Operating expenses comprise 81.9% of the budget, prioritising social sector and rakyat-centric projects in education, health, and defence.
Development expenditure is set at RM83 billion, focusing on economic growth through infrastructure and investment, with significant allocations for transport to improve connectivity.
KUALA LUMPUR, Oct 9 — The Federal Government has estimated Budget 2027 to be at RM459.8 billion, up 3.6 per cent from the revised 2026 allocation, equivalent to 19.8 per cent of gross domestic product (GDP).
According to the Ministry of Finance (MoF), the government revised Budget 2026 to RM441.1 billion from RM419.2 billion previously, reflecting adjustments in spending priorities and fiscal requirements during the year.
In its Fiscal Outlook and Federal Government Revenue Estimates 2027 report released today, the ministry said of the Budget 2027 allocation, RM376.8 billion or 81.9 per cent is for operating expenses (OE), while RM83 billion is earmarked for development expenditure (DE).
The government will continue to prioritise rakyat-centric projects and programmes, with 30.2 per cent of the total allocation channelled to the Ministry of Education, Ministry of Health and Ministry of Defence.
“The social sector will receive the largest share at RM161.6 billion (35.1 per cent) of total expenditure, reflecting the government’s continued emphasis on human capital development and public welfare.
“This is followed by the economic (RM59.4 billion; 12.9 per cent), security (RM46 billion; 10 per cent) and general administration (RM23.4 billion; 5.1 per cent) sectors,” MoF said, adding that the remaining RM169.4 billion comprises charged expenditures and transfer payments.
The ministry said the OE represents 16.2 per cent of GDP, up 3.8 per cent from the revised 2026 budget, due to higher allocations for emoluments, retirement charges, debt service charges (DSC) as well as supplies and services.
Emolument remains the largest component of OE at 29.6 per cent or RM111.6 billion, and is projected to grow by 2.9 per cent, reflecting annual salary increments.
The allocation for subsidies and social assistance is budgeted to decline marginally by 2.3 per cent to RM72.7 billion, accounting for 19.3 per cent of total OE.
Meanwhile, DSC is projected to increase by 6.5 per cent to RM61 billion, accounting for 16.2 per cent of OE, with domestic debt servicing constituting 98.4 per cent of the total.
According to MoF, DE is projected at RM83 billion for 2027, including allocations for about 1,500 newly approved programmes and projects.
“The economic sector continues to receive the largest share at 45.4 per cent, followed by social (33.7 per cent), security (14.7 per cent) and general administration (6.2 per cent) sectors,” the ministry said.
The government also remains committed to allocating at least three per cent of GDP to DE in line with the requirements of the Public Finance and Fiscal Responsibility Act 2023 [Act 850].
A total of RM37.7 billion is allocated for the economic sector to strengthen national competitiveness through the expansion of strategic infrastructure and promotion of investment activities.
Of the total, the transport subsector receives the largest share at RM17.6 billion (46.6 per cent) to improve nationwide connectivity and address traffic congestion.
The environment subsector receives RM3.6 billion to strengthen environmental resilience and advance the national climate change mitigation and nature conservation agenda.
Meanwhile, RM3.5 billion is allocated to the trade and industry subsector to support industrial development, entrepreneurship and investment-related activities.
The remaining are allocated for the social, health, housing, security and general subsectors, MoF said.
The government will also provide a total of RM1 billion in loans through DE to support infrastructure development and improve the people’s quality of life.
“State governments are the largest loan recipients at RM503 million, followed by companies (RM463 million), federal statutory bodies (RM58 million) as well as other organisations and cooperatives (RM2 million).
“Loan repayments are projected at RM1.5 billion. Of these, the highest repayments are anticipated from companies at RM955 million, followed by state governments (RM419 million), federal statutory bodies (RM120 million) as well as other organisations and cooperatives (RM6 million),” it added. — Bernama

根据财政部的说法,政府将2026年财政预算案从之前的4192亿令吉修订为4411亿令吉,反映了该年度支出优先事项和财政需求的调整。
该部今天发布的《2027 年财政展望和联邦政府收入预测》报告中指出,在 2027 年预算拨款中,3768 亿令吉(占 81.9%)用于运营支出 (OE),而 830 亿令吉用于发展支出 (DE)。
政府将继续优先考虑以人民为中心的项目和计划,总拨款的 30.2% 将拨给教育部、卫生部和国防部。
“社会领域将获得最大份额,达到 1616 亿令吉(占总支出的 35.1%),这反映出政府对人力资本发展和公共福利的持续重视。
财政部表示:“其次是经济领域(594亿令吉;12.9%)、安全领域(460亿令吉;10%)和一般行政领域(234亿令吉;5.1%)”,并补充说,剩余的1694亿令吉包括收费支出和转移支付。
该部表示,由于薪酬、退休金、债务偿还费用以及物资和服务方面的拨款增加,运营支出占GDP的16.2%,比修订后的2026年预算增加了3.8%。
薪酬仍然是运营支出中最大的组成部分,占比 29.6% 或 1116 亿令吉,预计将增长 2.9%,反映了年度工资增长。
补贴和社会援助的拨款预算将略微下降 2.3%,至 727 亿令吉,占总运营支出的 19.3%。
与此同时,预计债务偿还额将增长 6.5%,达到 610 亿令吉,占运营支出的 16.2%,其中国内债务偿还占总额的 98.4%。
据财政部称,到 2027 年,数字经济预计达到 830 亿令吉,其中包括为约 1500 个新批准的计划和项目拨款。
该部表示:“经济部门继续占据最大份额,为 45.4%,其次是社会部门(33.7%)、安全部门(14.7%)和一般行政部门(6.2%)。”
政府也仍然致力于按照 2023 年公共财政和财政责任法案(第 850 号法案)的要求,将至少 GDP 的 3% 分配给发展经济。
政府共拨款 377 亿令吉用于经济领域,通过扩大战略基础设施和促进投资活动来增强国家竞争力。
其中,交通运输子行业获得的份额最大,为 176 亿令吉(46.6%),用于改善全国连通性和解决交通拥堵问题。
环境子行业获得 36 亿令吉拨款,用于加强环境韧性,推进国家气候变化减缓和自然保护议程。
与此同时,政府拨款 35 亿令吉给贸易和工业子行业,以支持工业发展、创业和投资相关活动。
财政部表示,剩余资金将分配给社会、卫生、住房、安全和一般子领域。
政府还将通过直接投资提供总计 10 亿令吉的贷款,以支持基础设施发展并改善人民的生活质量。
“州政府是最大的贷款接受者,贷款额达 5.03 亿令吉,其次是公司(4.63 亿令吉)、联邦法定机构(5800 万令吉)以及其他组织和合作社(200 万令吉)。
“预计贷款偿还额将达到15亿令吉。其中,预计企业偿还额最高,达9.55亿令吉,其次是州政府(4.19亿令吉)、联邦法定机构(1.2亿令吉)以及其他组织和合作社(600万令吉)。”——马新社
