, to maintain an armed presence at all airport terminals since the incident.
Saifuddin Nasution said intelligence-sharing among agencies operating at international airports was also being strengthened, involving the police, Malaysia Border Control and Protection Agency (AKPS), Customs Department, Malaysian Quarantine and Inspection Services Department and Department of Wildlife and National Parks.
He added that Malaysia Airports Holdings Bhd (MAHB) currently operates more than 5,000 CCTV cameras across KLIA Terminal 1 and Terminal 2, with its own control room.
He said the government was now in discussions with MAHB to give AKPS access to the control room, allowing it to monitor the footage from a security perspective.
“This has already been agreed upon. It is now at the administrative stage to enable it to operate,” he said.
Saifuddin said AKPS would also install additional CCTV cameras during the second phase of the security improvements, particularly in areas identified as blind spots.
He said the measures were being coordinated under a joint technical committee between the Home and Transport ministries, chaired at secretary-general level.
