Kuala Lumpur City Hall (DBKL) has taken a stringent approach to addressing the issue of parking touts, or "ulat parking," by arresting offenders during operations without prior notice, as stated by Mayor Datuk Fadlun Mak Ujud.

Recently, 84 touts were apprehended at 49 locations across the city amidst concerns that resurfaced following a viral video of a tout confronting a motorist.

This has amplified calls for stricter enforcement against illegal fee collection, highlighted by a recent incident involving an arrest after an alleged assault on an enforcement officer.

KUALA LUMPUR, Oct 7 — Kuala Lumpur City Hall (DBKL) does not issue notices to parking touts and simply arrests those caught during operations, mayor Datuk Fadlun Mak Ujud said today.

He said 84 touts, commonly called “ulat parking” in Malay, had been arrested in operations carried out at 49 locations around the capital.

“We do not issue notices. We just arrest them. When we conduct an operation and find them, we arrest them,” he told reporters after visiting the Wangsa Sari flats under the People’s Housing Programme here.

Fadlun said the operations are ongoing, but that the touts sometimes flee when enforcement officers arrive.

“At times, when our enforcement officers arrive, they run away,” he said.

The issue resurfaced on social media recently after a video went viral showing an alleged parking tout confronting a motorist over payment.

It has renewed calls for firmer action against touts who approach motorists and demand payment where there is no official parking charge.

In August, Seputeh MP Teresa Kok shared a video of the arrest of an alleged illegal parking collector along Jalan Hujan in Taman OUG.

The man was arrested after he allegedly repeatedly ignored enforcement notices and assaulted an enforcement officer during a confrontation.

He was also alleged to have continued collecting parking fees despite enforcement action by DBKL and other authorities.
